About this file
This is Addendum No. 1 issued by the State of Hawaii Department of Transportation Highways Division on July 21, 2026, for the Freeway Management System Phase 4 project (Federal-Aid Project No. NH-0300(176)R). The addendum amends the original solicitation for work across the Ewa, Honolulu, and Koolaupoko districts on Oahu, which encompasses replacement of 72 existing closed-circuit television (CCTV) cameras along the H-3 Freeway and within the Tetsuo Harano Tunnel, installation of two new CCTV cameras on the H-3 Freeway, corridor-wide fiber optic trunk communications cable installation and replacement, operator equipment upgrades at the Tetsuo Harano Tunnel traffic operations center, and installation of fiber optic cable and conduit between the Kalihi Interchange and Houghtailing Street on the H-1 Freeway. The non-mandatory pre-bid meeting was held on July 14, 2026, via Microsoft Teams, with bid opening scheduled for July 31, 2026 at 2:00 p.m. Hawaii Standard Time. Bidders were required to submit questions by July 16, 2026 at 2:00 p.m. HST, and Notice to Proceed is scheduled for December 2026.
Addendum No. 1 makes specific revisions to Section 683 (CCTV Camera) specifications and Plan Sheet No. 17 (ITS Key Plan), removing references to an additive alternate that does not exist in the proposal. Key clarifications address camera specifications, including Power over Ethernet (PoE+) powered cameras with specific technical requirements (1/2.9" Progressive Scan RGB CMOS image sensor, fixed iris and focus lenses with specifications for both 3.2 mm and 7.5 mm options, video compression supporting H.264 and H.265 standards), camera mount requirements (outdoor type with aluminum or stainless steel components), and clarification that the State will procure PoE+ switches rather than the contractor. The addendum confirms that funds were obligated in July 2025 and are not subject to recent Buy America legislation under blanket microprocessor exceptions, that Project Labor Agreements do not apply to this solicitation, and that Disadvantaged Business Enterprise (DBE) contract goals are not specified pending HDOT's DBE certification reevaluation. The estimated construction cost ranges between $6 million and $10 million, with work scheduled for approximately 12 months including daytime work (8:30 a.m. to 3:00 p.m. weekdays) and overnight work (9:00 p.m. to 4:00 a.m.).
