About this file

This document is a FedEx User Guide for small package delivery services provided under Wisconsin state contract number 505ENT-O22-SMLPAKGDLV-01, executed through the NASPO ValuePoint Master Agreement MA454 with FedEx Corporate Services Inc. The contract is effective through November 27, 2026, and is available to Wisconsin state entities on an optional basis and cooperatively to Wisconsin municipalities. The Wisconsin Department of Administration serves as the procurement authority, with FedEx Corporate Services Inc. as the contractor providing nationwide shipping services.

The contract covers comprehensive small package delivery services including intrastate, interstate, and international shipping for both inbound and outbound shipments. Services range from FedEx Priority Overnight and Standard Overnight express delivery to various ground services including FedEx Ground, Home Delivery, and Ground Economy (formerly SmartPost). Pricing is determined by shipping zones based on zip codes, package weight (including dimensional weight calculations), baseline transportation rates, and applicable surcharges, with fuel surcharges capped at 7% for all services. The contract eliminates pickup charges for air shipments and weekly service fees for ground services. Users must establish FedEx accounts through a government billing process to access contracted rates, and the contract allows for state purchasing card usage. The scope encompasses delivery to all 50 states with various delivery timeframes ranging from next business day to 2-7 business days depending on service level and destination.

HOW TO NAVIGATE THE CONTRACT

STEP 1: Select a Shipping Service

Go to the "Services" tab for a chart of all FedEx services offered under this contract.

STEP 2: Determine Shipping Costs

Shipping costs are determined by the distance traveled (zone), shipment weight, type of service (baseline transportation rates), and applicable surcharges.

• Zone
Determine the zone with the departure and destination zip codes.
• Shipment Weight
FedEx Ground applies dimensional weight to all shipments on a per-package basis. FedEx Express applies dimensional weight to all shipments in customer packaging and may apply it to shipments in FedEx packaging.

If the dimensional weight exceeds the actual weight, charges may be assessed based on the dimensional weight. See page 125 in the "FedEx Service Guide" for details.

Calculate the dimensional weight.

• Baseline Transportation Rates
See the "FedEx Cost List" for baseline transportation rates for each type of service. The package weight and zone are needed to determine the baseline transportation rate.

NOTE: Column I in the "Services" Tab notes which tab to select in the "FedEx Cost List" for desired services.

• Surcharges
All surcharges are listed in the "FedEx Service Guide" pages 117-133.
