About this file

This is a Federal Required Certification document applicable to federal contracts, grants, loans, and cooperative agreements involving the City of Pasadena's Public Works Department in California. The certification pertains to the procurement of one 2026 Chevrolet Equinox EV or equivalent vehicle for the city's fleet modernization efforts. The document establishes mandatory compliance requirements for contractors bidding on this vehicle purchase, with particular emphasis on federal funding restrictions and lobbying prohibitions. All contractors must sign and submit the certification to the non-federal entity prior to contract award.

The certification requires contractors to attest that no federal appropriated funds have been or will be used to influence federal officers, members of Congress, or their employees in connection with this contract. If non-federal funds are used for such lobbying activities, contractors must submit Standard Form-LLL disclosing these activities. The certification must be included in all subaward documents at all tiers, and all subrecipients must certify and disclose accordingly. Contractors failing to submit the required certification face civil penalties ranging from $10,000 to $100,000 for each violation. The certification is material to the transaction and submission is a prerequisite for contract award, with false statements subject to administrative remedies under 31 U.S.C. Chapter 38.
