About this file

Summary

This is a Request for Quotation (RFQ) issued by the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) for background screening services required under federal regulations. The procurement is driven by compliance with 10 CFR Part 37, which mandates security protocols for organizations managing Category 1 and Category 2 quantities of radioactive materials. The RFQ specifies that qualified vendors must maintain an access authorization program that includes comprehensive background investigation components and verification procedures. Notably, subcontracting is prohibited due to the sensitive nature of personal identification information that will be accessed during the screening process.

The RFQ requires vendors to provide pricing for five distinct background screening services: fingerprinting and processing per person, Social Security Number verification and trace per person, employment verification per employer, education verification per educator, and reference verification per reference. Vendors must submit their unit pricing for each service category through the BidBuy platform as part of their formal bid submission. The document does not specify contract duration, renewal options, set-asides, or total anticipated volumes; pricing is requested on a per-unit basis for budgeting and evaluation purposes.
