About this file
This is a Professional Qualification Supplement (PQS) form for Architect-Engineering Services submitted to the Florida Department of Agriculture and Consumer Services for the Conner Complex New Laboratory Facility project in Tallahassee, Florida. The form is designed to evaluate the qualifications and capacity of prime firms bidding on the multi-discipline government laboratory facility design services. Proposals are due August 4, 2026 at 5:00 PM ET, with proposal opening scheduled for August 5, 2026 at 10:00 AM ET. The PQS requires firms to provide their current workload information, including active projects and fees on hold, to demonstrate available capacity for the proposed engagement.
The PQS requires prime firms to document their billable office staff, current workload fees, and fees on hold to calculate workload-to-staff ratios that indicate firm capacity. Firms must list all remaining billable fees for their Florida office location, with specific instructions to include only fees related to the requested project expertise such as architecture or engineering. The form defines billable office staff as the sum of principals, technical, and production staff within the prime firm's office, excluding overhead personnel. For multidiscipline firms with multiple offices, fees associated with support staff in other locations should be included in the total fee calculation for the respective disciplines, demonstrating how the firm allocates resources across its organization.
