About this file
This is a Federal Supply Schedule (FSS) Sole Source Justification (SSJ) document for a follow-on order above the Simplified Acquisition Threshold.
The Space Development Agency is issuing a $5.9M sole source order through the FSS to TekSynap for VTC upgrades at SDA North and South locations. The justification invokes GSAR 538.7104-3(b)(iii) as a logical follow-on to FSS contract FA240124F0009, which was previously awarded on a competitive basis. The contractor will replicate standardized, pre-designed AV/VTC modular architectures (Small/Huddle, Medium, and Large templates) and deliver complete hardware integration using approved Crestron NVX switching, Samsung displays, Biamp DSP, and Cisco Webex Codecs, along with custom control software configuration, site-specific CAD engineering drawings, testing, and security accreditation inheritance. TekSynap will provide integrated support combining responsive onsite AV/VTC support with specialized engineering, security, quality, and program management for 12 months following installation and final handover, plus two additional option periods aligned with the base contract FA240124F0009.
The justification emphasizes substantial cost avoidance of $174,500 and prevents up to nine months of operational delay by avoiding duplication of comprehensive site surveys, systems engineering, CAD design, custom SDA-GUI programming, code integration, and SCRM and security accreditation package preparation. The document notes that the baseline task order was competitively awarded among three GSA MAS contractors and that future distinct AV/VTC requirements will be opened to competition through GSA eBuy to enable fair competition.
