2.5 Section 5. Solicitation Objective

1. The objective of this solicitation is to enter into an indefinite delivery/indefinite quantity (IDIQ) contract. Metro does not guarantee minimum or maximum purchase amounts for the requested goods and/or services.

Purchases shall be made on an as-needed basis by Metro via Purchase Order. No purchase is guaranteed, and no work shall be performed until receipt of Metro-issued Purchase Order.

2.6 Section 6. Scope Summary

1. The Metropolitan Government of Nashville and Davidson County (Metro) is soliciting quotes for replacement of fire hydrants, valves, and parts.

2.7 Section 7. Scope Details

1. The objective of this bid is to procure the services of a contractor to replace existing fire hydrants and valves. The project sites are located throughout Davidson County within the MWS service area. The work includes the replacement of fire hydrants and valves under a multi-year contract funded annually. Quantities on the Bid Schedule are estimates and are subject to change. Project sites may be added or deleted depending on priority ranking and budget.

There are no guaranteed minimum or maximum quantities of items to be performed for this RFQ.

Contractor will be responsible for the removal of the existing fire hydrants and valves (which will need to be returned to MWS-SSD (1450 Lebanon Pike, Nashville, TN 37210)) and all existing backfill material excavated during the project which will need to be disposed of at an approved dump site. MWS will provide the new fire hydrant and valve, except for insertion valves, any required piping, fittings, and valve boxes including frames and covers. All other material required for a complete installation including equipment and labor, specialized subcontractors, traffic control, excavation, backfill, concrete, flowable fill, stone blocking (kickers or rodding if necessary), insertion valves, yard restoration, testing, disinfection, and all other appurtenances utilized during installation will be provided by the Contractor.

Circumstances may prevent timely shut offs such as but not limited to faulty assets, water main breaks, and lack of forces due to higher priority situations. Consider standby time due to these types of delays incidental to the work with no separate payment allowed. The Contractor and MWS Inspector will coordinate the appropriate time for notifying customers prior to any scheduled work or shutdown. Minimum and maximum notification times for residential customers is 24 hours and 7 days respectively. Minimum and maximum notification times for commercial customers is 3 days and 7 days respectively. Specialty subcontractors needed for insertion valves will need to be approved by MWS. Contractor will be expected to coordinate with the MWS Inspector prior to excavation work to minimize the disturbed area surrounding the fire hydrant and or valve.

MWS will be responsible for the identification of the specific locations and will provide mapping information for the adjacent water mains to isolate the fire hydrants and valves.

Contractor shall temporarily backfill disturbed areas with approved materials to maintain safe vehicle and/or pedestrian traffic until permanent repairs can be performed by others.

Contractor shall perform temporary flush trench repairs within roadways in accordance with Nashville Department of Transportation (NDOT) standard specifications unless otherwise directed by MWS. Permits will be reimbursed at cost.

Supervision

•A competent superintendent with utility construction experience shall be onsite or immediately available whenever work is being performed.

•Superintendent shall have authority to coordinate work activities, safety, traffic control, and communication with the Owner.

•Contractor shall provide and maintain trench protection systems in accordance with OSHA regulations.

•Contractor shall maintain emergency response procedures for water main breaks, service interruptions, and other utility emergencies.

Assistance to Small (SBE) and/or Service-Disabled Veteran (SDV) Owned Businesses

The Metro Procurement Code (Section 4.44) and Regulations (Section R4.44.020.04) provide options for the Purchasing Agent to maximize the participation and performance of Metro approved SBE/SDV businesses.

Assistance is provided to offerors who are SBE/SDV, or who need assistance in locating potential SBE/SDV subcontractors or suppliers. For assistance, offerors are encouraged to contact the BAO by email at BAO@nashville.gov or call the BAO at (615) 880-2814. For more information and the forms go to Business Assistance Office (BAO) at the website listed in the attachment section herein.

If the Offeror is an SBE/SDV business, Metro considers the work the SBE/SDV firm commits to self-perform. If the work is subcontracted or otherwise procured, only the work performed by a Metro approved SBE/SDV subcontractor or supplier may be considered for the purposes of award incentive. All SBE/SDV businesses included in offers must be registered online with Metro and approved by the BAO prior to the solicitation closing date.

Several ways that SBE/SDV participation may be promoted in individual solicitations are described below:

• Cost Incentive - The Metro Procurement Code (Section 4.44) and Regulations (Section R4.

44.020.04) provide options for the Purchasing Agent to provide a cost incentive to maximize SBE/SDV participation. If this solicitation includes a cost incentive for the participation of approved SBE/SDV business, the methodology for evaluating the SBE/SDV participation is described in the regulations found at website link shown in the attachment section herein. This requires that ALL SBE/SDV Subcontractors and/or Subconsultants be listed on the Subcontractor/Subconsultant Form.

• Set-Aside - Some solicitations are the result of an SBE/SDV set-aside. In those cases only approved SBE/SDV firms may submit an offer. The solicitation will state in the opening description if it is an SBE/SDV set-aside solicitation. This requires that ALL SBE/SDV Subcontractors and/or Subconsultants be listed on the Subcontractor/Subconsultant Form.

• Small Business Reserve (SBR) - Some solicitations are the result of an SBR set-aside. In those cases, only approved Small Business Reserve participants may submit an offer. The solicitation will state in the opening description if it is an SBR solicitation. This requires that a preliminary list of SBE/SDV subcontractors and/or subconsultants be included on the Subcontractor/Subconsultant Form.

• Threshold - If the solicitation has a SBE/SDV threshold, only offers that meet the established threshold will be eligible for SBE/SDV cost incentives. Incentive consideration, if included, is calculated on a pro rata basis for those offers in excess of the established threshold. This requires that ALL SBE/SDV Subcontractors and/or Subconsultants be listed on the Subcontractor/Subconsultant Form.

• Requirement - If the solicitation states a required SBE/SDV participation level, then only those offerors committing to achieve or exceed the established amount will be considered responsive to the solicitation. The solicitation will not contain an SBE/SDV cost incentive. This requires that a preliminary list of SBE/SDV subcontractors and/or subconsultants be included on the Subcontractor/Subconsultant Form.

*7. SBE/SDV Participation and Misrepresentation

Offerors must acknowledge that they understand the SBE/SDV participation expectations described in the next paragraph.

• 14% requirement has been set over the life of the contract. This requires that a preliminary list of SBE/SDV subcontractors and/or subconsultants be included on the Subcontractor/Subconsultant Form.

Offeror also acknowledges that they understand the consequences of failing to comply with their SBE/SDV participation commitments.
