About this file
This document is the Minority and Small Business Participation Procurement Guidelines (MBD Form-70) dated October 2012, issued for formal procurement processes. The guidelines provide a structured framework for underutilized Women and Minority Business Enterprise (WMBE) participation across various industry categories, including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document categorizes business enterprises by Black (BBE), Hispanic (HBE), Asian (ABE), Native American (NBE), and Woman (WBE) ownership, and details specific underutilized groups for prime contractors and sub-contractors/sub-consultants in each industry category.
The procurement guidelines are designed to narrowly-tailor WMBE participation for affected groups, with clear definitions for each industry category. For instance, Construction is defined as new construction, renovation, restoration, and maintenance of public improvements, while Professional Services encompass roles like attorneys, accountants, and medical professionals. The policy applies to formal procurements and solicitations, aiming to increase minority and small business participation by identifying specific underrepresented business groups in different sectors and service types. The document serves as a strategic tool for ensuring diverse business representation in procurement processes, with a focus on creating opportunities for minority and women-owned businesses across multiple industry segments.
