FOR
USSTRATCOM/JTF-GNO
Revision 1
Lowest Price Technically Acceptable
1. EVALUATION FACTORS AND RELATIVE IMPORTANCE
1.1 This section defines the evaluation criteria, which will be used to evaluate the offerors' proposals submitted for this request for proposal. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The objective of this evaluation is to determine which proposal provides the Government requirement for the services solicited at the lowest price. These services shall conform to the requirements of the Purchase Order (PO) Performance Work Statement (PWS). The Government will evaluate offerors' proposals using two evaluation factors: Price and Mission Capability (Technical). The Government reserves the right to award without discussions.
1.2 Sub-factors under Mission Capability are equal in importance and are equally as important as Price. Trade-Offs are not permitted under LPTA; proposals are evaluated for acceptability but not ranked using non-cost/price factors.
1.3 Mission Capability will be assessed using the Mission Capability Technical Ratings per AFFARS 5315.305 and Mandatory Procedure 5315-3.
1.4 Award will be made to the Lowest Price Technically Acceptable proposal. All proposal received will be ranked by price, the lowest price offer to the highest price offer. Evaluations will begin on the lowest rpice offer, if the offer is not found to be technically acceptable, the next lowest price offer will be evaluated. This process will continue until a technically acceptable offer is found. Once this happens, no other offers will be evaluated.
2. EVALUATION FACTOR: MISSION CAPABILITY
2.1 Mission Capability Technical Assessment. The mission capability technical rating is a pass – fail rating for the offeror’s capability to satisfy the Government’s requirements. Mission capability technical ratings will be evaluated as follows:
MISSION CAPABILITY TECHNICAL RATINGS
Rating
Description
Pass
Meets specified minimum performance or capability requirements.
Fail
Fails to meet specified minimum performance or capability requirements. The proposal has one or more deficiencies and is not awardable.
The Government may decide to award without discussions (reference 1.1).
2.1.1 MISSION CAPABILITY – Technical Requirements Offeror's proposal clearly demonstrates the ability to support the mission by providing a plan of action for PWS. The following technical requirements have equal importance.
A1 Contractor shall provide world-wide geolocation for 3 or more of 5 geographical COCOMs?
A2 Contractor shall provide 24/7/365 access?
A3 Contractor shall demonstrate ability to complete the initial solution set analysis within 21 days of receiving the list of DOD leases.
A4 Contractor shall demonstrate ability to complete the solution set analysis within 2 days of receiving the updated list of DOD leases.
A5 Proposal demonstrates the vendor will provide geolocation results for those leases identified as having a geolocation solution set in 4 hours or less.
A6 Contractor shall provide characterization data on interference signal? Identify if carrier is modulated or un-modulated, co-polarized, cross-polarized, or adjacent satellite interference.
A7 Proposal shall state the quality (accuracy) of reliable geolocations to less than 15km accuracy.
A8 Proposal shall demonstrate the 100% use of only their systems or no less than 75% of their own system and 25% third party systems.
A9 Does the proposal pre-price add-on allocations?
A10 Does the proposal address Final Search option and the accuracy of reliable geolocations to less than 15km accuracy?
A11 Does the proposal pre-price Consultation Service?
3. EVALUATION FACTOR: PRICE
3.1 Price is a required evaluation area and will be assessed for reasonableness and affordability.
3.2 The price proposal will be evaluated on a total price basis for ther base period plus a 6-month option to extend per clause 52.217-8.. The results of this evaluation will be considered in performing an assessment of the proposals.
