About this file
This is a Federal Required Certification document mandated under 44 C.F.R. Part 18, applicable to the City of Pasadena's Low-Interest Solar and Energy Storage Loan Program in California. The certification pertains to lobbying restrictions for federal contracts, grants, loans, and cooperative agreements. Contractors must certify that no federal appropriated funds have been or will be paid to influence federal officers, members of Congress, or their employees in connection with the award of this federal transaction. The certification requires contractors to submit Standard Form-LLL if non-federal funds have been used for lobbying purposes related to the program.
The document establishes mandatory compliance requirements for all contractors and subrecipients participating in the program at all tiers. Contractors must include the certification language in all subaward documents and ensure all subrecipients provide corresponding certifications and disclosures. The certification constitutes a material representation of fact required by section 1352, title 31, U.S. Code, with violations subject to civil penalties ranging from $10,000 to $100,000 per failure. Contractors certify the truthfulness and accuracy of their statements, understanding that provisions under 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements apply to their certification and any required disclosures.
