About this file
This is a Technical Specifications document issued by the City and County of Denver Department of Transportation & Infrastructure for a federally-assisted construction project involving replacement of an existing span wire signal with a new HAWK (High-Intensity Activated crossWalK) pedestrian signal at the intersection of Federal Boulevard and Amherst Avenue, with associated ADA ramp construction. The contractor must complete all work within 180 calendar days from the Notice to Proceed. Key project deliverables include removal of existing traffic signal equipment, construction of curb and gutter, curb ramps, sidewalks, erosion control measures, landscaping restoration, signing and striping, and installation of LED pedestrian signal faces, traffic signal controllers, fire preemption units, telemetry equipment, closed-circuit television, and ethernet switches. The project is governed by the Colorado Department of Transportation's 2025 Standard Specifications for Road and Bridge Construction, with applicable standards from the City and County of Denver's design manuals and the Urban Storm Drainage Criteria Manual. Prospective bidders must contact Project Manager Marie Thoming at Marie.Thoming@denvergov.org at least 24 hours in advance to review the project site and submit all questions in writing for formal responses via Addenda only.
The contract requires a Disadvantaged Business Enterprise (DBE) participation goal of 0 percent, with On-the-Job Training not required. No minimum wages or prevailing wage information beyond Department of Labor General Decision Number CO20250009 for highway construction in Denver and Douglas counties is specified in these specifications. The project includes comprehensive erosion control and stormwater management requirements, with the contractor responsible for obtaining and transferring the Construction Activities Stormwater Discharge Permit (CASDP) prior to construction commencement. The contractor must retain a qualified wildlife biologist to conduct migratory bird surveys and implement protection measures if construction occurs between February 15 and August 31. All materials suppliers and rental equipment companies with written agreements exceeding $10,000 must establish accounts in the City's B2GNow software system. The specifications establish payment provisions for specific line items including clearing and grubbing, removal of structures, traffic signal equipment, erosion control measures, and deciduous tree planting, with the contractor responsible for all costs associated with permit compliance, corrective actions required by regulatory agencies, and any work suspension beyond the approved contract time.
