Provide all necessary resources to inspect, maintain, and repair GRAB Barrier and Delta Bollard systems across Edwards AFB and Plant 42 Monthly Preventive Maintenance based on Contractor submitted PMI Plan Routine Service Calls to perform maintenance or repairs not classified as emergency Emergency Service Calls to perform maintenance and repairs to correct dangers or restore essential services
Requirement Overview
Trip charges serve as the minimum payment for work requests not performed in conjunction with scheduled monthly preventive maintenance Over and Above allows negotiation of parts and labor for repairs not identified in the PMI plan Minor parts costing $100 or less are absorbed by the Contractor Requirement Overview Cont.
Competitive Procedures 100% set-aside for small business Contract Type Single Award, Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) Period of Performance Five Years, plus the Option to Extend Services for a total of 6 months Evaluation Method Performance Price Trade-off (PPT) with a Technical Pass/Fail where performance is approximately equal to price when being evaluated Important Solicitation Details
Proposals will include three volumes Price Technical Past Performance See 52.212-1 – Instructions to Offerors for specific proposal preparation instructions See 52.212-2 – Evaluation--Commercial Items for specific evaluation criteria
Proposal Preparation
Unit prices are entered on the 1449 Solicitation Schedule for each CLIN except Over and Above, which is a predetermined estimate to be negotiated as needed throughout performance Total price equals unit prices times quantity and includes predetermined Over and Above estimates and the six-month option prices Six-month option unit prices will be the same as the final FY CLIN unit prices Six-month option quantities will be half of the last contract year quantities for evaluation purposes
Price Proposal
All services under the contract have been deemed mission essential In the event of a crisis, services will not be interrupted The Technical Proposal is the offeror’s Mission Essential Services Plan Plan must meet minimum requirements detailed in 52.212-2, 252.237-7024, and 252.237-7023 Technical Proposal rated on a pass/fail basis
Technical Proposal
Offerors submit up to three Past Performance Information Forms (PPIF) detailing recent or current contracts most relevant in demonstrating ability Offerors must also submit up to three PPIFs for all subcontractors, teaming partners, and/or joint venture partners and thoroughly explain the relationship of each partner Include copies of teaming and/or joint venture agreements Include Subcontractor Consents if applicable
Past Performance Info
Offeror sends Past Performance Questionnaires (PPQ) to contract POC’s and is responsible for tracking the ultimate delivery of the PPQ to the AFTC/PZIOB CO and CS Each PPQ must correspond to a PPIF submitted with the offeror’s proposal Past Performance Info Cont.
Simplified Acquisition Procedures are being utilized and basis for award will be in accordance with FAR 13.106-3 A PPT approach utilizing a technical pass/fail will be used for evaluation of proposals Offerors will be ranked in order of lowest price
Basis of Award
If the lowest priced evaluated technically acceptable offeror is judged to have a “Substantial Confidence” performance confidence assessment rating, that offer represents the best value for the government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers.
If the lowest priced evaluated technically acceptable offeror is not judged to have a “Substantial Confidence” performance confidence assessment rating, the next lowest priced offeror will be evaluated and the process will continue (in order by price) until an offeror is judged to have a “Substantial Confidence” performance assessment or until all offerors are evaluated. The Source Selection Authority shall then make an integrated assessment best value award decision.

Must send out the PPQ attached to our solicitation to all Points of Contact (POCs) identified in each Past Performance Information Form (PPIF); Contract Administrator (CA), Contracting Officer (CO), and Project Manager (PM) The Past Performance Evaluation Team will make their best effort to contact the POCs listed on your PPIF if your company’s past performance is evaluated and there is a missing PPQ
