Technical Instructional Material

· Quality and content of instructional material provided to employees.

· The extent to which course material provides instruction on concepts identified in Statement of Work, including preparing for interviews, including drafting an outline and crafting effective questions; managing the flow of the interview; handling recalcitrant, uncooperative, and untruthful witnesses; handling evidence, particularly emails and other documents; handling obstructive counsel; and dealing with other adverse conditions in witness interviews.

· If the instructional material includes role-play exercises or other hypothetical situations, the extent to which such exercises reflect actual scenarios that OIG investigators face and the extent to which such exercises will enhance participants’ understanding of key concepts.

· The extent to which the course materials can be resources and reference materials to guide participants in the future.

Quality of course outline

· The extent to which the course outline covers concepts identified in Statement of Work, including preparing for interviews, including drafting an outline and crafting effective questions; managing the flow of the interview; handling recalcitrant, uncooperative, and untruthful witnesses; handling evidence, particularly emails and other documents; handling obstructive counsel; and dealing with other adverse conditions in witness interviews.

· The extent to which the course outline omits concepts identified in Statement of Work that are inapplicable to federal OIG investigations, such as defending depositions; witness preparation; deposing expert witnesses; and handling objections from a witness’s counsel.

Experience A minimum of five years of experience in (i) leading on-the-record witnesses examinations, including investigatory interviews, depositions, or in-court testimony, and/or (ii) providing instruction (such as leading training sessions or teaching classes) on proper methods for conducting interviews, depositions, or in-court testimony.

Past Performance Previous experience on projects of similar type services. The offeror shall provide a list of reference projects as a part of the quote, together with the contact details for each reference.

Price The Government will evaluate the offeror's proposed prices to determine whether the proposed prices comply with the instructions articulated above and are realistic, complete, and reasonable in relation to the solicitation requirements. Proposed prices shall be entirely compatible with the technical proposal.

The Government does not intend to enter discussion and may award a purchase order on the basis of initial offers received, without discussions. Therefore, each initial proposal shall contain the offeror’s best terms. Nonetheless, the Government reserves the right to conduct discussions if it is in the best interest of the Government.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
