About this file
This is a Solicitation Modification issued by the Commonwealth of Kentucky, Division of Water, for laboratory analysis services of Decachlorobiphenyls (PCB) in drinking water samples. The solicitation, identified as RFB 758 2400000602, requests the services of an EPA-certified laboratory to perform analysis of PCBs using EPA-approved Method 508A. The Division of Water requires this service to maintain federal primacy and grant funding, as neither of Kentucky's two Principal Laboratories—the Environmental Services Branch of the Division of Environmental Program Support and Morehead State University—possess the capacity to perform certified analysis for this contaminant. The solicitation was issued on April 24, 2024, with a closing date of May 1, 2024, at 1:30 p.m. This modification, Version 2, was issued in response to vendor questions. Interested parties should contact Evelyn Osborne at 502-564-0552 for additional information.
Bidders are required to submit a separate bid price sheet with all actual pricing, while entering only $0.01 in the electronic unit price field. Bids should include surcharges and any additional charges based on delivery days, as outlined in Attachment C of the Terms and Conditions. The service location and billing address are both designated as the Division of Water, 300 Sower Blvd, 3rd Floor, Frankfort, Kentucky 40601. Vendors must affirm their understanding of all solicitation terms and conditions by signing the bid document, and failure to comply with solicitation requirements may result in vendor ineligibility. The commodity group is classified as Laboratory and Field Testing Services (Commodity Code 96148).

Extended Description Analysis of Decachlorobiphenyls
The Division of Water is required by Federal Regulation (40 CFR 142.10(b) (3)) to have a State Principal Laboratory capable of analyzing every contaminant included in the drinking water regulations. The State of Kentucky has two Principal Laboratories for the analysis of drinking water samples:
the Environmental Services Branch of the Division of Environmental Program Support and Morehead State University. Neither laboratory has the capacity to perform certified analysis for Decachlorobiphenyls (PCB) by the U.S. Environmental Protection Agency's (EPA) approved Method.
To maintain primacy, and federal grant funding, the Division of Water needs to secure the services of a laboratory certified by EPA, or it's certifying authority, to perform the following Drinking Water Parameters and Analytical Method: PCBs (reported as Decachlorobiphenyls) (EPA approved method 508A).
A SEPARATE BID PRICE SHEET is attached and MUST BE INCLUDED with the online bid response to be considered responsive. Bidders MUST enter $.01 in the Unit Price field as the electronic bid. This is the ONLY pricing that is to be entered electronically. All actual pricing must be on the Bid Sheet.
