About this file

This is a Federal Required Certification document issued by the City of Pasadena Water and Power (PWP), a department of the City of Pasadena, California, in connection with a gas compressor parts and supplies bid for the Glenarm Power Plant. The certification requires contractors to complete and submit the Appendix A certification regarding lobbying activities as mandated by 44 C.F.R. Part 18. Contractors must certify that no federal appropriated funds have been or will be paid to influence federal officials or Members of Congress in connection with the awarding of any federal contract, grant, loan, or cooperative agreement. Additionally, if non-federal funds are used for lobbying purposes, contractors must complete and submit Standard Form-LLL, "Disclosure Form to Report Lobbying," in accordance with its instructions.

The certification must be signed by an authorized official of the contractor and included in all award documents for subawards at all tiers, including subcontracts and subgrants. Failure to file the required certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 for each failure. The contractor certifies the truthfulness and accuracy of all statements and understands that the provisions of 31 U.S.C. Chapter 38, Administrative Remedies for False Claims and Statements, apply to the certification and any required disclosure. This certification is a material representation of fact and a prerequisite for executing the transaction.
