Guard Post Orders Field Office/Duty Location:
USGS/Earth Resources Observation and Science (EROS) Center
Mundt Federal Building
47914 252nd Street
Sioux Falls, SD 57198-0001 Post Requirements:
All Guards will comply with the requirements identified in the terms of the Contract and local SOPs. The following shall be accomplished by all guards prior to assuming their assigned post or duty:
1. Ensure all issued equipment is in good working condition i.e., flashlight, handcuffs, utility belt, uniform, radio etc. and report any defects or deficiencies to Supervisor.
2. Checks out and sign for assigned weapon and ammo for shift using the weapons/ammo issue log. Guards will have 30 rounds of ammo, will be carried with magazine inserted, round in chamber, slide forward, safety on.
3. Receives thorough briefing from off coming shift on any items of interest, log entries, pass-on items i.e., Corporate or supervisory information, COR info and or updates to SOPs, post orders, checklists etc. that may have been updated since last performing duty on shift.
4. Sign in on duty log or blotter when ready to take position over and ensures off going shift signs off; radio check-in is required with the SCC once post is manned or manning change has occurred for any post.
5. Guard will return assigned weapon and ammo to storage at end of shift, properly clear, store and log in when weapon is returned. Weapon(s) is not to be taken off duty station.
All 24/7 posts are to be manned on weekends and Federal holidays.

SCC is the 911 operations center for the site that monitors and operates all communications, life support and security systems; provides command and control over guard force; and provides internal and outside first responder coordination in response to emergencies.

SCC Primary Duties and Responsibilities:
During shift:
1. Monitors all SCC equipment and systems:
a. Closed Circuit TV camera systems
b. Intrusion Detection System alarms
c. Door access alarms
d. SCIF alarms
e. Building automation and fire control systems
f. Telephones
g. Radios
2. Maintains Guard Blotter (events log) and ensures all security actions, events, special interest items and responses are logged during the shift.
a. Closes out and starts new log when 24 hour log is completed.
b. Forwards closed out log to Supervisor and COR for daily review of events.
3. The SCC is responsible for the command and control of guard force for all posts in coordinating all actions during the shift; receiving inputs, status’ and information; coordinates and provides any outgoing information and direction to guards for routine and emergency communications.
4. Responds to alarms and incoming 6911 (emergency) phone calls and contacts appropriate guard, O&M and or government personnel for appropriate responses and actions in accordance with local emergency contact procedures:
a. Emergencies:
1. Over radio dispatches Roving Guard, and as required Supervisor and or any additional guard force support to respond to emergencies phoned in on 6911 to investigate and or assist during emergencies on site.
2. Contacts outside 911 first responder agencies i.e., police, fire and or ambulatory services as needed, and coordinates emergency response with those agencies.
3. Contacts and coordinates with USGS government staff i.e., EROS Security Manager (COR), Facilities Manager and or Operations and Maintenance (O&M) Manager during emergencies that warrant government support or action.
4. When warranted activates tornado siren alarm alerting anyone outside to take shelter.
5. When warranted deactivates all door alarms and access when evacuation of facility is declared due to emergency and monitors all egress activities.
6. Supports EROS Emergency Management Team during declared Center emergencies and exercises.
b. Alarms:
1. Door or IDS Alarms; dispatches Roving Guard to respond to and investigate any door and or IDS alarms.
2. SCIF Alarms; dispatches Roving Guard to investigate area and contacts EROS Security Manager for response and action.
3. Building automation and fire control systems; contacts appropriate O&M personnel and coordinates response for corrective actions.
5. Manages and controls keys under Security’s control for issuance and receipt.
6. Manages and controls all assigned vehicles under Security’s control for issuance and receipt.
7. Performs access control duties as primary entry control point (ECP) during after normal business hours (6PM – 6AM), weekends and holidays in accordance with local SOP.
8. Tracks lost and found items turned in and properly disposes of any items over 30 days.

Main Gate Post Primary Duties and Responsibilities:
1. Monitors and controls all vehicle traffic incoming and outgoing from main gate entrance in preventing unauthorized access.
a. Employees entering main gate: Before allowing any employees’ vehicles on site, the vehicle occupant must visibly display an EROS parking tag to guard before being allowed on property. If vehicle occupant does not display parking tag or vehicle runs the ECP without guard acknowledgement the vehicle must be stopped immediately and screened. Screening of vehicles and occupants will be in accordance with the local SOP.
1. If gate guard is unable to stop vehicle and it runs the ECP, guard will radio SCC and report to have vehicle stopped and screened immediately. All incoming traffic will be halted until suspect vehicle is detained and an all clear has been relayed by the SCC to allow oncoming traffic to proceed.
b. Visitors: All visitors’ vehicles will be stopped and screened before being allowed entry to property. Screening will be conducted in accordance with local SOP.
2. Provides traffic control during emergencies in directing emergency vehicles on site when directed in support of emergency operations and provides safety and security of all pedestrian and vehicle traffic as directed.
3. Conducts counter surveillance operations in identifying unusual occurrences, suspicious activity, vehicles or people, and unauthorized surveillance such as video taping, picture taking of site and reporting those events to the SCC for immediate response and action.
4. Provides critical weather inputs to SCC during severe weather occurrences.

Main Lobby Post Primary Duties and Responsibilities:
1. Monitors and controls all employee and visitor incoming and outgoing pedestrian traffic from main lobby entrance area in preventing unauthorized access, contraband and weapons from entering and unauthorized property leaving the facility. Access control and screening procedures for this post will be in accordance with local SOP.
2. Ensures all employees have displayed IDs and is responsible for issuance of visitor IDs.
3. Maintains and operates all screening equipment i.e., magnetometer, x-ray machine and hand wand for screening visitors and employees as directed.
4. Provides customer service in providing information and directions to staff and visitors.
5. Monitors all activity in main lobby, atrium, and front visitor parking areas and conducts counter surveillance operations in identifying unusual occurrences, suspicious activity, vehicles or unidentified people, unauthorized surveillance such as video taping, picture taking of buildings and area, and reporting such events to the SCC for immediate response and action.

Employee Entrance Post Primary Duties and Responsibilities:
1. Access control and screening procedures for this post will be in accordance with local SOP.
2. Provides customer service in providing information and directions to staff and visitors.
3. Monitors all activity in and around employee entrance, service docks, and employee parking areas and conducts counter surveillance operations in identifying unusual occurrences, suspicious activity, vehicles or unidentified people, unauthorized surveillance such as video taping, picture taking of building and areas, and reporting such events to the SCC for immediate response and action.
4. Primary relief for the SCC guard as coordinated and directed by the guards Supervisor.
5. Provides backup emergency responder to any declared emergency requiring additional assistance as directed by the SCC.

Roving Patrol Primary Duties and Responsibilities:
1. Security guards conducting Roving Patrol duties shall conduct patrols in accordance with routes and schedules established and in accordance with local instructions including lock/unlock procedures in supporting day and night shift cycles and or as directed by the Supervisor or COR.
2. Shall observe, detect, report, and respond to all suspected or apparent security violations and or incidents or as directed by the SCC.
3. Monitors all activity in and outside the Centers facilities and property and conducts counter surveillance operations in identifying unusual occurrences, suspicious activity, vehicles or unidentified people, unauthorized surveillance such as video taping, picture taking of building and site, responding to and reporting such events to the SCC.
4. As directed or in direct response will serve as the primary first responder to all security alarms and emergencies occurring at the Center and on property in providing incident response and carrying out lawful force protection measures and in providing emergency assistance in the forms of CPR, First Aid and or AED assistance to anyone needing medical assistance.
5. Provides escort duties to vendors or others as required.
6. Conduct traffic control duties as directed.
7. Execute Colors when directed.
8. In some situations, security guards may be required to act independently as the primary security response until local law enforcement assistance arrives.
9. Search and inspect all delivery vehicles (cab, fuel tanks and undercarriage) using the inspection mirror at the Delivery Gate, to insure nothing unusual has been placed in or on the delivery vehicle.
10. Search and inspect all delivery items at the Warehouse in accordance with local SOP.
Shift Supervisor Requirements:

Shift Supervisor Primary Duties and Responsibilities:
1. Monitors and supervises the shift operations and performance of the assigned guard force.
2. Assists in managerial support to the Contract Project Manager and COR.
3. Assists Project manager as directed in administering training requirements, exercises, tests and evaluations of assigned guards.
4. Assists as required by Contractor Project Manager and COR with the local ID badging program in issuance of local visitor IDs, programming or entering PIV smartcards into access control system for access and revocations as required by the access control program, handling and disposition of ID paperwork and providing reports and ID documents as requested to the COR for proper disposition.
5. Manages, directs and or provides backfill or relief for posts for restroom, lunch or emergency breaks for guard staff.
6. Performs all post tasks as required to ensure adequate and qualified personnel are manning posts.
7. Provides backup emergency responder support and performs all emergency responder and security actions as required.
Contract Project Manager and Assistant Requirements:

On call to support emergency response at Center
Provides managerial control over the Contract guard force ensuring duties are being performed in support of the Contract; provides supervisory oversight and crisis management during emergencies; provides backup emergency responder support; and interfaces with Government on all matters as they pertain to the Contract and in support of Physical Security Program.
Contract Project Manager and Assistant Primary Duties and Responsibilities:
1. Provides supervisory control of all Security guards assigned to the contract.
2. Monitors the daily operations and performance of the guard force and is responsible for conducting inspections of posts and guards to ensure requirements are being met under the terms of the Contract.
3. Ensures compliance with the rules, regulations and directives as it relates to the USGS physical security program.
4. Is the Contractor’s liaison with the COR and Government staff, attends meetings, conferences and serves as the Contractor’s representative for all daily security issues and activities.
5. Maintains training records for currency and administrative actions pertaining to training and certifications of guards.
6. Manages, schedules, and administers training for initial and reoccurring security guard training requirements in support of the Contract.
7. Ensures the training and certifications specified in the Contract are being met.
8. Responsible for complying with the initial hiring personnel actions in accordance with the agency (USGS) and local policies in getting newly hired personnel their official credentials and ensuring personnel security requirements are accomplished to bring on board.
9. Establishing, maintaining and administering guard duty rosters to provide adequate manpower coverage under the terms of the contract.
10. Assists as required by the COR with the local ID badging program in issuance of local visitor IDs, programming or entering PIV smartcards into access control system for access and revocations as required by the access control program, handling and disposition of ID paperwork and providing reports and ID documents as requested to the COR for proper disposition.
11. Manages the Contractor employee safety program.
12. Manages and directs backfill or relief for posts for restroom, lunch or emergency breaks for guard staff.
13. As identified by the COR providing timely submission of documents, forms, records under the terms of the Contract supporting the physical security program.
14. Assist COR in updating and or writing updates or changes to local guard duty procedures and SOPs as applicable.
15. Provides additional related supervisory and managerial tasks as required by Contractor and COR.
16. Provides backup emergency responder support and performs all emergency responder and security actions as required.
17. Serves as member of the EROS Emergency Management Team (EMT) in providing direction and oversight to security guards during declared emergencies and or exercises supporting the EROS Occupant Emergency Plan (OEP) and Continuity of Operations Plan (COOP).
