About this file
This is a General Conditions document for the City of Chula Vista, California, outlining administrative requirements and payment procedures for contract respondents. The document establishes the framework for conducting business with the City, a charter municipality of approximately 277,000 residents in southern San Diego County that provides comprehensive municipal services including police, fire, public works, parks and recreation, and development services.
The General Conditions specify that payment terms default to Net Thirty (30) Days unless otherwise stated, with the City's preferred payment methods being J.P. Morgan's Single-Use Accounts (SUA) virtual card program or Electronic Funds Transfer (EFT/ACH). Respondents are required to confirm acceptance of these payment methods; those accepting SUA benefit from accelerated payments and reduced administrative costs, with enrollment converting payment terms to Net 15 days. A valid Business License under Chula Vista Municipal Code Section 5.02.020 is mandatory for all contractors operating within the city limits. The document permits other public agencies to participate in any awarded contract at no financial responsibility to the City of Chula Vista, with the participating agency assuming sole responsibility for orders and payments. Respondents must affirm compliance with the City's Environmentally Preferable Purchasing (EPP) requirements as a condition of proposal submission. Prompt payment discounts offered for periods less than fifteen (15) days will not be considered in bid evaluation but will be accepted if the City initiates payment within the discount period.
