FDACS DOQ 26 27 26 Addendum No. 1 Summary
This addendum document provides clarifications and responses to written questions submitted by prospective Architect and Engineering firms regarding the Conner Complex New Laboratory Facility project issued by the Florida Department of Agriculture and Consumer Services. The project seeks design services for a new 156,000-square-foot multi-discipline laboratory facility at the Doyle Conner Complex in Tallahassee, Florida. The facility will accommodate five department scientific divisions and include dedicated laboratories capable of BSL-2 and BSL-3 containment, offices, storage, shared services, and loading/receiving areas. Proposals were due August 4, 2026, at 5:00 p.m. ET, with a proposal opening scheduled for August 5, 2026, at 10:00 a.m. ET. Written inquiries had a deadline of July 14, 2026. No site walk-through or bidders' meeting was conducted. A minimum of three firms with the highest preliminary evaluation scores will be shortlisted for interviews scheduled August 31 through September 4, 2026, with the short list announced August 17, 2026.
The Department clarified that only the prime proposer is required to complete the Standard Form 330, though subconsultants' SF330 forms may be included in the submission packet. Key unresolved matters include the absence of an established project construction budget, no pre-selected Construction Manager at Risk, and environmental constraints to be verified during the design phase. The Department does not maintain public lists of interested A/E firms, general contractors, or plan holders. No formal masterplan exists for the broader Conner Complex site, though the facility study includes a notional site plan. The design phase will commence immediately upon contract award and progress continuously through 100 percent construction documents to facilitate subsequent permitting and construction phases. The facility study report access, sustainability certification requirements under Florida Statute Section 255.257, and other project specifics require direct coordination with the Department or prime A/E respondents.

Solicitation Number: FDACS SOQ DOA 26 27 26
Solicitation Title: Architect – Engineering Services Conner Complex New Laboratory Facility
Addendum Number: One (1)
This Addendum provides the Department’s answers to written questions received by the deadline in the above-referenced solicitation.
Question Answer
Would you be able to provide or advise on the following?
How we can request access to the conceptual facility study report referenced in the SOQ.
Whether there is a plan holders list, interested firms list, or any public listing of A/E firms pursuing this opportunity.
Whether FDACS encourages or tracks participation of certified minority business subconsultants as part of the A/E team.
Whether firms like ours should submit any information directly to FDACS, or only coordinate with prime A/E respondents.
Response is provided directly to the requestor.
The Department does not have a plan holders list, interested firms list, or listing of A/E firms pursing this opportunity. Firms selected for interview shall be publicly noticed on the MyFloridaMarketPlace Vendor Information Portal.
Subcontractor entity designation is not recorded by the Department.
Specialty contractors or subconsultants are encouraged to coordinate directly with prime A/E respondents.
If it's not too much trouble, would you be willing to share the names of any General Contractors you know who may be pursuing this project? It would be greatly appreciated.
The Department does not have a list of interested General Contractors.
If known, when is this project expected to go to bid for contractors and what is the expected start date for construction?
This is not yet determined.
Is the firm that prepared the study precluded from submitting on the project?
Refer to SOQ DOA 26 27 26, Section 3
(H) Rejection of SOQ Proposal Response.
Are subconsultants required to complete the SF330 or just the Prime Proposer?
Only the Prime Firm (Proposer) is required to complete and return the SF330; however, the Prime Firm may include subconsultants SF330 forms in their submission packet.
6 Has a CM been selected? No.
7 Is there a project or construction budget? Not at this time.
8 Will there be a walk-through or site meeting? No.
Are there any requirements for the existing buildings?
Subject to the placement location of the new facility during the design phase, other ancillary buildings may require relocation, however no disruption of major campus operations is anticipated.
Generally, a focus in scope is not anticipated at existing buildings.
Does the facility study include masterplan context for the rest of the Conner site?
The study does not include a masterplan of the campus, only a notional site plan in the absence of a formal design.
What is the anticipated number of BSL-3 suites, and is select agent work anticipated within the new facility?
At minimum there will be one, but the final quantity is undetermined at this time.
Are there defined adjacency requirements or cross-contamination protocols between the five scientific divisions that respondents should address in their SOQ narrative?
There are no predefined adjacency requirements that need to be addressed in the SOQ.
Has a construction budget been formally established for Project 1175, and if so, what is the Owner's Construction Budget as referenced in Article 8.1 of Attachment F?
Not at this time.
Has a Construction Manager at Risk been identified or pre-selected, and will the selected A/E firm be expected to participate in the CM procurement process?
No a construction manager has not been selected. The A/E will not be obligated to directly participate in the CM procurement process.
Does FDACS have a target substantial completion date or a legislative session milestone that should inform the A/E's proposed design schedule?
The design phase will begin immediately upon award of the A/E contract and is expected to continuously progress through full and complete 100% construction documents, to facilitate subsequent permitting and construction phases.
Are there known environmental constraints on the Conner Complex site, such as wetlands, FEMA flood zones or prior contaminated soils, that respondents should account for in their approach?
This will be verified through the design phase.
If the scope of work is to include demolition of existing structures, have environmental surveys of those structures been completed?
This will be verified through the design phase.
Does FDACS have a sustainability certification requirement or energy performance target for this facility under Section 255.257, F.S.?
The Owner will expect the design to include sustainable principles in accordance with Florida Statute, however pursuit of third-party certification is not a confirmed requirement.
May subconsultant SF 330 forms be submitted as part of the primary proposal package, or must they be included in a separate binder?
Only the Prime Firm (Proposer) is required to complete and return the SF330; however, the Prime Firm may include subconsultants SF330 forms in their submission packet.
For the Current Workload calculation in PQS Section B, should multi-discipline firms with multiple Florida offices report only the fees from the office listed in Section A, or aggregate fees across all Florida offices performing work relevant to this scope?
Review the definition of Current Workload on Attachment B – Professional Qualification Supplement.
Should Fees on Hold include projects where a notice to proceed has not yet been issued, or only projects where a contract is fully executed?
Review the definition of Fees On Hold on Attachment B – Professional Qualification Supplement.
The SOQ states a minimum of three firms will be shortlisted for interviews. Is there a maximum number of firms that will be invited to interview?
No maximum number limit is currently established.
Will the selection committee score firms based solely on the written SOQ submission during preliminary evaluation, or will any supplemental materials submitted in a separate binder be considered?
Review Section 4. Selection Procedures.
Section E of the SF 330 requests key personnel resumes. Is there a page limit per resume or a maximum number of key personnel that should be included?
Review Standard Form 330 - Page 2 of Instructions, Section E. Resumes of Key Personnel Proposed for this Contract. There is no limit to the number of personnel resumes submitted; however, the individual resumes should not extend beyond one supplemental page insertion.
