About this file

This is a Final Request for Proposals (RFP) document issued by the Minnesota Department of Public Safety's Emergency Communication Networks (ECN) and Homeland Security and Emergency Management (HSEM) divisions for ARMER System Training Services. The State seeks qualified responders to deliver four training courses covering the technical and operational aspects of Minnesota's Allied Radio Matrix for Emergency Response (ARMER) system, a Land Mobile Radio (LMR) system. The RFP requests proposals for comprehensive training program development and delivery, with specific focus on course content, instructional methodologies, and trainer qualifications. The document establishes a structured procurement timeline with mandatory requirements for proposal submission, including detailed specifications for course curricula, learning objectives, and delivery mechanisms. A pre-proposal meeting or bidder's conference is referenced to allow potential respondents to clarify requirements and ask questions before submission. The contract award is contingent upon evaluation of submitted proposals against stated criteria, with the successful vendor expected to commence training delivery within a defined timeframe following contract execution.

The RFP includes detailed pricing instructions requiring vendors to submit comprehensive cost proposals that cover all aspects of training development and delivery, including instructor compensation, materials, facilities, and administrative costs. The document addresses qualifications and experience requirements for proposed trainers, requiring demonstrated expertise in LMR systems and emergency communications. Incumbent information and current training arrangements may be referenced to establish baseline performance expectations. The State has identified specific funding sources and budgetary parameters for this procurement, though exact dollar amounts and fund sources are detailed within the proposal evaluation sections. The contract structure includes provisions for potential renewal or extension beyond the initial term, allowing the State flexibility in maintaining training services based on performance and ongoing emergency communications needs.

Minnesota’s Commitment to Diversity and Inclusion The State of Minnesota is committed to diversity and inclusion in its public procurement process. The goal is to ensure that those providing goods and services to the State are representative of our Minnesota communities and include businesses owned by minorities, women, veterans, and those with substantial physical disabilities. Creating broader opportunities for historically under-represented groups provides for additional options and greater competition in the marketplace, creates stronger relationships and engagement within our communities, and fosters economic development and equality.

To further this commitment, the Department of Administration operates a program for Minnesota-based small businesses owned by minorities, women, veterans, and those with substantial physical disabilities. For additional information on this program, or to determine eligibility, please call 651-201-2402 or go to the Office of Equity in Procurement home page, at https://mn.gov/admin/business/vendor-info/oep/.

SPECIAL NOTICE: This is a Request for Proposal. It does not obligate the State of Minnesota to award a contract or complete the proposed program, and the State reserves the right to cancel this solicitation if it is considered in its best interest.

This Request for Proposal solicitation requires proposals to be submitted utilizing the SWIFT Supplier Portal. Please note the security changes below that may impact responders from submitting a timely response.

SWIFT SUPPLIER PORTAL SECURITY CHANGES

There are new security measures that the Minnesota Management and Budget implemented on October 16, 2022. It is a new multi-factor authentication (MFA) to enhance the security of the State of Minnesota Supplier Portal. MFA is an authentication method that requires bidders and suppliers provide two verification factors to log into the SWIFT Supplier Portal. The goal of MFA is to create a layered defense that makes it more difficult for unauthorized system access to occur.

For information about these changes, please refer to the SWIFT Supplier Portal Multi-Factor Authentication FAQ document.

If you have not done so already, please make sure to log into the SWIFT Supplier Portal as soon as possible to get this authentication set up early so there are no issues when submitting a response to an RFP.

The State encourages creation of your MFA during business hours of 8:00 A.M. to 4:00 P.M., Central Time, Monday through Friday. You may experience delay setting your MFA after hours.

If assistance is needed to create your MFA, please contact the SWIFT Supplier Helpline at 651-201-8100, Option 1, or osphelp.line@state.mn.us.

SECTION 2 – SUMMARY OF SCOPE

Procurement Overview and Goals.

The Minnesota Department of Public Safety’s Emergency Communication Networks (“ECN”) and Homeland Security and Emergency Management (“HSEM”) divisions (collectively, the “State”) are seeking proposals from qualified Responders for the delivery of four (4) training courses related to the technical and operational aspects of Minnesota’s Land Mobile Radio (LMR) system, known as the Allied Radio Matrix for Emergency Response (“ARMER”) system.

ECN’s mission is to fund and support interoperable public safety grade mission-critical communication solutions that allow public safety 911 telecommunicators and emergency services personnel at state, local, and federal agencies to communicate easily with each other to provide an immediate response to all Minnesota citizens and visitors requesting emergency assistance. HSEM’s mission is to help Minnesota communities prepare for, respond to, and recover from emergencies and disasters. Working with ECN and HSEM in a coordinated effort, the awarded contractor will provide training for emergency responders and ARMER system technical staff. The courses to be provided include ARMER System Train-the-Trainer, an ARMER System Administrator Advanced Workshop, a Motorola CPS Radio Programming Advanced Workshop, and an ARMADA Certified Programming Course, with each incorporating discipline-specific training on interoperable emergency communication systems.

The awarded contractor will deliver training events at various locations in Minnesota, as requested by the State, during the fourth quarter of calendar year 2026 and first quarter of calendar year 2027. The target audience for these training opportunities include technical and operational staff representing local, county, tribal, and state public safety agencies whose duties include maintaining ARMER system equipment and/or providing training to ARMER system users.

Sample Tasks and Deliverables.

· Conduct the following four training courses during the fourth quarter of calendar year 2026 and first quarter of calendar year 2027:

· ARMER System End User Train-the-Trainer – Deliver up to two (2), 2-day courses, totaling 16 hours of class time per course.

· ARMER System Administrator – Deliver two (2), 3.5-day courses, totaling 28 hours of class time per course.

· Motorola Customer Programming Software (CPS) Radio Programming– Deliver one (1), 3.5-day course, totaling 28 hours of class time per course.

· ARMADA Certified Programming Course (Kenwood / EF Johnson) – Deliver one (1), 3-day course, totaling 24 hours of class time per course.

· Provide the State with a detailed training work plan regarding the delivery of the training courses identified above.

· Provide the above identified training occasions at various locations around the state of Minnesota.

· Collaborate with ECN and HSEM to identify mutually agreeable dates, times, and locations for the delivery of each training course.

· Provide all necessary materials (administrative paperwork, student handouts, reference materials, instructional aids, etc.) to facilitate the delivery of each training course, at no additional cost to the State or attendees.

· Identify any technology and/or equipment that must be provided by the State and/or students to facilitate the delivery of each training course.

· Provide ECN and HSEM with copies of all course materials (lesson plans, presentations, student handouts, student rosters, participant feedback forms, etc.), at no additional cost to the State or attendees.

Responders are encouraged to propose additional tasks or activities if they will improve the results of the project. These items should be separated from the required items on the Cost Proposal.

SECTION 3 – PROPOSAL INSTRUCTIONS AND ADDITIONAL INFORMATION

1. Anticipated Contract Term.

The term of this contract is anticipated to be from October 13, 2026, to March 31, 2027, with no options to extend.

Question and Answer Instructions and Period.

All questions should be submitted no later than the date and time listed in Section 1, “Instructions to Responders.” The State is not obligated to answer questions submitted after the question due date and time.

Only personnel listed above are authorized to discuss this solicitation with responders. Contact regarding this solicitation with any personnel not listed above could result in disqualification. This provision is not intended to prevent responders from seeking guidance from state procurement assistance programs regarding general procurement questions.

If a Responder discovers any significant ambiguity, error, conflict, discrepancy, omission, or other deficiency in the solicitation, please immediately notify the contact person detailed above in writing of such error and request modification or clarification of the document.

Additional Tasks or Activities.

Responders are encouraged to propose additional tasks, activities, or goods above and beyond the scope of what is requested in this solicitation if they will substantially improve the results of this procurement. Any costs associated with these additional tasks, activities, or goods should be clearly marked and separated from costs associated with the tasks, activities, or goods specifically requested under this solicitation. Because cost is a factor in the evaluation of responses to this solicitation, failure to separate costs for additional tasks, activities, or goods may result in those costs being included in a responder's cost proposal and result in a lower cost score for that proposal.

4. Response Submission Instructions.

All responses to this solicitation (termed an “Event” within SWIFT) must be submitted through SWIFT using the Supplier portal (https://mn.gov/mmb/accounting/swift/vendor-resources/) and received in SWIFT no later than the Event End Date and time as set forth in the SWIFT Event Details applicable to this solicitation.

Responses received after the End Date will not be considered, even if errors or delays were caused by issues outside of Responders’ control. The State shall not be responsible for any errors or delays caused by technology-related issues, even if they are caused by the State.

Training and documentation on how to submit a proposal is available through the Supplier portal link above. If a Responder needs assistance, please contact the SWIFT Vendor Assistance HelpLine at 651-201-8100, Option 1, or email osphelp.line@state.mn.us.

Late responses will not be considered. Fax, e-mail, and printed responses will not be accepted or considered. All costs incurred in responding to this solicitation shall be borne by the Responder.

All responses must include the following separately attached documents, unless otherwise specified:

· a Technical Proposal; and

· a Cost Proposal, which must be submitted separately from the Technical Proposal unless instructed otherwise.

· DO NOT INCLUDE Non-Public/Trade Secret data (as defined by Minnesota Statutes § 13.37).

Interested Responders may begin preparing and entering their response into SWIFT as soon as they have downloaded the solicitation document. Electronic submissions to the State will be accepted beginning on the SWIFT Start Date for this solicitation.

Cost Proposals (Attachment C) must be loaded into SWIFT as a separate document from the technical proposal. See SWIFT Event for additional information. Cost proposals will not be reviewed by the evaluation team prior to the technical scores being finalized.

Conciseness/Completeness of Proposal. It is highly desirable that the Responder submit its proposal in a complete, and concise manner. It is the Responder’s sole responsibility to submit information as it relates to the evaluation categories. The State of Minnesota is under no obligation to solicit such information if it is not included in the response. The Responder’s failure to submit such information may cause an adverse effect on the evaluation of its response. Unnecessary information should be excluded from the response.

If a Responder is reviewing this solicitation in paper form, then the Responder may need to register as a supplier by going to https://mn.gov/mmb/accounting/swift/vendor-resources/. For new suppliers, please note that approval of a registration may take 3–4 business days. If assistance is needed in completing the registration process, please contact the SWIFT Vendor Assistance Helpline at 651-201-8100, Option 1.

5. Vendor SWIFT Registration.

Prior to doing business with the State of Minnesota, the State requires all suppliers to be registered in Statewide Integrated Financial Tools (SWIFT), the State’s automated financial and contract system. If a Responder has not registered in SWIFT and received a unique ten-digit SWIFT supplier number, the Responder must register as a supplier by going to https://mn.gov/mmb/accounting/swift/vendor-resources/. Please note approval of a registration by Minnesota Management and Budget may take 3-4 business days. If assistance is needed to complete the registration process, please contact the SWIFT Vendor Assistance Helpline at 651-201-8100, Option 1, or osphelp.line@state.mn.us.

However, the Contractor will be entitled to payment, determined on a pro rata basis, for services satisfactorily performed to the extent that dedicated funds are available. The Indemnifying Party is defined to include the Contractor, Contractor’s reseller, any third party that has a business relationship with the Contractor, or Contractor’s agents or employees, and to the fullest extent permitted by law. The indemnification obligations of this section do not apply in the event the claim or cause of action is the result of the State’s sole negligence. This clause will not be construed to bar any legal remedies the Indemnifying Party may have for the State’s failure to fulfill its obligation under this Contract.

5.2 Nothing within this Contract, whether express or implied, shall be deemed to create an obligation on the part of the State to indemnify, defend, hold harmless or release the Indemnifying Party.
