EVALUATION CRITERIA
FOR
Geolocation Services World-Wide
FOR
USSTRATCOM/JTF-GNO
Lowest Price Technically Acceptable
1. EVALUATION FACTORS AND RELATIVE IMPORTANCE
1.1 This section defines the evaluation criteria, which will be used to evaluate the offerors' proposals submitted for this request for proposal. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The objective of this evaluation is to determine which proposal provides the best value to the Government for the services solicited. These services shall conform to the requirements of the Purchase Order (PO) Performance Work Statement (PWS). The Government will evaluate offerors' proposals using two evaluation factors: Price and Mission Capability (Technical, Personnel, and Risk ratings). The Government reserves the right to award without discussions.
1.2 Sub-factors under Mission Capability are equal in importance and are equally as important as Price. Trade-Offs are not permitted under LPTA; proposals are evaluated for acceptability but not ranked using non-cost/price factors.
1.3 Mission Capability will be assessed in two ways: the Mission Capability Technical Ratings and the Mission Capability Risk Ratings per AFFARS 5315.305 and Mandatory Procedure 5315-3.
1.4 Award will be made to the Lowest Price Technically Acceptable proposal. All proposal received will be ranked by price, the lowest price offer to the highest price offer. Evaluations will begin on the lowest rpice offer, if the offer is not found to be technically acceptable, the next lowest price offer will be evaluated. This process will continue until a technically acceptable offer is found. Once this happens, no other offers will be evaluated.
2. EVALUATION FACTOR: MISSION CAPABILITY
2.1 Mission Capability Technical Assessment. The mission capability technical rating is a pass – fail rating for the offeror’s capability to satisfy the Government’s requirements. Mission capability technical ratings will be evaluated as follows:
MISSION CAPABILITY TECHNICAL RATINGS
Rating
Description
Pass
Meets specified minimum performance or capability requirements.
Fail
Fails to meet specified minimum performance or capability requirements. The proposal has one or more deficiencies and is not awardable.
The Government may decide to award without discussions (reference 1.1).
2.1.1 MISSION CAPABILITY – Technical Requirements Offeror's proposal clearly demonstrates the ability to support the mission without introducing unacceptable risk by providing a plan of action for PWS. The following technical requirements have equal importance.
A1 Does proposal provide world-wide geolocation for 3 or more of 5 geographical COCOMs?
A2 Does proposal provide 24/7/365 access?
A3 Does proposal show the vendor completing the initial solution set analysis within 21 days of receiving the list of DOD leases?
A4 Does proposal show the vendor completing the solution set analysis within 2 days of receiving the updated list of DOD leases?
A5 Does proposal provide timeline on how fast the vendor will provide geolocation results for those leases identified as having a geolocation solution set?
A6 Can vendor provide characterization data on interference signal? Identify if carrier is modulated or un-modulated, co-polarized, cross-polarized, or adjacent satellite interference.
A7 Does proposal state the quality (accuracy) of the geolocation?
A8 Does proposal state vendor will use only their systems or will rely on a combination of their systems and third-party systems?
A9 Does the proposal address add-on allocations?
A10 Does the proposal address Final Search option?
A11 Does the proposal address Consultation Service?
2.2 Mission Capability Risk Assessment. The mission capability risk assessment will focus on the risks associated with each offeror's proposed approach. Assessment will be made at the mission capability sub-factor level and includes potential for disruption of schedule, increased price/cost, or degradation of performance, the need for increased Government oversight, and the likelihood of unsuccessful contract performance. Evaluators will judge each proposal's probability of success and the impact of failure. If a combination of significant weaknesses leads to unacceptably high proposal risk, this will be considered a deficiency. Proposal risk assessment ratings will be evaluated as Low, Moderate, High, or Unacceptable. For any weakness identified, the evaluation shall address the offeror’s proposed mitigation (if available) and document why that approach is or is not acceptable. Mission capability risk assessment ratings will be evaluated as follows:
MISSION CAPABILITY RISK RATINGS
Rating
Description
Low
Has little potential to cause disruption of schedule, increased price/cost or degradation of performance. Normal contractor effort and normal Government monitoring will likely be able to overcome any difficulties.
Moderate
Can potentially cause disruption of schedule, increased price/cost or degradation of performance. Special contractor emphasis and close Government monitoring will likely be able to overcome difficulties.
High
Likely to cause significant disruption of schedule, increased price/cost or degradation of performance. Extraordinary contractor emphasis and rigorous Government monitoring may be able to overcome difficulties
Unacceptable
The existence of a significant weakness or combination of weaknesses that is very likely to cause unmitigated disruption of schedule, drastically increased price/cost or severely degraded performance. Proposals with an unacceptable rating are not awardable.
3. EVALUATION FACTOR: PRICE
3.1 Price is a required evaluation area and will be assessed for reasonableness.
3.2 The price proposal will be evaluated on a total price basis to include option years. The results of this evaluation will be considered in performing an assessment of the proposals.
