West Basin requires comprehensive grant research, proposal strategy, and development support for grant applications related to water resource management projects, including water-use efficiency and recycled-water initiatives. The scope of work encompasses four primary tasks: conducting kick-off meetings and grant opportunity research; developing needs assessments and funding abstracts; drafting and finalizing grant applications with supporting documentation; and assisting local water retail agencies within the District's service area with grant opportunities on a case-by-case basis. The last day for questions and clarifications is July 20, 2026, at 4:00 p.m., with proposals due July 23, 2026, at 2:00 p.m., submitted electronically through the OpenGov procurement system. Candidate interviews and presentations are scheduled for July 28-29, 2026. The District is considering a two-year agreement with the selected consultant, contingent upon Board approval.

The contract will be issued on a time and material basis with proposed hourly rates submitted by the respondent for grant writing and management services personnel. Respondents must provide a detailed price proposal delineated by task, along with all assumptions supporting the rate calculations. The District encourages participation from Small Business Enterprises (SBEs) and Local Business Enterprises (LBEs), offering three additional evaluation points to SBE or LBE prime consultants, six points if both designations apply, and one point for qualified SBE or LBE subcontractors participating at 30 percent or greater of total contract compensation. The successful respondent must obtain and maintain specified insurance coverage including Commercial General Liability of $2,000,000, Business Automobile Liability of $2,000,000, Workers' Compensation of $1,000,000, and Professional Liability of $2,000,000. Evaluation criteria include completeness and quality of proposal, respondent qualifications and experience, professional qualifications of key personnel, technical approach and methodology, references, cost proposal, and compliance with insurance requirements. Proposals must remain valid for a minimum of 90 days from the closing date.
