About this file

This is a Federal Required Certification document related to a City of Pasadena procurement for pickup trucks to support Pasadena Water & Power field operations, utility maintenance, emergency response, and departmental transportation needs. The certification, based on 44 C.F.R. Part 18 Appendix A, establishes mandatory lobbying disclosure requirements for contractors participating in federally-funded contracts and agreements. The document requires the contractor's authorized official to certify under oath that no federal appropriated funds have been or will be paid to influence federal agency officials, members of Congress, or congressional staff in connection with the contract award or any related contract modifications.

The certification mandates that contractors disclose any non-federal funds used for lobbying activities by submitting Standard Form-LLL in accordance with applicable instructions. Contractors must also ensure identical certification language is included in all subawards at every tier, including subcontracts and subgrants, with all subrecipients providing corresponding certifications and disclosures. Failure to comply with these requirements subjects violators to civil penalties ranging from $10,000 to $100,000 per violation. The contractor's authorized official must sign and date the certification, acknowledging that false statements are subject to penalties under 31 U.S.C. Chapter 38, Administrative Remedies for False Claims and Statements, and that submission of the certification is a prerequisite for contract execution.
