About this file
This Invitation to Bid (ITB) is issued by the Florida Fish and Wildlife Conservation Commission for Big Bend Wildlife Management Area (North) Road Material services in Taylor County, Florida. The Commission seeks competitive pricing for the purchase, delivery, and dump spreading of an estimated 9,000 tons of Department of Transportation (DOT) certified lime rock road base to the Snipe Island, Hickory Mound, and Spring Creek Units on an as-needed basis during the 2026-27 fiscal year. The work encompasses three primary jobs: Job 1 involves delivery and dump spreading on designated roads using either bottom dump or conventional dump trucks; Job 2 requires conventional dump truck delivery of DOT certified lime rock road base to stockpile locations; and Job 3 requires conventional dump truck delivery of #4 crushed lime rock to stockpile locations. A mandatory pre-bid conference and site visit will be held on July 20, 2026, at 10:00 AM ET at coordinates 30°02'06.1"N 83°50'47.7"W. Sealed bids are due by August 7, 2026, at 2:30 PM ET, with public opening at the same date and time. The anticipated award date is August 12, 2026. The initial contract term is one year effective upon issuance of the Purchase Order, with completion of all deliveries required by June 10 of each contract year. The Commission has the option to renew the contract on a yearly basis for up to three additional years under the same terms and conditions.
Contractors must submit separate pricing per ton for each job and each unit for the initial year and each of the three renewal years, with evaluation based on the lowest total cumulative bid price per ton across all contract years. All compensation is on a per-ton basis, with contractors responsible for all travel, delivery, and incidental expenses. The contractor must employ a minimum of five trucks with a minimum capacity of 20 tons each and maintain DOT certification for all lime rock materials. Subcontracting is not permitted. Contractors must be registered in MyFloridaMarketPlace and SunBiz systems prior to bid opening and must provide a minimum of three verifiable references for similar projects. Liquidated damages of $100 per calendar day may be assessed for failure to complete work by the specified completion date. The Commission reserves the right to select multiple vendors and award each job to different contractors based on pricing. Deliveries may be temporarily suspended during specified hunting seasons, and all work is subject to FWC Project Manager inspection and approval.

Commission will proceed with a random selection to decide the award.
SUPPORTING/SUPPLEMENTAL INFORMATION
The Commission requires that bidders submit all required technical, specification, and other supporting information with their bid, so that a detailed analysis and determination can be made, by the Contract

ITB’s requirements. The requirement for such supplemental information will be at the reasonable discretion of the Commission and may include the requirement that a bidder will provide a sample product(s) so that the Commission can make a first-hand examination and determination.
A bidder's failure to provide this supplemental information or the product sample(s), within the time set by the Commission, will cause the Commission to consider the Contractor non-responsive and reject the

If after the notice of intended decision or thirty
(30) days after bid opening, whichever is earlier, the Commission receives a public record request related to the solicitation, the Commission will provide copies of public records that are not exempt to the requester.
The Commission will endeavor to provide notice to the Bidder of all public records requests received related to documents provided by the Bidder that were marked pursuant to this paragraph. In no event shall the

1. SCOPE OF WORK
1.1. The contractor is responsible for the acquisition and provision of all equipment, tools, supplies, materials, transportation, labor, and supervision to be used on this project. All sites of road material delivery are indicated on the maps shown in Figures 2 - 4. All contract activities shall be scheduled with the FWC Project Manager to ensure access to the sites, share information about hunting and other activities that may be taking place in the WMA, and other information as necessary.
1.2. The FWC Project Manager shall periodically be on site inspecting all work related to the project. At any time during the work phase of this project, the Commission reserves the right to have any employee or designee inspect the work site. If it is determined that these bid specifications are not being followed, Commission staff shall stop all work until the problem can be resolved to the satisfaction of the FWC Project Manager and when the Contractor demonstrates the ability to meet the specifications in question.
1.3. Deliveries may be temporarily suspended during the following days: 1st sixteen days of the Archery
Deer season, 3-day Muzzleloader season, 1st sixteen days of the General Gun Deer season, Youth
Turkey Hunt, and 1st sixteen days of the Spring Turkey season. Specific dates will vary by year and will be provided by the FWC Project Manager for each given year.
1.4. The Contractor(s) will have until June 10 of each contract year to complete and invoice all jobs.
Deliveries/dump spreading must commence immediately upon issuance of the Purchase Order and continue, with exception of excluded dates above, until the end of the term. The same general
Ch. 287 Invitation to Bid – Revised 02.11.2026 FWC 25/26-104, Page 13 of 69 schedule of deliveries will apply to renewal years and will be specified by the FWC Project Manager upon renewal of the contract. Renewal years will be simultaneous with agency fiscal years (July 1 –
June 30).
1.5. Services rendered by the contractor shall be paid on a per- t o n basis. All travel and incidental or contingency expenses are the responsibility of the contractor and shall be included within the agree-upon per-ton costs for delivery to each unit. An example of this would be the cost of towing services if a dump truck delivering material got stuck or broke down on the management area; those towing costs would be the responsibility of the Contractor.
1.6. FWC reserves the right to increase or decrease the quantities of road material depending upon budget constraints.
1.7. The Contractor will coordinate with the FWC Project Manager or designee so that delivery drivers are directed to the specific location for stockpiling, or roads and sections of those roads where the road material is to be delivered and dump spread. Weights exceeding the written tonnage due to overloaded trucks will be at the expense of the contractor. Overages on written quotations cannot be accepted.
1.8. FWC reserves the right to select multiple vendors for this project. Delivery of road base in either bottom dump trailers or conventional dump trucks is acceptable on roads designated in BLUE, while only conventional dump trucks are acceptable on roads designated in WHITE and/or for delivery to stockpile locations (PURPLE pentagon; see Figures 2–4). FWC reserves the right to select contractors based on the lowest TOTAL CUMULATIVE bid price per ton, per job (TOTAL CUMULATIVE bid price per ton = Year 1 + Renewal Years 1, 2, and 3) for the initial contract year plus the 3 renewal years for
Jobs 1, 2, and 3.
1.9. The Contractor will be responsible for delivering the desired amount of tonnage at specified locations as marked by Commission staff in the field and depicted in Figures 2-4. The contractor shall provide a weigh station load ticket for each delivery when requested by the FWC Project Manager in the field and a copy of all load tickets must be provided to the FWC Project Manager or designee at the end of each delivery day. The FWC Project Manager will set up drop boxes where drivers will deposit their load tickets at the close of each delivery day or drivers may give load tickets to an on-site FWC designee.
All delivery tickets must be received by the FWC Project Manager and accounted for with each invoice submission, as verification the Commission has received the specified tonnage.
1.10. Delivered tonnage shall not exceed the amounts specified for individual line items in the Purchase Order for each year. FWC will not accept delivery of, nor approve payment for, amounts of material over the agreed upon tonnage in the Purchase order.
1.11. All lime rock road base must be Department of Transportation (DOT) certified.
1.12. Contractor will deliver and dump/spread lime rock road base employing at least five (5) trucks, either equipped with bottom dump trailers (only allowed for roads in BLUE) and/or conventional dump trucks (allowed on all roads), with a minimum capacity of twenty (20) tons each. All jobs will be awarded based on the lowest TOTAL CUMULATIVE price per ton (See item 8 above) to purchase and deliver the road material over the initial contract year and the renewal years, exclusive of the equipment used for delivery. Either bottom dumps or conventional dump trucks can be used on those roads designated in BLUE. Only conventional dump trucks can be operated on those roads designated in WHITE and for delivery to stockpile locations (PURPLE pentagon).

1.13. For all dump spreading jobs, the contractor must provide at least five (5) dump trucks with a minimum capacity of twenty (20) tons, and drivers in rotation each delivery day so that FWC personnel can spread the road base in an expeditious manner, and so that each job can be completed as quickly as possible. Conventional dump trucks used for dump spreading must be equipped with chains to control the opening of the rear dump tailgate, to enable the driver to spread the road base evenly on the designated sections of road. Depending on road conditions, drivers will be directed to specific locations for dump spreading and the desired depth of road base to be dump spread at that location will be specified by the FWC Project Manager or designee.
1.14. The contractor is responsible for inspecting the roads in the management area to ensure that they will support the trucks making deliveries. Costs should be estimated based on the different distances to each unit and reflect the fact that delivery may be directed to any designated road within Snipe
Island, Hickory Mound, and Spring Creek Units as depicted in Figures 2-4. Roads and locations will be selected for initial and renewal year deliveries from the maps on Figures 2-4 and will be supplied to the contractor by the FWC Project Manager upon issuance of the purchase order each year.
1.15. A total of three (3) primary jobs will be awarded.
1.16. Job 1 will be for delivery and dump spreading on specified roads and by the acceptable type of dump truck as designated on the maps for each unit shown in Figures 2-4.
1.17. Job 2 will be for conventional dump truck only delivery of lime rock road base to stockpile sites designated with PURPLE pentagon on the maps for each unit shown in Figures 2-4.
1.18. Job 3 will be for conventional dump truck only delivery of #4 crushed lime rock to stockpile sites designated with PURPLE pentagon on the maps for each unit shown in Figures 2-4.
1.19. FWC reserves the right to award each job to different contractors based upon the total cumulative price per job during the initial contract year and the renewal years, FWC reserves the right to specify deliveries to any of the roads/stockpile locations across any of the three (3) units shown in red and blue in Figures 2-4, based on the bid price for a given unit and available budgets.
1.20. A notarized Certificate of Contract Completion (Attachment C) must be submitted with the last invoice upon completion of all deliveries specified on the purchase order.
1.21. Partial payments will be authorized upon completed delivery of the specified quantity of lime rock road base per unit per job. A notarized Certificate of Partial Payment (Attachment D) must be submitted with the invoice upon completion of deliveries to a specific unit per job.
1.22. There will be a renewal option for this contract for up to three (3) years beyond the initial contract year. Exercise of the renewal option is at the Commission’s sole discretion and shall be conditioned, at a minimum, on the Contractor’s satisfactory performance of this Contract and is subject to the availability of funds.
