PERFORMANCE WORK STATEMENT
INTERIOR PANEL REFURISHMENT AND COVERING
ON E-3 AIRCRAFT
552 ACW
DATE: July 11, 2019
Performance Work Statement (PWS)
1 SECTION I – DESCRIPTION OF SERVICES
1.1 Scope of Work
1.1.1 The contractor shall provide all labor, supervision, tools, materials, parts, transportation, and any incidentals necessary to refurbish the following items listed in appendix D: E-3 interior ceiling, sidewall, bookcase, acoustic panels, and cabinets as defined in this Performance Work Statement (PWS).
1.1.2 Work will be split into two pick up locations. Programmed Depot Maintenace
(PDM) Aircraft will be located at Building 2136, Dock 2. Isochronal Inspection (ISO)
Aircraft will be located at Building 230, Dock 4. This will depend upon which order is needed by the 552 Maintenance Group.
1.2 Scheduling
1.2.1 For PDM aircraft, the contractor will be contacted by Depot Schedulers to set up a time for panel inventory, pick up, and/or drop off.
1.2.2 For ISO aircraft, the contractor will be contacted by 552 MXS/ Refurbishment
Section to set up a time for panel inventory, pick up, and/or drop off.
1.3 Specific Tasks
1.3.1 Panel Runs
1.3.1.1 Inventory – The contractor will meet at the scheduled time for panel inventory and assess all aircraft panels. At this time the contractor and 552 MXS
Refurbishment section personnel will ensure all panels and accompanying hardware are accounted for. 552 MXS Refurbishment personnel will then assess which panels require any repair. The contractor and 552 MXS refurbishment section will take note of all panels deemed damaged and will move panels onto a separate rack to await pick up.
1.3.1.2 Pick up – The contractor will meet at the scheduled time for panel pick up.
The contractor and 552 MXS Refurbishment section personnel will inventory panels previously designated for repair. The contractor will take panels off site to complete all repairs within the time allotted in PWS section 1.3.3.1. Contractor will request Technical order publication prior to pick up. See PWS section 1.11
1.3.1.3 Drop off – The contractor will meet at the scheduled time for panel drop off. The contractor will return all panels. 552 MXS Refurbishment section will inspect panels prior to accepting them. See PWS section 1.3.5
1.3.2 Panel Refurbishment
1.3.2.1 The contractor shall accomplish the following procedures listed in this
PWS in accordance with technical order 1E-3A-2-7. The contractor shall remove old vinyl, hardware, and doors required to accomplish the repair and recovering.
The contractor shall repair the panel core, depressions, bumps, cracks, gouges, and dents on edges. The contractor shall ensure the top and bottom of wall panels shall have vinyl rolled over edges and all ceiling panels shall have vinyl rolled on inboard edges. The edges of all panels shall be properly prepared and painted to match the existing color of the panel. The contractor shall use white vinyl
1.3.2.2 The contractor shall use consumable materials, adhesives, and potting compounds that are required by T.O. 1E-3A-2-7 specifications. The contractor shall disassemble and reassemble the large storage cabinet 204-1, small storage cabinet 204-2 and the technical order cabinet 204-3, to install vinyl covering on panels, and the new larger cabinet 204-40582-4.
1.3.2.3 The contractor shall apply vacuum bags over panels in the curing stage at a pressure of 10 to 20 psi and cure for 2-4 hours at 120 degrees for 8-12 hours at room temperature as required by T.O. 1E-3A-2-7 paragraph 8.100.1.
1.3.2.4 The panels range in size from 4”x 4”doors, 2’x2’ doors, 4’x 6’ to 2 ½’ x 7’ panels with an estimated average 4’x4’. The contractor shall remove any seals, hardware, etc., attached to panels to facilitate removal of vinyl. Save all hardware for reinstallation. The contractor shall reinstall any seals, hardware, etc., after installation of new vinyl. The contractor shall repair or replace all loose and broken hardware which remains on and is a permanent part of the panel assembly.
All panel grates shall be removed, painted and reinstalled.
1.3.3 Completion Time:
1.3.3.1 Programmed Depot Maintenance (PDM): While aircraft are undergoing
PDM the contractor shall complete those panels listed on the priority panel listing provided by OC/ALC within 20 calendar days and the remaining panels within a
45 calendar day period beginning upon receipt of the delivery order. The 45 day period includes all federal holidays.
1.3.3.2 Isochronal Inspection (ISO): While the aircraft is undergoing ISO the contractor shall complete each order of no more than 10 panels within a 10 calendar day period beginning upon receipt of the delivery order. The 10 day period includes all federal holidays.
1.3.4 Defective Items: All panels are subject to inspection upon work completion and delivery. All panels that are rejected upon delivery for not meeting minimum quality standards shall be reworked by the contractor and returned to the refurbishment section within 10 calendar days. Panels found to be of poor quality within six months of delivery shall be reworked by the contractor and returned to the refurbishment section in 30 calendar days. The contractor shall perform the rework at no additional cost to the government. The contractor shall provide all items free or rips, tears, holes, chaffing, bubbles, and any defects due to the transportation or workmanship flaws.
1.3.5 Transportation of Items: The contractor shall be responsible for all transporting of the materials, property and finished items between the contractor’s facility and Tinker
Air Force Base, building 2136 for PDM orders and building 230 for Isochronal orders. Aircraft interior panels shall be transported to and from Tinker Air Force Base in an enclosed container or trailer provided by the contractor to prevent weather and wind damage to the panels. If the panels are to be shipped the cost incurred will be covered at the contractor’s expense.
1.3.6 Minimum Quality Standards: Contractor shall provide items listed in this performance work statement which serves the purpose of the design, free from rips, tears, holes, chaffing, delamination, bubbles, or other workmanship or transportation flaws. Contractor will provide official burn certificate from an approved FAA burn lab for any/all materials used in the refurbishment of aircraft panels.
1.4 Personnel.
1.4.1 Contract Manager:
1.4.1.1 The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate(s) who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contractor shall provide telephone numbers of the contract manager and alternate(s) where these persons may be contacted outside normal duty hours 7am - 4pm central time.
1.4.1.2 The contract manager shall have full authority to act for the contractor.
1.4.1.3 The contract manager or alternate shall be available on the next business day after notification from the government to meet on the installation with government personnel designated by the contracting officer to discuss problem areas.
1.4.1.4 The contract manager and alternate(s) must be able to read, write, speak, and understand English.
1.4.1.5 The contractor personnel shall have a minimum experience of 3 years in
Aircraft panel refurbishment procedures or equivalent.
1.4.2 Employees:
1.4.2.1 The contractor shall furnish an identifying badge, which shall include as a minimum, the person’s name and the name of the contractor. When on Tinker
AFB, each employee shall wear the badge on the outer clothing on the front of the body between the neck and waist so that the badge is visible at all times.
1.4.2.2 The contractor shall not employ any person who is an employee of the
United States Government if the employment of that person would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval. In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106.
1.4.2.3 The contractor is prohibited from employing off duty contract monitors/Contract Officer Representative who are surveying any contracts/subcontracts awarded to the contractor.
1.4.2.4 Control of Contractor Employees. The selection, assignment, reassignment, transfer, supervision, management, and control of contractor employees in performance of this work statement shall be the responsibility and prerogative of the contractor; however, the contractor shall comply with the requirements set forth in the Performance Work Statement and in OC-ALC and
Tinker AFB regulations concerning conduct of employees as referenced herein.
When the government directs, the contractor shall restrict the employment under the contract of remove from performance on the contract any person who is identified as a potential threat to the health, safety, security, or operational mission of the installation and its population.
1.4.2.5 Contractor personnel shall comply with directives pertaining to operation of privately owned vehicles on Tinker Air Force Base (per AFI 31-116 as supplemented).
1.4.2.6 The contractor manager or alternate shall complete a “Request for
Identification Credential” (AFMC form 496) for each employee of the contractor requiring access to Tinker Air Force Base. The requests shall be submitted to Pass and Registration (Building 590). The government will provide a completed
“Identification Credential” (AFMC form 87), which shall be issued, displayed and surrendered as directed in AFI 31-101.
1.5 Environmental Protection & Safety.
1.5.1 The contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws, regulations and requirements regarding environmental protection. In the event environmental laws or regulations change during the term of this contract, the contractor is required to comply as such laws come into effect.
1.6 Contract Changes.
1.6.1 Any matter concerning a change to the scope, prices, terms, or conditions of this contract shall be referred to the contracting officer and not to the COR(s).
1.7 Performance Evaluation Meeting
1.7.1 The contract manager may be required to meet with the COR and the CO during the performance period of this contract. Meetings will be as often as necessary thereafter as determined by the CO. The written minutes of all performance evaluation meetings may be prepared by the government and signed by the contract manager, CO, and COR. Should the contractor non- concur with the minutes; the contractor shall so state any areas of nonoccurrence in writing to the CO within 10 calendar days of receipt of the signed minutes. The minutes will be included in the contract file.
1.8 Physical Security
1.8.1 The contractor shall be responsible for safeguarding all government property/materials provided for contractor use. At the close of each work period property/materials shall be secured.
1.9 Hours of Operation
1.9.1 Normal hours. The contractor shall be available between the hours of 0700 to
1600 Monday through Friday (except federally observed holidays); to receive verbal notification of a delivery order or contractor shall provide an answering service or other coverage to permit the government to make such a contact.
1.10 Continuation of Essential DOD Contractor services During Crisis
1.10.1 The following requirements have been determined to be essential in accordance with, DODI1100.22, and paragraphs 1.3 and 1.4 (including sub paragraphs) of this
PWS.
1.10.2 The contractor shall establish and provide procedures to ensure continued support during a crisis. The contractor shall provide the name, address, and telephone number of the contractor performing the essential service; the name, address, and telephone number of the in-country contact for DoD activity using essential service, if overseas;
the number of contractor employees and equivalent man-years required to perform the essential service; and the number of dependents of designated-essential contractor employees to be included in noncombatant evacuation planning, if overseas.
1.11 Forms, T.O., AFI, AFMCI and Publications:
1.11.1 The contractor shall obtain the forms and publications expressly required to perform the work in this contract via internet at www.e-publishing.af.mil. In the event that a form or publication is not available online, the COR will provide the form, instruction, or publication to the contractor upon written request (e-mail is acceptable) by the contractor. In the event that laws, regulations, Technical Orders, Air Force
Instructions, Air Force Instructions, Air Force Material Command Instructions change during the term of this contract, the contractor is required to comply as such changes come into effect.
1.11.2 Air Force Technical Order 1E-3A-2-7 (Ground Handling-Service and Airframe) dated 15 March 2020; Chapter 8 (Airframe Equipment), Paragraph 8.100.1 (Ceiling and Sidewall Panel Vinyl Replacement) shall be used to accomplish repairs and vinyl replacement on the E-3 interior panels. This T.O. relates directly to paragraph 1.3.2.1 through 1.3.2.4 in the PWS Description of Services.
1.11.3 Air Force Technical Order 1E-3A-4-25-1 (Equipment/Furnishings) section 10 will be used to identify replacement hardware.

2.1 Panel Refurbishment Review
Panels must meet the minimum standards as described in paragraphs 1.3.2 through 1.3.6 and sub-paragraphs in the PWS. All panels will be subject to inspection upon delivery and any panels deemed to be substandard must comply with the stipulations in paragraph 1.3.4
3 SECTION III – GOVERNMENT FURNISHED PROPERTY AND SERVICES.
3.1 Government Furnished Property (GFP).
3.1.1 GFP, at no cost, is applicable to the performance of this contract because the acquisition cost of the Government Property, E-3 Panels/Cabinets described in PWS
1.1 through 1.1.5, requiring refurbishment off-site exceed the simplified acquisition threshold. See Appendix D
3.2 Loss, damage, or Destruction (LDD) Including Theft.
3.2.1 The Contractor’s liability for Loss, Damage, or Destruction (including Theft) to the GFP described in PWS 3.1 shall begin when the contractor receives the GFP for refurbishment. The contractor shall remain liable for this GFP until returned to the
Government at the destination specified in the contract and accepted by the
Refurbishment Section.
3.2.2 Except for reasonable wear and tear to Government Furnished Property (GFP) or for GFP properly consumed in performing this contract, the Contractor shall be liable for Loss, damage, or Destruction (including Theft) to GFP (and/or Contractor
Acquired Property (CAP) used as GFP if applicable). Compensation shall be effected by either reduced amounts owed to the contractor or by direct payment as determined by the Government Contracting Officer (CO). The amount of compensation due the
Government by the contractor shall be the intrinsic value of the property, as determined by the Government Contracting Officer, i.e., the amount of compensation due to the Government may range from scrap value, repair cost, or replacement cost, as determined by degree of damage or loss and the continuing need of the
Government for that property. Immediate notification (within one workday) of a
Loss, Damage, or Destruction (including Theft) incident/accident shall be made to the
Government contracting Officer (CO) and the Government Contract Officer
Representative (COR) via electronic mail (e-mail). A detailed written report, as determined acceptable by the Government CO, shall be submitted to the Government
CO and COR no later than three (3) workdays after discovery of the Loss, Damage, or Destruction (including Theft) incident/accident to GFP.
3.3 Government Furnished Services. The government will furnish the following service(s):
3.3.1 The Government OC-ALC will remove all panels/cabinets from the E-3 aircraft.
3.3.2 The Government will complete a panel inventory sheet documenting the quantity of panels provided to the contractor. A duplicate copy shall be provided to the contractor once the inventory has been completed. This form shall be completed prior to removal of panels from building 2136, Tinker AFB, Oklahoma.
3.3.3 When the refurbished panels are returned by the contractor to building 2136, Tinker AFB the same inventory sheet shall be used to track the returned panels. A completed duplicate copy shall be provided to the contractor once the inventory has been completed. This copy shall show all panels taken and returned by the contractor.
A panel completion Report with all supporting documents shall be prepared and distributed by the contractor to the contracting officer for payment.
3.3.4 Purchase order/contract number shall be annotated by the contractor on all E-3 inventory control/completion reports. The contractor shall, on the date decided upon for the pickup and return of said panels, call the refurbishment section at (405) 734-
3179 twenty minutes prior to entering the Tinker AFB industrial gate. This call must be made to ensure that the refurbishment section has time to arrive at the industrial gate to escort the contractor through the ramp area to building 2136. The contractor shall upon entering Tinker AFB pull to the side of the road and wait for the refurbishment section to arrive and be escorted.
3.3.5 Emergency Medical Services. The Government will provide 24 hour on-base state certified paramedic level emergency response and patient transport services for contractor personnel who are injured or become seriously ill while on Tinker Air
Force Base. The telephone number is 911 for emergencies.
3.3.6 Calling 911 from a cell phone will be received by off-base emergency 911 system, causing a delay in response time by emergency personnel. When possible use a base telephone to receive on-base help.
3.4 Records, files, Documents, and Work Papers.
3.4.1 All records, files, documents, and work papers provided by the government or generated in support of this contract are government property and shall be maintained and disposed of per AFI 33-322 Records Disposition-Procedures and Responsibilities.
At the time of disposition the contractor shall box, label contents, and turn them over to the contract monitor/COR. If there is no contract monitor/COR the records shall be turned over to the contracting officer.
3.5 The government will provide copies of the Technical Orders listed below.

4 Appendix A
4.1 Definitions
4.1.1 E-3 INTERIOR CEILING AND SIDEWALL ACOUSTIC PANELS: The
panels are made of a nomex honeycomb material with a white or gray decorative perforated vinyl covering. Between the panel and vinyl is a sandwiched layer of
Dacron cloth. Sizes of the panels vary from small access doors of approximately 4” x
4”, 2’x2’ and 4’x6’ and 2 ½’ x 7’ panels with estimated average of 4’x4’ per panel.
Each order will include a panel inventory by part number and a total square footage.
4.1.2 Book case and cabinet panels (i.e. doors, shelves, tops, bottoms, and sides) are made of solid polyurethane foam and have the vinyl covering on both sides and edges. There is no Dacron cloth required on the foam panels for parts.
