EXHIBIT A

Scope of Services

West Basin Municipal Water District (District) is seeking to contract with an experienced consulting firm to provide proposal strategy and development to complete grant applications on its behalf. The District invites interested firms with significant experience in grant research, writing, and proposal development, and a track record of securing grant funds for water resource management projects, including enhanced water-use efficiency and recycled-water projects.

Interested firms shall provide a list of key personnel, including hourly pricing for performing the tasks described in this Request for Proposal related to the District's Grant Management Program. Contingent upon Board approval, the District is considering a two-year agreement with Consultant to perform work that includes the following tasks.

Task 1:

1.1 Kick-Off Meeting – Participate in an initial kick-off meeting with District staff to discuss projects and programs eligible to receive outside funding from external sources. The intent of the meeting is for the Consultant to become familiar with the District’s various projects and programs, as well as the funding required to implement them.

1.2 Research – Conduct research to identify grant opportunities that can be pursued while being aligned with the future of the District’s needs. The identified opportunities shall include, but are not limited to, Federal and State agencies and organizations that support the District’s funding needs for water-use efficiency planning, as well as recycled water infrastructure development and maintenance.

Task 2:

2.1 Needs Assessment – Develop an overall management strategy and goals of the Grant Management program. Identify the program's needs and assess goals to optimize and ensure water supply reliability.

2.2 Prepare Funding Abstracts – The pre-application portion of the grant program shall include writing narratives, drafting letters of intent, working with District staff to prepare project budgets, evaluating water savings, performing cost-effectiveness calculations, and identifying other project benefits.

Task 3:

3.1 Grant Applications – Draft and finalize assigned grant applications. Work with District staff to develop budgets and to describe benefits aligned with each proposal's narrative.

3.2 Grant Proposals – Consultant shall include well-supported quantification and responses that may include reference documents, maps or links for each evaluation criterion of the applications. Ensure applicable certifications or required documentation are included. Ensure that each scoring criterion for an application is met and exceeded to receive the most points possible. Review the final grant application for grammar, spelling, and budget accuracy. Ensure the application package is complete, meets all document-submittal requirements, and includes final signatures, letters of intent, and Board resolutions.

3.3 Schedules – Adhere to schedules and deadlines for all applications. Monitor the status of successful awards or rejections.

Task 4:

4.1 Local Agency Assistance – As directed by District staff, Consultant shall assist local water retail agencies within the District's service area with their own grant opportunities.

This has been provided as a service in the past, and the District would like to consider offering it to its customer agencies on a case-by-case basis.
