About this file

This document is a Certification Regarding Lobbying form (31 CFR Part 21) that requires a contractor to certify that they have not used federal appropriated funds to influence or attempt to influence government officials in connection with federal contracts, grants, loans, or cooperative agreements. The certification requires the contractor to disclose any non-federal funds used for lobbying purposes and mandates that this certification language be included in all subawards and subcontracts.

The document outlines significant legal and financial consequences for non-compliance, including potential civil penalties ranging from $10,000 to $100,000 for each failure to file the required certification. The form must be signed by the contractor's authorized official, who attests to the truthfulness of the statements and acknowledges that the provisions of 31 U.S.C. Ch. 38 regarding Administrative Remedies for False Claims and Statements apply to this certification.
