SOP
DELIVERIES
All delivery vehicles will be searched. Drivers are required to have a valid driver’s license prior to entry. Security will not sign for or accept any delivery.
· Warehouse delivery times are 0730 – 1600 hrs.
· Café delivery/service times are 0730 – 1400 hrs.
Café deliveries, repairs or service work are only authorized during café delivery hours or while café staff are on site as a point of contact.

FRONT LOBBY SCREENING PROCEDURES
· All non‐EROS personnel will be screened through the magnetometer/x‐ray machine prior to signing into the facility.
· Advise all non‐employees that they must remove all metal objects such as keys, knives, coins, cell phone, ipod etc. Also remove hats and any bulky clothing. Have them place these items along with their baggage into the plastic tub to be searched by the guard.
· Anyone with a pacemaker or similar device for their heart will not go through the metal detector and will be wanded.
· If any weapons, alcohol, drug paraphernalia, etc. is found immediately contact the security supervisor or assistant for further instructions.
· Ensure that all equipment that could be misconstrued as government property has a valid property pass when entering or exiting the building or that it gets logged on the required sheet.
· Visitors that possess DOI government identification from their home station may wear their home identification once they process through the front desk and have a point of contact with them.
EMPLOYEE ID PROGRAMMING
Employee IDS will only be programmed Monday – Friday between 0900 – 1100 hrs.
If an employee is requesting their ID programmed between 0900 – 1100 hrs, contact E5, E3 or E1 to assist them. The employee may wait in the hallway while programming is being conducted. They will not be permitted in the security area.
Employees requesting programming other than stated hours should be informed of scheduled programming hours.
EMPLOYEE OUT PROCESSING PROCEDURE
· Direct the employee to see To Be Determined (TDB) to complete their out processing and surrender government ID and parking tag.
Under normal circumstances security will not collect employee IDs or parking tags. If an employee is quitting/walking out the door/refusing to follow proper out processing procedures, collect their ID and parking tag if possible.
EXTERIOR ROVING GUARD
POST LIMITATIONS: EROS property, to include perimeter road.
POST EQUIPMENT: 40cal. Handgun with ammo (2 clips), radio and handcuffs.
POST HOURS: Manned 24 hours a day, seven days a week.
POST RESPONSIBILITIES:
· Remain mobile around EROS property to include perimeter road. Remain highly vigilant for any suspicious activity. Notify security control of any suspicious activity.
· Provide armed response to any incident within EROS property.
· Inspect all vehicles that enter EROS through the NW gate
· Physically check all outer buildings while on patrol including the warehouse, HEB, ponds, lake (weather permitting) and both satellite dish buildings.
· Conduct perimeter road check as directed paying attention to fences, gates, and any suspicious activity.
· Check parking lots for unauthorized vehicles, and make sure authorized vehicles have proper parking passes displayed.
· Ensure all personnel on EROS property are wearing proper credentials while on site.
FIRE OR SMOKE
PRE-ALARMS
· On the Honeywell, numbers in the alarms all start with 900300, the next 3 numbers are the panel the alarm came from, and the next 4 digits are the actual smoke head that should be blinking. (Example: 9003001021234. 102 is the panel number. 1234 is the smoke head.) Log the smoke head number and instruct the roving guard to respond to the affected location to investigate the status of the alarm.
· Call TBD during core hours or TBD after hours via the Security Guard phone list and inform them of the current situation.
· For an actual fire dial 911 using the Tan phone in the SCC.
· When an actual fire or building evacuation occurs notify Security Supervisor or Assistant and brief the situation.
· Don’t allow anyone back into the building until cleared by facilities or the local Fire department and the all clear has been given.
· Blotter events
FRONT LOBBY ENTRY GUARD
POST LIMITATIONS: Front Atrium Area
POST HOURS: This post will be manned from 0600 hrs. until 1800 hrs., Monday through Friday except holidays.
POST RESPONSIBILITIES:
· Monitor all individuals entering the S2 entrance.
· Ensure all employees are card keying in during entry.
· Ensure all visitors are processed through the x- ray/magnetometer area prior to proceeding to the front Lobby desk.
· All visitors need to be briefed on the security limits of the facility and where they are allowed to proceed without an escort.
· Issue proper EROS identification badges to employees and visitors.
1. Blue = Employee Temp Badge
2. Orange = Official Visitor (must be on the visitor log)
3. Green = visitor/tour
· Secure lobby 1800 hrs. and open lobby at 0600 hrs.
· Reading material is authorized, but must be discrete.
FRONT LOOP ENTRANCE GUARD
POST LIMITATIONS: Gate Shack Area
POST HOURS: 24 hours a day, seven days a week.
POST RESPONSIBILITIES:
· Verify that vehicle has an EROS parking tag before allowing entry.
· All non-EROS parking tag holders are required to present identification.
1. Any visitor on official government business presenting a government ID may bypass the vehicle search at the discretion of the Front Loop Entrance Guard. (All others will be searched).
2. All visitors will be issued a temporary parking pass.
3. Direct all visitors to the appropriate parking area.
4. Notify front lobby guard of any visitor that will access the main facility.
5. Sign in and notify security control of any visitor that will not be entering the main facility.
· Between 1800 – 0600 hrs. all non-employees will be denied entry to EROS property. The front loop entrance guard will attempt to ID personnel, collect vehicle information, and the purpose of the visit. Notify security control for a blotter entry of all pertinent information. (All exceptions will be cleared by the security supervisor or assistant).
· Tour hours for non-official visitors are between 0800 – 1600 hrs. Monday through Friday. Guided tours are at 1000 and 1400 hrs. Monday through Friday.
· All deliveries and pickups will be routed to the NW gate between 0700 hrs. and 1600 hrs. After 1600 hrs. all delivery and pickups will be denied access with the exception of FedEx only.
INTERIOR ROVING GUARD
POST LIMITATIONS: Interior/exterior within 25ft of main building.
POST HOURS: Manned 24 hours a day, seven days a week.
POST RESPONSIBILITIES:
· Remain mobile in the interior/exterior within 25 ft. of main building. Remain highly vigilant for any suspicious activity. Notify security control of any suspicious activity.
· Provide armed response to any incident within EROS property.
· Ensure all personnel on EROS property are wearing proper credentials.
· Once per shift conduct an exterior walk around of main facility checking doors/windows and for suspicious activity to ensure proper security of the facility. (weather permitting)
LOWER LEVEL SECURITY ROOM 01 ALARM RESPONSE CHECKLIST
This checklist should be executed by the Control Center whenever an alarm is activated. Guard should note and make blotter entry and run checklist items 1 – 7.
1. Security Control should check camera #9 and dispatch Rover to room LL01 to check if there is any sign of tampering and investigate the area.
2. Make blotter entry of time of alarm.
3. Enter type of alarm noted (i.e., motion, power, tamper or door).
4. After Rover has reported in and no incident or an all clear has been determined, reset the alarm and monitor.
5. If there is evidence of tampering or the alarm will not reset contact SSO listed on SOP – Secure Facility Alarm Call List.
6. Complete blotter entry listing SSO contacted and instructions conveyed.
7. If no contact, leave a message concerning the alarm type and time and make blotter entry on who Control contacted and left message. SSO will contact Control once message is received.
RESERVED GOVERNMENT VEHICLES
Any employee (government/contractor) requesting a GSA vehicle must have prior reservations and be on the reserved vehicle list. No exceptions (this includes facilities). If an employee is not on the reserved government vehicle list, direct them to TBD.
The keys can only be given to the person that reserved the vehicle.
EXCEPTIONS: DCT is authorized to have the keys without prior reservation for the purpose of snow removal and lawn work only.
TSSC personnel are authorized to have the keys without prior reservations for emergency situations at the dome.
RESPONSE TO A MEDICAL EMERGENCY
· When receiving a call for a medical emergency make sure you get the individual’s name, phone number they are calling from, location, and type of emergency.
· Dispatch the roving guard with the nearest required emergency equipment stored in the following locations SCC, the vending area under the shelf, outside the Director’s office, and in the MGS lobby.
· Dial 911 with the tan phone in the SCC for an ambulance/fire department.
· For an actual event involving with ambulance or fire department response notify security supervisor or assistant and brief the situation.
· Blotter events
ROVING GUARD RESPONSE TO A MEDICAL EMERGENCY
· When dispatch to a medical emergency, first retrieve the medical equipment bags from the control center, Room #1344 below the sink or vending room by the café and immediately take that equipment to the scene.
· Notify security control of all vital information on the victim and administer basic first aid or CPR as needed until relieved by an EMT.
· Notify security control of the departure time of all emergency vehicles and what medical facility the victim will be transported to.
· Also blotter number of responding vehicles and personnel.
SECURE FACILITY ALARM CALL LIST
Before Security notifies anyone on this list please observe what type of alarm is activated (i.e., motion, power, tamper or door). This is indicated by the color of the lights on the receiving panel. Also be aware that if the SCIF Alarm box in Control has been knocked it can activate the alarm. Have the Rover proceed to room 603 and note the items in SOP
– SCIF Alarm Response Checklist. Once this is accomplished and there is no apparent evidence of tampering or unauthorized entry, report it back to Control. Control will reset alarms, make blotter entry of time of alarm, type alarm and actions taken and if anyone was contacted. Only notify one of the following individuals whenever an alarm is activated involving the SCIF alarms and there is evidence of an apparent attempt to enter the SCIF. Otherwise there is no need to contact the individuals if false alarm is observed.
If SCIF alarm cannot be reset for any reason contact one of the individuals immediately and brief them on the situation. SSO will advise on what actions will be taken.
This list is to be used for after normal business hours contact.

U.S. GEOLOGICAL SURVEY EROS CENTER
SENSITIVE COMPARTMENTED INFORMATION FACILITY (SCIF) RM 603 EMERGENCY ACTION PLAN (EAP)
SSO: TBD
This EAP will be located in room 603 on the sign in sheet for quick reference and a copy located in the Security Control Center for after hour emergency contact. This EAP will remain in effect until SSO makes appropriate changes to update information and or procedures.
Emergency Evacuation: In the event of fire, natural disaster, civil disturbance, or other emergencies that requires an evacuation of the facility, the Special Security Officer (SSO) and or alternate will safely make every effort to ensure that all classified material has been properly safeguarded in the locked security containers. When the emergency does not permit the orderly return of classified material to the locked security containers, and if un-cleared emergency personnel need to enter the facility, classified material should be covered or turned face-down, if time and safety permit. In the event of an emergency that would require un-cleared personnel to enter room 603 like first responders, Security etc. the SSO or alternate will obtain the names of the un-cleared personnel and ensure they are debriefed after the emergency.
Building Disaster: When room 603 or the Mundt Federal building has been destroyed as a result of a fire, natural disaster, or other catastrophe, the SSO or alternate shall ensure disaster recovery officials are notified to recover the security containers from the rubble. The recovered security container shall be relocated to the EROS warehouse for temporary storage and guard protected until arrangements can be made to contact the Air National Guard in Sioux Falls for transport and safeguarding at their SCIF. As soon as possible after the disaster, the contents of the security containers and classified equipment shall be inventoried by the SSO and/or any classified remaining in the container will be properly destroyed in accordance with proper destruction procedures.
Emergency Destruction: Emergency destruction procedures shall be initiated when it is apparent that hostilities may present a potential for the compromise of the classified material in room 603. Generally, such emergencies shall be as a result of declared national emergency by the President, enemy attack, or a civil disturbance subjecting classified material to the imminent possibility of compromise. In the event of such an emergency, the SSO if feasible will be in contact with Headquarters PSO on actions and shall initiate destruction of the classified material located in room 603. The document destruction shredder in room 603 shall be used for the emergency destruction and, time permitting, the destruction event properly recorded.

SCIF ALARM RESPONSE CHECKLIST
This checklist should be executed by the Control Center whenever a SCIF alarm is activated. Please note that the SCIF alarm has been activated by knocking the SCIF Alarm Box in Control. Guard should note that and make blotter entry if noticed and run checklist items 1 – 7.
1. Dispatch Rover to room 603 to check if there is any sign of tampering and investigate the area.
2. Make blotter entry of time of alarm (Blotter & Alarm Sheet)
3. Enter type of alarm noted (i.e., motion, power, tamper or door). This is indicated by the lights on the receiving panel.
4. Contact SSO listed on SOP – Secure Facility Alarm Call List.
5. Enter blotter entry on SSO contacted and instructions conveyed. SSO will determine if they will come in to reset SCIF alarm or advise Control to reset and monitor.
6. If no contact, leave a message concerning the alarm type and time and make blotter entry on who Control contacted and left message. SSO will contact Control once message is received.
7. After Rover has reported in and no incident or an all clear has been determined, reset the SCIF alarm and monitor.
SECURE FACILITY/LLSR ALARM CALL LIST
Before Security notifies anyone on this list please observe what type of alarm is activated (i.e., motion, power, tamper or door). This is indicated by the color of the lights on the receiving panel for SCIF or ACS for the LLSR. Have the Rover proceed to room 603 or LLSR and note the items in SOP – SCIF Alarm Response Checklist/Lower Level Security Room. Once this is accomplished and there is no apparent evidence of tampering or unauthorized entry, report it back to Control. Control will reset alarms, make blotter entry of time of alarm, type alarm and actions taken and if anyone was contacted. Only notify one of the following individuals whenever an alarm is activated involving the SCIF/LLSR alarms and there is evidence of an apparent attempt to enter the SCIF/LLSR. Otherwise there is no need to contact the individuals if false alarm is observed.
If SCIF/LLSR alarm cannot be reset for any reason contact one of the individuals immediately and brief them on the situation. SSO will advise on what actions will be taken.
This list is to be used for after normal business hours contact.

SECURITY CONTROL CENTER (SCC)
POST LIMITATIONS: No further than the Security Control Center.
POST HOURS: Manned 24 hours a day, seven days a week.
POST RESPONSIBILITIES:
· Notify roving guard of any security breaches or assistance required.
· Constantly monitor the security camera system, access control, and building automation system.
· Constantly maintain security blotter with pertinent information.
· Ensure after hours employees and authorized visitors are properly signed in and inspected.
· Inventory all keys and security equipment and make a blotter entry stating the same for every shift.
· Sound the alarm and control response forces to manage security situations and medical emergencies throughout USGS/EROS property.
· Notify shift lead of any situations that may or have occurred.
SEVERE WINDS AND LIGHTNING
· Monitor tv, scanner, kelo weather and radio stations
· Check weather at http://www.wrh.noaa.gov/mesowest/gmap.php?map=akq Address (43.736, - 96.62)
· When winds are expected to in excess of 50 mph notify computer room #2 (2586) of the situation.
· Notify roving patrol to take all flags down and remain mobile.
· When property damage occurs notify the damage control team, TBD (refer to security guard Phone number listing), and contact security supervisor or assistant.
TORNADO APPROACHING
1. Monitor TV, scanner, KELO weather and radio station
2. Notify personnel the same as severe winds SOP
3. Position spotters one at the N/W gate and one by the entrance to EDC, use mantainance personnel if possible.
4. Turn the key on red box above SCIF alarm to manual
5. Turn to Honeywell computer and go to system select
6. Left click on tornado, horns, chimes and strobes (located on the right side of the monitor)
7. Locate green box w/red arrow and click it to the on position
8. Assist with the evacuation to the shelter. Insure the building is clear. Have all guards proceed to the lower level shelter areas (sand area B03/B08 doors). SCC guard will head down to old logistics area office to get the pre-positioned WX radio to monitor WX activity while in shelter area.
9. In coordination with facilities manager or designee, a determination of action will be relayed to security i.e., all clear (all personnel can return back to work), standby (a damage assessment can be conducted), evacuation order (due to severe damage to facility) is given.
10. No determination will be made until facilities can determine the facility is safe for all employees to return back to work and coordinated with security.
ALL CLEAR
1. Given by facilities manager or designee, will guards will give the all clear after hours. All clear is only given if facilities has determined the facility is safe for all occupants to return to work.
2. Maintenance contract representative will check and reset the Honeywell system and check out any facility problems along with facilities caused by the storm.
3. Turn the key back to auto (ref. #4 above)
4. Have Roving Guard unlock front door and employee entrance
5. Have Roving Guard conduct a quick walk around of the building and grounds and then perform a vehicle patrol of the area, to observe any damage that may have occurred.
6. At some point ensure that the security supervisor or assistant is notified if not on site.
STAND BY
1. Given by Facilities to determine damage assessment in determining if facility is safe for employees to return back to work.
2. All personnel are to remain in shelters until assessment is completed and a determination is made and coordinated with security.
EVACUATION ORDER
1. Order given by Facilities after damage assessment determines facility unsafe for occupants.
2. Facilities, in coordination with security, will determine best egress routes out of shelters to avoid damaged areas deemed unsafe.
3. Security will assist Facilities in evacuating occupants out safely to primary assembly area.
W5 HALLWAY GUARD
POST LIMITATIONS: No further than the dock and the intersecting Hallway D.
POST HOURS: This post will be manned from 0600 hrs. until 1800 hrs. Monday through Friday except holidays.
POST RESPONSIBILITIES:
· Monitor individuals entering the W5 Entrance.
· Ensure all employees are card keying in during entry and not piggybacking behind another employee.
· Official visitors with escort entering the W5 Entrance will have to be scanned and have their possessions searched.
· All visiting scientist and visitors will need to enter through the S2 entrance to be screened.
· No cell phones or unauthorized items will be on this post without prior approval from Security Supervisor or Assistant.
WINTER WEATHER PROCEDURES
· IN CASE OF INCLEMENT WEATHER MONITOR THE TELEVISION AND THE FOLLOWING WEB SITES:

· During inclement weather situations have the exterior rover patrol the outlying area to include HWY 121 north, south and get the following information.
a. What are the current conditions at EROS
b. What are the wind gusts/speeds
c. How hard is it snowing
d. What are the conditions of the parking lots, loops, and HWY 121.
e. Log all conditions in the security blotter.
· During inclement weather situations contact the Facilities Manager and report blottered conditions between 3:00-3:30AM.

· Facility Manager or Security Manager (COR) will notify security if eros is going to close or if there is a delayed start.
STOPPING SUSPICIOUS VEHICLES
· Activate emergency lights and stop the suspicious vehicle.
· Position your vehicle in a safe manner and notify security control of vehicle description and all pertinent information.
· When you approach the front door stay to the rear of the window. While you approach the vehicle use your flashlight to look in the vehicle for anything suspicious and other occupants.
· Have the driver turn the vehicle off and hand their license and keys out the window.
· If you find the occupants to be suspicious, intoxicated or they have a weapon in the vehicle contact the Sheriff’s Office. If necessary remove the occupants from the vehicle and keep at a disadvantage until local authorities arrive.
· Notify security supervisor or assistant of the situation and what action you took to control the situation.
UNAUTHORIZED ENTRY TO EROS PROPERTY
· Stop all incoming and outgoing traffic.
· Notify security control of situation, vehicle description, and have Exterior Roving Guard Dispatched.
· Exterior Roving Guard will attempt to stop and identify the individual/vehicle, search the vehicle and ensure no threat is present.
· After the Exterior Roving Guard has established there is no threat present the incoming and outgoing loop will reopen.
· Ensure a blotter entry is made with the full details of the incident from start to finish.
· Notify Security Supervisor or Assistant and brief the situation.
VIP TOURS ACCESSING THE N3 DOOR
Tours requesting to access the N3 door must have prior authorization from the Security Manager, Rodney Holm. They are responsible to contact security prior to opening the N3 door and when completed with the tour. They must also provide a person to open the door for the tour. Security will do the following:
· Ensure a blotter entry is made of who went out the door, why they went out the door, time. Ensure a blotter entry is made for every door opening.
· Watch the tour exit/enter via the security camera (verify number of people)
· At completion of the VIP tour, control will dispatch the Rover to ensure the door is secure.
Warehouse x‐ray machine procedures
· Mail/package deliveries made to EROS warehouse are required to be scanned via the x‐ray machine. Anything too big to go through the x‐ray machine will be required to be opened and visually inspected prior to being sent to the main building.
· If something suspicious is noticed notify Security Control and await further instructions.
· All packages will be marked after being scanned to verify inspection.
· Packages are ready to be turned over to TSI for dissemination.
