About this file

This is a Federal Required Certification document applicable to the City of Pasadena's On-Call Architectural Services contract opportunity in California. The certification pertains to lobbying activities and compliance requirements mandated by federal regulations, specifically 44 C.F.R. Part 18 and 31 U.S.C. Section 1352. Contractors must certify that no federal appropriated funds have been or will be paid to influence federal officials in connection with the contract award. If non-federal funds are used for lobbying purposes, contractors must submit Standard Form-LLL, the Disclosure Form to Report Lobbying, in accordance with its instructions. The certification requirement applies to all subawards and subrecipients at all tiers, including subcontracts and subgrants.

This certification constitutes a material representation of fact and is a prerequisite for contract execution. Contractors must have an authorized official sign and date the certification, affirming the truthfulness and accuracy of all statements. Failure to submit the required certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 for each failure. Additionally, contractors acknowledge that the provisions of 31 U.S.C. Chapter 38, which addresses administrative remedies for false claims and statements, apply to this certification and any related disclosures. This federal requirement ensures compliance with anti-lobbying statutes and maintains transparency in the use of federal funds associated with this municipal contract.
