About this file

This is a Sole Source Justification Form submitted by the Illinois Housing Development Authority (IHDA) for the procurement of Bloomberg Financial Markets software services. The contract is intended to be a new two-year term agreement beginning July 1, 2026, and ending June 30, 2028, with no renewal options specified. The IHDA seeks to continue its use of Bloomberg as a mission-critical financial system for managing investments, executing trades, creating trade tickets, valuing portfolios, tracking mortgage-backed securities, monitoring indexes and Treasury rates, managing investment collateral, and conducting portfolio stress tests. The justification deadline for public hearing comments was May 22, 2026, at 4 p.m., and the State Purchasing Officer approval was dated May 11, 2026.

The contract value is not to exceed $364,000 for the two-year initial term, with funding sourced from locally held funds at IHDA, a self-supported public entity. The IHDA asserts this is a sole source procurement because Bloomberg is proprietary software and the only vendor capable of delivering the full range of integrated functionality required, as no single alternative provider can meet the comprehensive scope of the Authority's operational and analytical needs. The IHDA has maintained continuous contracts with Bloomberg since 1999, with the most recent contract (FY26) valued at $159,000 for the period January 1 through June 30, 2026. The price is deemed non-negotiable and constitutes Bloomberg's standard contract fees, which the Authority considers fair and reasonable given the breadth of functions provided compared to alternative products offering only limited functionality.

ProjectTitle: !Bloomberg Financial Markets

Vendor: !Bloomberg LP

Provide a description of the supplies or services required:

Supply/Service Need By Date: ~lo_6_!3_0_12_0_2_s ____ ~

Bloomberg is a premier financial system utilized by the financial industry to manage investments through security valuation, best execution evaluation, market analysis, rate benchmarking, access to financial reporting, and financial news among other things. The Authority uses Bloomberg to execute trades, create trade tickets and to value the portfolio. The Authority also uses it to track information related to mortgage back securities, such as prepayment speeds and repayment factors in addition to monitoring indexes and Treasury rates which are used as benchmarks for setting internal rates and reconciling variable rate interest cost. The system is also used to manage investment collateral and to perform portfolio stress tests. Bloomberg also provides the Authority with access to tools and information needed to evaluate "best execution" for its financial transactions.

Length of Each Renewal in Months:

Total Value of All Renewals:

If a Term Contract, does the term, including renewals, exceed 12 months? IZI Yes D No

If yes, provide a detailed justification including any economic benefit received for agreeing to a multi-year term:

Bloomberg is a mission-critical system embedded in IHDA's daily investment, debt, and capital markets operations, including trade execution, valuation, benchmarking, and risk monitoring. Given the significant time and effort required to negotiate and implement this contract, a 2-year term ensures operational continuity, promotes operational efficiency, and allows the Authority to fully realize the value of the current agreement while maintaining flexibility going forward. Bloomberg is proprietary software and no single alternative provider is able to meet the full scope of the Authority's needs. The pricing offered by Bloomberg secures our pricing and fees for a two

(2) year subscription term, during which the fees paid by the Authority will not exceed the approved contract amount for that two (2) year term. Furthermore, it will be cost prohibitive and detrimental for the Authority's operations to convert to different systems that will require new infrastrucure or interface.

Requesting Agency/University Illinois Housing Development Authority

1. Provide a detailed explanation of the need for the supplies or services:

The Illinois Housing Development Authority (the "Authority") is a body politic and corporate of the State created in 1967 by the Illinois Housing Development Act, 20 ILCS 3805, et seq., as amended the ("Act"), for the purposes of financing decent, safe and sanitary housing for persons and families of low and moderate income and residential mortgages in the State. The Act also authorizes the Authority to issue its bonds and notes to fulfill its corporate purposes, including the financing of mortgage and construction loans and the refunding of bonds and notes previously issued to finance mortgage and construction loans. In order for the Authority to perform its mission, the Authority requires the use of Bloomberg to manage and monitor the Authority's investments and the investment of bond proceeds pursuant to Generally Accepted Accounting Principle ("GAAP"), Governmental Accounting Standards Board ("GASB") and Government Auditing Standards ("GAS"). Bloomberg is a sole source proprietary product. Bloomberg is a premier financial system utilized by the financial industry to manage investments through security valuation, best execution evaluation, market analysis, rate benchmarking, access to financial reporting, and financial news among other things. The Authority uses Bloomberg to execute trades, create trade tickets and to value its investment portfolios. The Authority also uses it to track information related to mortgage back securities, such as prepayment speeds and repayment factors, in addition to monitoring indexes and Treasury rates which are used as benchmarks for setting internal rates and reconciling variable rate interest costs. The system is also used to manage investment collateral and to perform portfolio stress tests. Bloomberg also provides the Authority with access to tools and information needed to evaluate "best execution" for its financial transactions.

2. Provide a list and describe in detail the specifications required to satisfy the need:

All maintenance of the software is handled directly by Bloomberg. The above mentioned services would need to be able to: conduct financial transactions, buy and sell securities, access real time pricing, perform electronic TBA ("To Be Announced") executions, price investment portfolios, create trade tickets, determine prepayments speeds on investment vehicles, provide cash flow and yield analysis, track LIBOR and US Treasury rates, monitor additional industry benchmarks for evaluation, price bonds, and monitor the Authority's liability and debt instruments, while complying with any specific audit requirements of the Authority.

3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?

The Authority currently maintains a contract with Bloomberg, LP. to provide the services described in Section VI (2). Bloomberg is the only vendor capable of delivering the full range of integrated functionality required by the Authority. This comprehensive capability makes Bloomberg the sole qualified provider to meet the Authority's operational and analytical needs.

4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:

When looking at the product as a whole, Bloomberg is a completely unique product. While some of the functions as listed in Section Vl(2) may be able to be performed by other entities, they are only able to perform one (1) or a few items as to what the Authority has deemed mandatory items under this sole source justification.

5. Has the Agency or University considered alternative supplies or services to satisfy their need? D Yes IZJ No

Sa. If no, why weren't alternatives evaluated?

Internal evaluation has confirmed that no single alternative provider is able to meet the full scope of the Authority's needs. Bloomberg Data License services are solely provided by Bloomberg Finance LP., Bloomberg LP. and its affiliates.

6. Are there resellers or distributors?

D Yes IZJ No D N/A

7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?

The price for this service is non-negotiable and as such constitute their standard contract fees. Given the impact to the Authority and the myriad of functions the service is providing, we have deemed it fair and reasonable considering the known costs for other products which may provide only one (1) or a few of the functions as provided in Section Vl(2).

8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?

D Yes 1ZJ No

Requesting Agency/University Illinois Housing Development Authority

9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?

If this Sole Source is not approved, the Authority risks potential financial and policy compliance issues, including noncompliance with the Procurement Code.

1 O. ls there any additional information you would like to add to justify this sole source?

N/A
