About this file
This is a Specifications document for sprinkler system inspection and maintenance services issued by the Alabama Department of Economic and Community Affairs (ADECA) Surplus Property Division located in Montgomery, Alabama. The contract requires vendors to furnish labor and materials to perform annual and quarterly inspections on eight dry valves and one wet system, conduct annual trip tests on dry systems, and perform annual testing on all fire hydrants. The equipment inventory includes eight dry valves of various models (Viking Models VXR, F1, Reliable Model FX, and Central Model F), all equipped with quick opening Viking D-2 accelerators except Riser #5 which has a Reliable Model B1 accelerator, one Grinnell wet pipe valve, approximately 1,795 sprinkler heads, one pull station, and one smoke detector. The service period runs from October 1, 2026, through September 30, 2027.
Vendors must submit quotes on a quarterly basis for inspection services and on an hourly basis for repair work, with trip charges incorporated into the quoted rates rather than billed separately. Parts and materials quotes must be presented as a percentage discount off standard pricing. All work requires prior approval from an ADECA Surplus Representative or ADECA Purchasing Representative, and vendors must provide quotes before performing any work. Vendors must be licensed to inspect and repair sprinkler systems, located within 60 miles of the warehouse, and respond to regular work requests within 24 hours and emergency requests within 2 hours. Work requests may be submitted via email, fax, landline, or cell phone, and each invoice must itemize hourly rates and parts costs separately.
