About this file

The document is a compiled set of General and Special Provisions for the Frazier Street Stairs Construction project by the City of Pittsburgh's Department of Mobility and Infrastructure. The project involves removing the existing deteriorating concrete stairs connecting Bates Street, Frazier Street, and Romeo Street, and constructing new concrete stairs along a new alignment. The new stairs will consist of cast-in-place jumper walk stairs and elevated precast stairs, located near the I-376 interchange in the South Oakland neighborhood. The work includes tasks such as traffic control planning, construction surveying, clearing and grubbing, demolition of existing stairs, excavation, foundation and column construction, installation of precast stair sections, placement of engineered fill, construction of jumper walk steps and sidewalk, and fabrication and installation of hand railings and bike runnels.

The special provisions outline detailed specifications for various components of the project, including materials, construction methods, measurement, and payment. Key materials include Class AAA cement concrete, stainless steel or aluminum railings, and specific aggregates. The provisions emphasize precise requirements for concrete mixing, reinforcement, protective coatings, and installation techniques. The project requires compliance with PennDOT standards and City of Pittsburgh specifications, with careful attention to aesthetic and functional details such as using white cement, specific aggregate colors, and ADA-compliant railing designs. The contract appears to be funded by the City of Pittsburgh and will require detailed engineering and construction expertise to meet the specified standards.

Frazier Street Stairs Description of Work Section 0030 0030-1

SECTION 0030

DESCRIPTION OF WORK

REPLACEMENT OF FRAZIER STREET STAIRS

4TH WARD – CITY OF PITTSBURGH

ALLEGHENY COUNTY, PENNSYLVANIA

This work is to remove the existing deteriorating concrete stairs that connect Bates Street, Frazier Street, and Romeo Street, and to construct new concrete stairs (along a new alignment).

The new stairs consist of a combination of cast-in-place jumper walk stairs and elevated precast stairs. The project is located near the intersection of Bates Street and the I-376 interchange in the South Oakland neighborhood in the 4th Ward of the City of Pittsburgh.

The existing concrete stairs ascend approximately 75 feet in elevation from Bates Street (approximately 250 feet north of its intersection with the I-376 westbound off-ramp) to the west end of Frazier Street. At about the midpoint of the stairs, a second set of stairs ascend approximately 50 feet in elevation to the south end of Romeo Street. The existing elevated concrete stair stringers and platforms rest on concrete piers that are believed to be supported by shallow spread footings, although no design drawings or construction drawings of the existing stairs are available.

The proposed stairs will be accessed off Bates Street approximately 200 feet south of the existing stairway access point and will ascend to Frazier Street through vacant City properties. Based on historical maps and photographs, the vacant properties were once occupied by residential structures. The proposed concrete stairs will be constructed using a combination of on-grade cast-in-place jumper walk stairs and elevated precast stairs. The import and placement of engineered fill (AASHTO No. 1’s) will be required to accommodate the proposed grade of the jumper walk stairs. The precast elevated stairs will be supported by cast-in-place columns and shallow spread footings. Due to the presence of highly weathered claystone and “red beds” on the slope below Frazier Street, the subgrade beneath the spread footings will likely require several feet (or more) of undercut and AASHTO No. 1 backfill.

The work will generally consist of the following tasks:

• Design and implementation of a traffic control plan.

• Construction surveying.

• Installation of compost filter sock and rock construction entrance.

• Clearing and grubbing within the immediate work area.

• Demolition/disposal of existing concrete stairs.

• Class 3 excavation for jumper walk stairs and elevated stair footings.

• Construction of cast-in-place foundations, columns, and landings.

• Installation of precast stair sections.

• Preparation of subgrade and placement of engineered fill (AASHTO. No. 1).

• Construction of on-grade cast-in-place jumper walk steps and sidewalk.

• Fabrication and installation of hand railings and bike runnels.

• Removal of E&S Controls and site restoration.

(c) Design Requirements.

1. Maintenance of Traffic During Construction. Design traffic control plan(s) to minimize impacts to traffic when bringing equipment and materials in and out of the project area. Develop a plan that maintains a single lane of traffic in both directions along Bates Street and does not restrict access to/from the I-376 ramps during all phases of construction. Notify and obtain approval from PennDOT of any proposed impacts to Bates Street and the I-376 ramps. Provide notices to PennDOT as required in advance of any traffic impacts to allow notification through the press.

This work also consists of the maintenance and protection of pedestrians approaching the construction area and within the limits of construction. The safety

a. Preliminary Submission. Fifteen (15) working days.

b. Final Submission. Fifteen (15) working days.

c. Revised Traffic Control Plan Submissions. Prepare and submit a revised

Traffic Control Plan for any proposed modification to the original approved plan. Submit the revised plan for review and approval at least fifteen (15) days prior to the implementation of the proposed modifications.

If a submission is incomplete or otherwise requires additional information or data to properly complete the review, the review time will begin as specified for the submission when all required information is received. Additional contract time or price adjustment to any contract items will not be considered due to failure to obtain approvals within the specified review times resulting from incomplete or non-conforming submissions. Working days are weekdays, Monday through Friday.

The following official Department holidays will not be included as working days:

New Year's Day, Dr. Martin Luther King, Jr. Day, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, Day after Thanksgiving Day, and Christmas Day.
