gardening; tidepooling; volunteering; learning; sports courts; and playing on playgrounds.

1.2. Background

Flood Park’s Restroom B currently relies on limited wastewater infrastructure that requires improvement to support existing usage and ensure reliable operation. The County is seeking to implement a new forced main system to address these needs.

Key challenges include integrating new infrastructure with existing facilities and constructing within an active park environment while minimizing disruption and restoring impacted surfaces. The County is interested in cost-effective, durable solutions that provide long-term performance with minimal maintenance.

2. Scope of Work

2.1. Scope of Work

Work will consist of the Design and Build of a Forced Main System at Restroom B in Flood

Park. System will consist of a 200-gallon holding tank, approximately 240’ of new wastewater line to existing manhole, forced main grinder pump, sewer gas venting piping, electrical panel installation with alarms tied to float system and an emergency shut off at the panel. All damaged asphalt needs to be repaired to existing weight ratings.

Specifics:

• A Holding tank at 200 total gallons is to be installed just outside of Restroom B. The holding tank will receive black water from a restroom and a reservation sink. This is a total of 3 toilets + 3 sinks + 1 urinal. Connections to the existing restroom + new sink grey water line will need to be made. The holding tank will contain a grinder pump operated on a float system. The system will contain three floats: 1 for off (low) + 1 for on

(med) + 1 for alarm (high water mark).

• The power for the grinder pump will connect on the backside of the restroom. The breaker box will be equipped with emergency shut off + a visual/audio alarm if the high-water float is triggered.

mailto:tdunn1@smcgov.org tel:(650)599-1229

Page 4 of 15 Release date of April 9, 2026

• Sewer gas vent line will also be required and should run along the outside of the restroom and exit on the backside of the restroom near the electrical panel. No drilling through the roof is needed and the pipe should be rated to be exposed to the elements as it will not be internal in the restroom walls.

• Separate Bid Item: A new sink line at approximately 70ft long with 2% fall at the appropriate diameter HDPE required and will connect to the holding tank grinder pump set up. This will require trenching or directional boring. Asphalt will need to be repaired.

Asphalt should be rated to meet current vehicle weight limits for the parks garbage truck.

• From the grinder pump, waste will need to be pumped downstream to the nearest manhole at approximately 170ft away. The HDPE line should be the appropriate diameter for the system to operate properly with connection to existing manhole. This will require trenching or directional boring. Asphalt will need to be repaired. Asphalt should be rated to meet current vehicle weight limits for parks garbage truck.

• Respondents should submit price proposals for the above scope and pricing and scope for any alternative designs/solutions that will result with a cost-effective alternative to the

County’s proposed scope.

Payment bond required.

2.2. Performance Measure

The Performance Measure for this project is: The completed project meets the specifications outlined in the Scope of Work, or as outlined in the approved alternative design/solution, as confirmed by County staff inspection.
