Frequency of Service. (See Part C.I.). BLM acknowledges that physical and biological (e.g., bacteria, viruses) may be present at these sites; the Contractor must ensure the safety of their employees and provide adequate personal protective equipment that meets industry standards.
The Contractor will submit an annual work schedule (i.e., a calendar that shows the days each of the recreation sites will be visited each month) and a brief work plan that demonstrates how the Contractor will provide all labor, supervision, tools, equipment, supplies, and transportation necessary to provide vault toilet cleaning services, including: cleaning and sanitizing vault toilets (inside and outside), stocking toilet paper and hand sanitizer, and removing trash from inside and outside vault toilets and surrounding recreation site area. The Contractor will provide Safety Data Sheets (SDS) for all chemicals used.

a. Cleaning Materials and Supplies Contractor will furnish all needed materials, supplies and equipment to perform the required services. This includes and is not limited to: water, cleaning supplies, toilet paper, trash bags, hand sanitizer, disinfectant/deodorizer, brooms, brushes, shovels, mops, pails, and any other needed tools and equipment. A pressure washer may be used but is not required, as long as a visual inspection meets the descriptions under Restroom Service Duties in Part B.III.c.
For the purposes of bidding, BLM estimates that the Contractor will need to provide up to 1,920 standard-size 550 Sheet rolls of toilet paper during the operating year. The Contractor must also provide necessary equipment and supplies to ensure the safety of their workers, including personal protective equipment that conforms to industry standards and any recommended vaccinations.
b. Motor Vehicles Contractor is responsible for supplying a vehicle suitable for transport of staff, equipment and supplies to perform the required services at each of the six recreation sites.
Vault toilet facilities access roads are graded, graveled and/or well-used dirt roads. Four-wheel drive high-clearance vehicles are recommended. During the winter and other periods of inclement weather (heavy rain) roads can have potentially adverse road conditions. (see road conditions provided in Part E II)
II. Government Furnished Materials and Property The BLM Paria District Office will furnish maps to each recreation site that display the locations of the restroom facilities. BLM will also furnish keys to the vault toilets and toilet paper dispensers. Contractor may have keyed access to facilities that have storage areas. These areas must be kept clean and secured. (All Keys are considered government property and shall not be copied). The contactor will Sign a DI-105, U.S DEPARTMENT OF INTERIOR RECIEPT OF PROPERY for all keys provided, thy will assume responsibly, and cost related of key if lost, stolen. One small janitorial closet location in the back of the Wire Pass vault toilets. This closet will be used only for storage of products related and approved for this contract: dry products (paper towels, toilet paper) and wet products stored in containers, bins or materials (floor cleaners, mops, disinfectants). All chemicals stored or used in Government property a Safety Data Sheets (SDS) must be kept onsite. All spray and cleaning bottles must be properly labeled with product name, percentage of product, and product contact information. Labels will be replaced if they become unreadable. This closet will be used by the BLM and may hold supply’s and products not provided in this contract.
III. Contractor Tasks and General Deliverables
a. Pre-Work Coordination Meeting An annual pre-work coordination meeting will be held prior to the start of the work each calendar year. BLM and the key Contractor staff (Project Manager at a minimum and core staff, as appropriate) will attend one pre-work coordination meeting to review required work, invoicing, and other provisions of the contract. The pre-work coordination meeting will be held in Kanab, Utah and is anticipated to last 2 hours.
The BLM will provide an agenda for the annual pre-work coordination meeting and meeting notes afterwards.

As part of the plan, the Contractor will submit a draft annual work schedule (i.e., a calendar that shows the days each of the recreation sites will be visited each month) that includes the scheduled service dates each month. The schedule for the base year for review and approval by the BLM. For any subsequent option years, the Contractor will submit an annual work schedule by March 15th that covers the following option year.
The draft annual work plan should be provided before or during the annual pre-work coordination meeting described above. The BLM will review and request any necessary edits within 5 business days. The preferred format is either a Microsoft Excel, Microsoft Word or an Adobe PDF document.
The approved annual work schedule will indicate the scheduled dates of vault toilet service visits for each month to each of the six recreation sites and will conform with the frequency and holiday requirements in Part C.I. Period of Performance.
1) Days of work: All restroom service duties, unless otherwise authorized, will be scheduled and performed on non-holiday weekdays (i.e., Monday through Friday) in order to avoid interference with, and disturbance of, recreation site visitors on the weekends. Contractor may obtain exceptions (with prior approval from the COR or PI) if needed for emergency cleanings, inclement weather, equipment or vehicle failures, staff shortages or other unforeseen circumstances.
2) Hours of work: Work will be scheduled so that it is generally accomplished during daylight, from sunrise to one hour after sunset. Exceptions for working outside of these hours may be obtained with prior approval from the COR or PI for emergency cleanings, inclement weather, equipment or vehicle failures, staff shortages, or other unforeseen circumstances.

c. Restroom Service Duties The Contractor is responsible for completing all vault toilet service duties for the nine (9) vault toilets at the six (6) recreation sites within the timeframes on the approved annual work schedule.
Vault toilet cleaning service duties are the five (5) tasks specified below, which are to be performed as described and in accordance with the work performance standards in Part C.III.
For the purposes of this contract, “clean and disinfect” means: a) to make visibly free of dirt, dust, fecal matter, streaks, stains, smudges, litter, debris and other residue; and b) to destroy any harmful microorganisms, including blood-borne pathogens, by application of an appropriate and approved chemical agent.
1) Clean and disinfect toilet: The inside and outside of seats (this means top, bottom, hinges, bolts, cover and crevices), covers and risers (inside, outside, and where joined to concrete) on each toilet will be scrubbed and washed clean with a disinfectant cleaner. In order to assist in keeping the inside of the risers clean, a pressure washer is recommended but not required; however, a non-stick cooking vegetable spray or other approved product may be applied. The used cleaning fluid will not be dumped outside of the restroom building where it could kill vegetation or contaminate water sources; it may be dumped into the toilet vault or removed off-site.
2) Clean and disinfect Vault building: All surfaces, including walls, doors (inside and out), door handles (inside and out), ceiling and floors will be kept clean of all dirt, cobwebs, and other substances by sweeping, spraying or scrubbing with a disinfectant cleaner. The floors will be swept and mopped with disinfectant cleaner, and all standing water swept out (or ice buildup removed) after cleaning.
3) Stock toilet paper and hand sanitizer: All restroom vaults will be stocked with toilet paper and hand sanitizer on every service visit. Remove any empty rolls. If a roll is more than ¾ empty, the roll will be replaced. Completely fill up the toilet paper holders in each toilet stall with toilet paper rolls, using standard-size toilet paper rolls in each toilet stall during each service visit.
4) Pick up garbage: All trash, litter or refuse found within the vault toilet buildings, on restroom walkways, cement pads, and the surrounding recreation site grounds will be removed. This includes paper, bottles, cans, and all other garbage. Garbage will not be dumped down the toilet vaults. All garbage will be removed from the vault toilets and surrounding recreation site and disposed at a landfill. All landfill and dump fees will be the responsibility of the Contractor.
5) Pest/Insect Control: Keep pest/insect population low with use of “green” or “bio-based” products, to the maximum extent possible, within the vault toilets.
**There is no water at these location**
d. Service Completed or Service Delayed Notifications
1) All notifications must be by text message or email. The Contractor may call with information or questions, but must follow up with a brief, written record of completed or re-scheduled vault toilet service visits. The BLM will confirm any new re-scheduled vault toilet service date in writing (via email or text). BLM will generally respond during regular business hours.
2) Contractor will notify the COR or PI on either the same business day or on the next business day after all restroom service duties have been completed for the scheduled vault toilet service date at each recreation site. This includes notification after re-scheduled Vault toilet service dates and for completing or re-performing vault toilet duties for deficient or unperformed work (see Part D.).
3) Snow and/or impassable road conditions during inclement weather may prevent access to the recreation sites and/or specific vault toilet facilities. This is especially a concern during the winter months (December through March/April); and flexibility in re-scheduling vault toilet service visits will be necessary. If weather conditions prevent a scheduled vault toilet service visit, the Contractor must notify the COR or PI one day in advance or on the same business day as the originally scheduled service to reschedule. The vault toilet service visit should be rescheduled as soon as practicable, weather and road conditions permitting. Contractor will notify the COR or PI by text or email on either the same business day or on the next business day after the rescheduled vault toilet service duties have been completed.
4) BLM acknowledges that occasionally there will be other needs for flexibility in the approved annual work schedule. Such reasons may include but are not limited to: equipment and vehicle failures, staff shortages, and other unforeseen circumstances. The Contractor should attempt to adhere to the approved annual work schedule as closely as possible. However, when reasons other than weather cause a delay to the approved annual work schedule, the Contractor must notify the COR or PI one day in advance or on the same business day as the originally scheduled service to reschedule as soon as practicable. The contractor should attempt to make up the vault toilet service visit by Friday of the same week. If this is not possible, the Contractor will reschedule as soon as possible and preferably prior to the next high-use recreation day (generally holidays and weekends). Contractor will notify the COR or PI on either the same business day or on the next business day after the rescheduled vault toilet service duties have been completed.
5) For the purposes of bidding, the BLM assumes that Service Completed Notifications will take place up to 1,475 times during the calendar year (1,475 scheduled restroom service visits, plus up to 20 notifications for rescheduled vault toilet service visits).
6) Service Completed Notifications are a critical component of the invoice/billing payment process and the inspection process. BLM will use the notifications to confirm the scheduled restroom service duties were completed and for post-service inspections. The COR or PI will compare the restroom service invoice dates with the Service Completed Notification dates and also schedule inspections accordingly. The contractor is required to include one or more photos showing the completed work with each service completed notification. The Contractor may not be paid for invoice dates that do not have a corresponding Service Completed Notification email or text, unless completion of restroom service duties can be confirmed otherwise. See Part C.IV.b.

II. Performance Evaluation The restroom service duties will be evaluated on whether they are performed according to the work requirements in Part B and the performance standards in Part C and the contract administration specifications, including work performance standards, in Part C. Level and quality of performance will be judged based on observations made during work inspections and information recorded on the completed inspection report forms (Part E.III).
Contract work tasks specified in Part B (including the annual work schedule and service completed notifications) that are not performed or not performed in accordance with the criteria in Part B and the work performance standards in Part C will be reported as deficient or unperformed, as defined below:
Deficient: Work that is only partially completed, or unsatisfactory or inadequate work that does not meet the standards defined in Parts B & C.
Unperformed: A scheduled service visit that was not performed and not rescheduled (with approval from the COR or PI) prior to the next regularly scheduled visit. None of the required restroom service duties were performed at the scheduled recreation site.
a. Deficient or Unperformed Work If the BLM finds a service visit to be deficient or unperformed, the COR or PI will notify the Contractor immediately. The Contractor will generally have one to two business days in which to complete or re-perform the work.
At the initial documentation of a deficient or unperformed scheduled restroom service visit, the BLM will have the option to require the Contractor to return to the recreation site to complete or re-perform the work or let it go until the next scheduled service. The subsequent restroom service visit to complete or re-perform the documented deficient or unperformed work cannot be invoiced and will not result in any additional payments as this contract is a FFP. In other words, the Contractor may not bill the BLM twice for a repeat restroom service visit to correct deficient work. Three repeatable offences will be grounds for termination.
After completing or re-performing the work, the Contractor will notify the COR or PI as soon as practicable, and generally on the same day the work is completed. “If Contractor does not reperform the work within the specified timeframe, Contractor will forfeit the billing of the site visit.”
