QUESTION 1 - Reference paragraph 1.1 and 1.1.1 and Pricing Table CLINs 0001, 1001, 2001, 3001, 4001.
Can the Government please specify the number of Activations, the number of satellites, and the number of beams that require geolocation service as part of the Referenced Base Service CLIN for each contract year (CLINs X001). As written it appears open ended and it is not clear at what point the Government would be required to use CLINs X002 for Add-on Allocations of Activities.
ANSWER 1 - Although it will change, the current level is approximately 7.7 Ghz, across 54 satellites using 248 transponders.
Para 1.1.1 of PWS states upon award of contract, USSTRATCOM will provide
Vendor with a complete listing of leased bandwidth. Vendor should provide costing information for initial contract and pricing structure if USSTRATCOM requires additional support during the contract year.
QUESTION 2 - Is the number of (allocations of) Activations for CLINs X001 up to the vendor to determine? Can the vendor assume that CLIN X001 will be exercised in its entirety, i.e., all Activiations will be purchased at the start of each contract year?
ANSWER 2 – USSTRATCOM will purchase what they can with the money allotted at the beginning of contract. Reason for add-ons is in case we use all of the geolocations before end of contract year and can purchase more geolocations.
We are looking for 30 activations to be purchased initially.
QUESTION 3 - Reference Evaluation Criteria, paragraph 3.2
Please clarify if the evaluated total price is based on all CLINs for the Base and Option Years.
a. If so, what quantity of CLINs X002 will the evaluated price be based on?
b. How will the price of CLINs X003 be evaluated? Combined Synopsis/Solicitation paragraph 2.2 Final Search states, "charges associated with each Final Search will be quoted to USSTRATCOM on a per case basis.
c. How many hours will be used to calculate total price for CLINs X004
ANSWER 3 – The evaluated total price is based on all base period CLINs and all Option year CLINs.
X002 – price per each Allocation of Activation.
X003 – Leave the CLIN blank and we will put (TBD) in the award document.
X004 – Just quote your hourly rate.
QUESTION 4 - Reference Evaluation Criteria, paragraph 2.1.1, A1
A1 states the proposals will be evaluated based on 3 or more of 5 geographical COCOMs. There are 6 geographical COCOMs including Northern Command. Please clarify.
ANSWER 4 - This was an error on our behalf. 5 should have been 6.
QUESTION 5 - Reference Evaluation Criteria, paragraph 1 and 2
Paragraph 1.1 states in part, "The objective of this evaluation is to determine which proposal provides the best value to the Government for the services solicited".
Paragraphs 1.2 and 1.4 describe the process used to make an award to the Lowest Price Technically Acceptable proposal.
Paragraph 2.1 defines the pass/fail criteria for the Mission Capability evaluation factor - we assume a rating of Pass is required for an LPTA-based award.
Paragraph 2.2 defines how risk will be evaluated - how does an assessment of risk factor into a pass/fail LPTA evaluation? What Risk Rating is acceptable?
Suggest the Government eliminate the LPTA evaluation process and base the evaluation on Best Value based on the technical requirements (sub factors) set forth in paragraph 2.1.1.
If the Government retains the LPTA evaluation process please clarify how best value and risk assessment will factor into the evaluation of a technically acceptable proposal.
ANSWER 5 – The contractor must have a rating of “PASS” on all evaluation factors in order to be considered for award. Sometimes risk can be accessed against a certain approach that a contractor might take. It may not be appropriate for this type of service, so risk will not be accessed.
