About this file
This is a Federal Required Certification document related to a Structural Firefighting Turnout Gear contract opportunity for the Pasadena Fire Department (PFD) in California. The certification pertains to lobbying disclosure requirements mandated under 44 C.F.R. Part 18 and 31 U.S.C. Section 1352. The PFD seeks a vendor to provide firefighter personal protective equipment (PPE) including turnout coats, pants, gloves, boots, and hoods for approximately 175 firefighters. The successful bidder must provide resources and functions to meet contract objectives, including exchange policies, account management, customized fittings at the PFD site, and specified delivery requirements. Quantities listed in the bid document are estimates only and may vary based on actual orders placed on an as-needed basis throughout the contract term.
The certification requires contractors to confirm that no federal appropriated funds have been or will be used to influence federal officers, members of Congress, or their employees in connection with this contract award. If non-federal funds are used for lobbying activities, contractors must submit Standard Form-LLL (Disclosure Form to Report Lobbying). Contractors must also include this certification language in all subaward documents and require subrecipients to certify accordingly. Failure to file the required certification subjects contractors to civil penalties ranging from $10,000 to $100,000 for each failure. The contractor's authorized official must sign and date the certification, affirming the truthfulness and accuracy of all statements and acknowledging applicability of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements.
