About this file

This Request for Bid (RFB 758 2400000602) is issued by the Commonwealth of Kentucky's Division of Water. The solicitation seeks laboratory services for the analysis of Decachlorobiphenyls (PCBs) using EPA-approved Method 508A. The state is required by federal regulation (40 CFR 142.10(b)(3)) to maintain a State Principal Laboratory capable of analyzing all contaminants included in drinking water regulations. Kentucky's two existing principal laboratories—the Environmental Services Branch of the Division of Environmental Program Support and Morehead State University—lack the capacity to perform certified PCB analysis. The solicitation was issued on April 17, 2024, with bids due by May 1, 2024, at 1:30 p.m. The contract will be awarded to a laboratory certified by the EPA or its certifying authority. Bidders are instructed to enter $0.01 in the electronic unit price field, with all actual pricing submitted on a separate attached bid price sheet.

Kentucky's Division of Water will use this contract to maintain federal primacy and continue receiving federal grant funding for drinking water oversight. Bidders must submit a completed bid information form and price sheet as part of their response. The evaluation criteria prioritize best price and most experience. Shipping and billing should be directed to the Division of Water at 300 Sower Boulevard, 3rd Floor, Frankfort, Kentucky 40601. All terms and conditions are outlined in Attachment A, and bidders affirm compliance by signing the solicitation document. The Finance and Administration Cabinet reserves the right to deem non-compliant vendors ineligible from further participation.

Extended Description Analysis of Decachlorobiphenyls

The Division of Water is required by Federal Regulation (40 CFR 142.10(b) (3)) to have a State Principal Laboratory capable of analyzing every contaminant included in the drinking water regulations. The State of Kentucky has two Principal Laboratories for the analysis of drinking water samples:

the Environmental Services Branch of the Division of Environmental Program Support and Morehead State University. Neither laboratory has the capacity to perform certified analysis for Decachlorobiphenyls (PCB) by the U.S. Environmental Protection Agency's (EPA) approved Method.

To maintain primacy, and federal grant funding, the Division of Water needs to secure the services of a laboratory certified by EPA, or it's certifying authority, to perform the following Drinking Water Parameters and Analytical Method: PCBs (reported as Decachlorobiphenyls) (EPA approved method 508A).

A SEPARATE BID PRICE SHEET is attached and MUST BE INCLUDED with the online bid response to be considered responsive. Bidders MUST enter $.01 in the Unit Price field as the electronic bid. This is the ONLY pricing that is to be entered electronically. All actual pricing must be on the Bid Sheet.
