FTFA 03-1231 REPLACE HVAC BUILDING 129

REQUEST FOR INFORMATION (RFI)-8

Q1: Has an asbestos survey been done for the building? The age of the HVAC equipment, pipe insulation etc… have us concerned and do not see this potential hazard mentioned in the contract other than one paragraph about it in the specifications for unforeseen.

A1: It has both. All support steel has lead base paint on them. Most of the tiled rooms have black mastic under the floor tiles. HVAC system is mostly clear, there used to be some flex connectors in the mechanical room that were asbestos.

Q2: On page 25 of the solicitation, remains the same in amendment 1, there is a paragraph for “Environmental Insurance Requirement. The Contractor at its own expense, provide and maintain during entire performance period of this contract which specifically provides coverage for environmental damages with a minimum amount of $1,000,000 per occurrence.” This is expensive and unusual. Our insurance agent had many questions after reading the requirement. He wanted to know what hazards are expected and where environmental damage could be caused. For example, are there underground fuel tanks nearby that we could impact? Is this referring to possible hazards inside the building as well as the exterior?

A2: Potential hazards; Asbestos and lead base paint. During the DEMO phase, if hazardous material is found, the contractor shall stop any ongoing activity and notify each finding to the contracting officer. The government (Contracting Officer) will define the steps forward.

However, this insurance policy, which is a requirement for Eglin AFB, is in case the Government would have to recover losses in the event the Contractor, using their methods and materials, causes an environmentally unstable situation which would then need to be cleaned up.

Q3: Specification section 01 11 00 paragraph 1.6 Salvage Material and equipment, last sentence says “Contractor shall be responsible for storage and protection of salvaged materials and equipment until disposition by the Contracting Officer”. How long does it typically take to turn over potentially large pieces of equipment to the Contracting Officer?

A3: Once it has been accepted by 96 CEG. Timing is unknown; it will depend on project’s schedule and its construction scope.

Q4: Specification section 01 32 01.00 10, paragraph 3.11 Transfer of Schedule Data into RMS/QCS. This is a Army Corps construction management program. Does the Air Force use this program also? Transferring a schedule into this program will need Primavera P6 to do it properly.

A4: Execute per Project’s Specification.

Q5: 01 32 01.00 refers repeatedly to scheduling software program compatible with AF Form 3064, 3065. Please provide latest version of these forms and the various software names and versions that work best with the forms.

A5: AF IMT 3064, 20030901, V1 and AF IMT 3065, 19960401, V1 (XFDL format) and the files open with IBM Forms Viewer.

Q6: Please clarify second paragraph in section 01 11 00. Wording is confusing after the first sentence.

A6: Which one. They need to provide para number.

Q7: Are there any Eglin specific standards for signs for project identification?

Q8: In demolition section there is reference to Building 3076. Please clarify.

A8: Should be Building 129.

Q9: Sheet M-138 No condensate drain line shown for CRAC-1

A9.a Response: Pipe condensate to floor drain in Mech room M107. CRAC-1 shall be provided with condensate pump.

No domestic cold water line shown for CRAC-1 for the humidifier

A9.b Response: Pipe ½” domestic water from ceiling above third floor restroom Room 372. Provide isolation ball valve at tie in location.

Q10: Sheet M-131 No condensate drain line shown for FCU-1

Q14: Sheet M-504 Note 13, has 2” water supply piping however M-401 plan has 1” makeup piping shown. Which is correct?

A14.a Response: Provide 2” makeup water piping to the cooling tower. .

Note 6, has 2” make-up water piping however M-401 plan has 1’ makeup piping shown. M-501 Tower piping has 1” cold water makeup. Which is correct?

A14.b Response: Provide 2” makeup water piping to the cooling tower.

Note 12, has 2” RP Backflow preventer, M-401 plan has 1” makeup piping shown. Which is correct?

A14.c Response: Provide 2” makeup water piping.
