E3 Panel Questions Synopsis/Solicitation FA813620Q0009
1. Given that the supplier will be providing the Dacron and Vinyl for this project, can you provide specifications so we can get accurate pricing?
Dacron Cloth P/N – BMS8-64, TYPE I, NSN 8305-01-097-6393
Vinyl – Rigid Vinyl per 204-40005-202 NSN 9330-01-183-4284 (must be perforated)
Both - COLOR WHITE,COLOR ASSN OF THE US,71073 BOTH SIDES
2. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?
Previous Contract - FAF810114D0007
3. Is it possible to get information on the Dacron cloth. There is no specific information on this material in the solicitation. I also understand from informal contacts that the AF may want us to price this proposal with and without the Dacron. Please advise if that matches your expectations.
That is correct, a pricing estimate is acceptable for both with and without dacron.
4. Are there any photographs of the types of panels that will need to be refurbished? We have a short period to complete this proposal and want to get it right.
We do not have photographs of panels, however, panels can be observed on a site visit
5. Is a site visit possible? This proposal requires that the successful bidder coordinate with Tinker and transport panels to and from the facility. It could be very useful if our OP’s manager was able to see the operation after going through whatever clearance process is required.
A site visit is possible. Please coordinate with the contracting office prior to visiting. An extension to the solicitation will not be given to facilitate a site visit.
6. Please share Technical Order 1E-3A-2-7 and Technical Order 1E-3A-4-25-1.
Technical Order 1E-3A-2-7 will be loaded to beta.SAM with the amendment.
Technical Order 1E-3A-4-25-1 is an IPB (Illustrated Parts Breakdown) and would be an immense file to share. Lacking this T.O. does not hinder one’s ability to effectively perform the task detailed in the 1E-3A-2-7. Should a contractor need excessive detailed information during repair/restoration of the panels, an in depth look can be done to obtain specific panel information from the 1E-3A-4-25-1 at that time.

7. Section 1.3.2.1 of the Performance Work Statement (PWS) states that the edges of the panels must be painted to match the vinyl. We assume this applies only to panels where the edge is not covered by the vinyl. (a) Please confirm? (b) When painting is required, is there a paint specification available, or may we quote “industry standard practices”?
That is correct, paint is only required on edges that are NOT covered by vinyl, COLOR WHITE, COLOR ASSN OF THE US,71073
8. Section 1.3.2.1 of the PWS states that panel grates must be painted. Is there a paint specification available, or may we quote “industry standard practices”?
Panel grates are typically painted in Air Force blue, for any grates that require fresh paint please match color to incoming grates
9. Section 1.3.6 of the PWS indicates that the supplier will provide burn certification for any/all materials used in the refurbishment of the panels. (a) Does this mean that we are to provide copies of all material flammability certs we acquire from our suppliers, or does this mean that we are to produce, and burn-test composite coupons matching each panel re-covered? (b) If the latter, to what standard (FAR 25,853, 25.856, etc.) is this to be provided? (c) If composite burns are required, will the GOV provide the honeycomb panels representing the substrate of the panes we are re-finishing?
• Burn certificates acquired from suppliers are acceptable.
• Should you choose to provide a composite test, it will be using your own honey comb and to FAR 25.853 standards
10. Would the Program Office accept a proposal that allows the use of thermal vacuum tables with a re-usable membrane instead of the polyvinyl alcohol film vacuum bags for curing the panels? All other aspects of the specification (temperature, pressure, duration, etc.) would be maintained.
This approach, if allowed, could produce less waste.
The program office would not accept a proposal of thermal vacuum tables at this time
11. Is the full Technical Order 1E-3A-2-7 available to potential suppliers?
No, the full technical order is too extensive and not applicable to a potential contractor. The applicable portion of the 1E-3A-2-7 will be loaded to beta.SAM.
8.100.1 Ceiling and Sidewall Panel Vinyl Replacement.
Use extreme care in removing or installing vinyl to prevent damage to panel edges and core.
Overall limitation of combined potting compound repairs or honeycomb core is 10% of panel surface area. Anything over 10% call OC-ALC/MMAR for engineering assistance.
Carpet may be applied to the forward bulkhead per Paragraph 8.100.2.
The procedure is applicable only to nomex honeycomb panels.
a. Remove any seals, hardware, etc., attached to panel to facilitate removal of vinyl.
Save for reinstallation.
b. Prior to removing vinyl, check panel honeycomb for soft spots by lightly tapping using a blunt instrument. Mark damaged areas on underside of panel for later repair
c. Using a sharp knife and a heat gun, strip old vinyl from the panel.
d. Remove any dacron cloth underliner that may remain after vinyl has been removed
e. Examine panel core and edges for dents, depressions, cracks, gouges, etc.
f. Using Adtech 15-3 or EC-3524 AB potting compound, fill all damaged areas. Allow to cure for 12 hours.
g. After curing, sand filler to match the surface of the panel including the thickness of the open weave fiberglass.
h. Using number 400 or finer sandpaper, lightly hand sand rough areas of the open weave fiberglass.
i. Remove any sanding dust from panel interior using a vacuum.
Methyl Propyl Ketone is flammable and hazardous to health. Use in a well ventilated area.
After surfaces have been prepared and cleaned, extreme care must be taken to keep all dust and foreign materials off bonding surfaces during subsequent operations. Wear clean knitted gloves at all times while handling or working with cleaned surfaces.
Methyl Propyl Ketone is flammable and hazardous to health. When using adhesive prevent skin contact, avoid inhalation of vapors, blend and use only in areas with adequate ventilation.
Pot life of activated adhesive is eight hours at 65-80 degrees F. Set blended adhesive aside for two minutes prior to use. For spraying, thin adhesive with equal parts by volume of Methyl Propyl Ketone. For brushing, adhesive requires through stirring only.
j. Using gauze or cheesecloth, clean open weave fiberglass with aliphatic naptha of Methyl Propyl Ketone. Wipe off solvent before it has evaporated and do not use excessive amounts which would run down into the honeycomb.
k. Clean bonding side of vinyl using gauze or cheesecloth and aliphatic naptha.
l. Prepare Bostik 7132R adhesive by blending 1 part by volume of Boscodur #24, with 16 parts by volume of Bostic 7132R.
Bostic is extremely toxic and is a sensitizer. Eye and skin protection is required. Air supplied respirator is required unless waived by bioenvironmental engineering. Ventilation required in accordance with
AFOSH STD 161-2.
Vinyl must be aligned with panel so that perforations are straight with panel edge.
Excessive heat applied to vinyl will cause damage. Use only amount of heat required to allow tight forming of vinyl over edges.
Methyl Propyl Ketone is flammable and hazardous to health. Use in well ventilated area.
m. Apply adhesive to panel by spraying, using two to three consecutive cross coats.
n. Brush apply a coat of thinned adhesive around the topside edges of the panel including cutouts for a width of 1/4 inch to 1/2 inch.
o. Starting at one end, sweep the dacron fabric onto the honeycomb panel. Remove a wrinkles by sweeping the fabric down from the center outward, using moderate han pressure. Trim as required.
p. Repeat Step m. Also spray the non-decorative side of the vinyl with a light coat of adhesive.
q. Apply vinyl to the panel using the same method outlined in Step o, except do not tri at this time.
r. Brush apply a coat of unthinned adhesive to panel side and bottom edges. Bottom edges should be coated for a width of 1/2 inch.
s. Using heat gun, heat vinyl extending over panel edge. Stretch vinyl over panel side and bottom edges to provide a complete edge wrap around. Trim as required.
If heat cure method is used, allow panel to cool below 100 degrees F before removal of vacuum and vacuum bag.
t. Dampen a gauze pad or cheesecloth with Methyl Propyl Ketone and clean any soiled spots or excessive adhesive from the vinyl decorative surface.
u. Using polyvinyl alcohol make a vacuum bag to fit the particular panel being repaired
v. Apply vacuum to provide a pressure of 10 to 20 psi and cure for 2-4 hours at 120 degrees F or 8-12 hours at room temperature.
w. Remove vacuum and vacuum bag. Check panel for complete bonding of vinyl on panel surface and edges.
x. Reinstall all seals, hardware, etc., removed in Step a.
y. Install new decals as required.
