SECTION I
DESCRIPTION OF SERVICES/GENERAL INFORMATION
1.0. Scope of Work. The contractor shall provide all personnel, tools, supplies, equipment, materials, repair and replacement parts, transportation, and communication necessary to inspect, maintain, and repair Ground Retractable Automotive Barrier (GRAB) and Delta Bollard systems located at Edwards AFB, CA (EAFB) and at Air Force Plant 42, CA (AFP42).See Appendix A and B for expected workload and the description/location of the bollards and barriers. The contractor shall provide on-site monthly inspection/preventive maintenance and authorized emergency and routine repair service. All maintenance and repair work performed under this Performance Work Statement (PWS) shall be in accordance with industry/commercial practices as well as all local, state, and federal regulations. Ensure areas are clean, orderly and free of debris upon completion of each service. If manufacturers’ recommended parts are not available, replacement parts shall be equal to or better than the manufacturer’s recommended part.
Technicians performing work under this PWS shall be trained and have a minimum of 2 years certifiable experience inspecting, testing and maintaining GRAB barriers and Delta bollard systems. Contractor shall provide documentation of the technicians training and experience along with their proposal for evaluation.
1.1. Preventive Maintenance (CLINs 01, 02, 06 and 07). The contractor shall perform all required inspections and maintenance of the GRAB and Delta Bollard systems to ensure the system is fully operational at all times unless otherwise approved by the program manager (PM).
Preventive maintenance, as indicated in Appendix D, “Minimum PMI Inspection/Maintenance Items,” shall be performed according to the frequency listed for each task in order to keep all GRAB barriers and Delta Bollards in a fully operational and maintained condition. GRAB System component description is identified as: Foundation, anchor stanchions, pistons, net lifting arm assembly (including motor and gearbox), net, net pads, safety equipment (traffic lights, safety beacon), barrier control panel, electrical control panel, net encasements, cable bumpers, safety detection and warning systems, vehicle loop detection system, and all operators stations.
Preventive maintenance for the GRAB barrier systems at the EAFB entry gates shall be performed on Saturdays to minimize impact to base traffic. For AFP42, ensure that preventive maintenance is scheduled with the Government PM at least one week in advance.
1.1.1. Preventive Maintenance Inspection (PMI) Program. The contractor shall submit a PMI plan to the PM for approval within 10 calendar days of award. The purpose of the PMI program is to prevent and correct deficiencies with the GRAB and Delta Bollard systems, minimize equipment breakdowns and service interruptions, extend component service life, and maximize operating efficiency. The PMI plan shall include equipment components to be inspected and maintained, inspection and maintenance techniques (adjustment, lubrication, repair, replacement, inspection, and testing of the bollard and barrier systems and all associated mechanical devices and safety equipment), inspection and maintenance frequencies, and reporting methodology.
The PMI plan shall also include a checklist that incorporates at a minimum the items identified in Appendix D. The contractor shall update PMI plan throughout the period of performance to reflect any changes in equipment inventory.
1.1.2. Maintenance and Repair Parts. Maintenance and repair parts are classified as either Major or Minor. Nuts, bolts, cotter pins, shear pins, filters, grease, paint, turnbuckles, assorted relays, activation switches, traffic lights, hydraulic hoses, pressure gauges, and other items are considered Minor parts if they cost $100 or less per piece or item. Minor repair parts costs shall be absorbed by the contractor under CLINs 0001, CLIN 0002. Major parts would include: cylinders; grab nets or other items that cost over $100 per piece or item. The cost of Major parts, with prior approval, will be paid to the Contractor under Over and Above procedures utilizing the Over and Above CLIN 0009.
1.2. Service Calls. The Contracting Officer (CO) will designate in writing, individuals authorized to place service calls to the contractor for maintenance and repair services. Service calls may be classified as routine or emergency, and the assigned designation will be provided to the contractor with each service call. The contractor shall establish and maintain a 24 hours, 7 days a week capability to receive service call requests.
1.2.1. Routine Service Calls (CLINs 03 and 08). Routine service calls apply to maintenance or repairs not classified as an emergency. The contractor shall coordinate and schedule service with the PM within 4 hours of notification. Typically routine work shall be performed in conjunction with monthly Preventive Maintenance Inspection (PMI) service. In the event a routine call must be performed at a time other than in conjunction with the monthly PMI service, the routine work shall be completed within 4 business days after receipt of a routine service call.
1.2.2. Emergency Service Calls (CLINs 04 and 09). Emergency service calls will be placed for the correction of a barrier or bollard system condition that constitutes an immediate danger to personnel, threaten property, or require action to restore essential services (Force Protection).
The contractor shall coordinate and schedule service with the PM within 1 hour of notification and shall be on the job site within 4 hours. The contractor shall work continuously until barrier or bollard systems are fully operational or the condition is downgraded to a routine service by the PM. Emergency service calls may be placed outside normal working hours.
1.2.3. Trip Charge (CLINs 05 and 10). The trip charge will be the minimum paid for routine work requests not performed in conjunction with scheduled monthly PMI or emergency service calls.
1.3. Over and Above (CLIN 11). This allows the government and the contractor to negotiate parts and labor for repairs not identified in the PMI plan. Over and above requirements are provided in DFARs clause 252.217-7028, Over and Above and AFMC FAR Sup clause 5352.291-9000, Additional Over and Above Work Procedures.
1.3.1. Over and Above Repair Procedures. The contractor shall submit a written work request form (Appendix C), with a detailed cost estimate and warranty terms, to the government PM and quality assurance personnel (QAP) within 5 business days of identification of required repairs.
The Contractor shall commence and complete work by the negotiated dates and schedule repairs with the PM at least 48 hours in advance. If the Government and Contractor cannot agree upon a firm-fixed price for the Over and Above work request, the Government has the right to openly compete the Over and Above work.
1.4. Environmental Management System. The 412th Test Wing maintains a conforming environmental management system (EMS). The services provided by this agreement are within the scope of the EMS. Control of environmental pollution requires consideration of air, water and land uses, involves the management of noise, solid waste, thermal energy, and radioactive materials, as well as other pollutants. Environmental protection shall be provided during the life of the contract. Contracts managed by either party shall ensure compliance with FAR 52.223-5, Pollution Prevention and Right-to Know Information and all contracts shall conform with all operational controls identified in the applicable facility EMS and shall provide monitoring and measurement information necessary for the Government to address environmental performance relative to the goals of the EMS. Protective measures shall be incorporated to control pollution and/or correct environmentally impacting conditions that may develop as a result of this contract.
Guidance is available from the Environmental Management Division, 277-1401.
1.4.1. Hazardous Waste Materials. The contractor shall transport and dispose all hazardous/non-hazardous contents or materials from the GRAB barriers and Delta Bollards systems to an approved off-base facility. For work performed at EAFB, all waste discharge manifests must be signed by the 412 CE/CEV office, Building 4231, prior to any off-site waste disposal. For work performed at AFP42, all waste discharge manifests must be signed off by 412 TW/OL-AF Plant 42/CE. The contractor shall maintain and have available upon request all documentation associated with the sampling analysis, transportation, and destruction of hazardous and non-hazardous materials.
1.5. Maintenance Reports and Records.
1.5.1. Reports. The contractor shall submit accurate and detailed electronic reports documenting each service or repair performed to the QAP and PM via email within 5 business days from the date of service or repair. Reports, as a minimum, shall identify the specific GRAB barrier and Delta Bollard, specific location, date of the inspection, date and time of service, name of the inspector, name of repair technician, overall condition of the bollard and barrier system, man-hours by labor rate, work performed, and any other pertinent or useful information.
1.5.2. Records. The contractor shall maintain accurate, current, legible records for each GRAB barrier and Delta Bollard IAW commercial standards and practices. Each record shall include a checklist of all PMI, repairs and maintenance, scheduled versus actual completion dates, the person(s) who performed the work, and any other recommended work. The contractor shall provide an electronic copy of the maintenance records to the COR and PM via e-mail within 5 business days from the date of the service or repair.
1.6. Hours of Operation. Normal duty hours for Edwards AFB are 7:00 a.m. to 5:00 p.m.
Monday through Friday, except on federal holidays. Normal duty hours for AFP42 are 7:00 a.m.
to 3:30 p.m. Monday through Friday, except on federal holidays. The contractor may elect to work daylight hours beyond normal hours or on Saturdays with coordination and prior approval of the government representative at no additional cost to the government.
1.7. Contract Manager. The contractor shall provide the contact information for the contract manager and alternate(s), to the CO prior to the contract start date and shall be updated as needed. The contract manager and alternate(s) shall be authorized to represent the contractor and make binding contractual agreements with the government. The contract manager or alternate(s) shall be available by phone or radio within 1 hour to discuss any problem areas, issues, or concerns. The contract manager and alternate(s) shall read, write, speak, and understand English.
1.8. Traffic Control. Security Forces will be solely responsible for all traffic control operations at EAFB and AFP42 during all GRAB barrier inspection, testing, and maintenance operations. At no time will a contractor direct traffic. The contractor shall contact Security Forces to establish a time to meet with designated Security Forces patrols. Only after Security Forces arrives on scene and initiates traffic control may barrier testing begin. The contractor shall develop and provide an annual schedule and a document outlining written procedures technicians will use to safely raise and lower the GRAB barriers to the CO for acceptance 10 days prior to the contract start date.
1.9. Manpower Reporting. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Bollards and Barriers Maintenance via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year.
Contractors may direct questions to the CMRA help desk.”
1.9.1. Uses and Safeguarding of Information. Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
1.9.2. User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
SECTION II
SERVICES SUMMARY
2.0. Performance Objectives. The contractor service requirements are summarized into performance objectives that relate to mission essential items. The performance thresholds briefly describe the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

Quality Control Plan Maintain a quality control program to ensure maintenance and repair services are performed.
2.2 No valid customer complaints
permitted.
2.1. Quality Assurance Personnel. The CO will appoint a primary and alternate Performance Management Specialist for surveillance of the day to day activities of the contract. The identity, title, and authority of this representative will be provided in writing to the contractor after contact award.
2.2. Quality Control Plan. The contractor shall submit a quality control plan (QCP) to the PM and CO for approval within 10 calendar days of both contract award and when changes are made to the approved plan. The QCP shall ensure that all bollard maintenance and repair services are performed in accordance with applicable commercial standards, regulations, laws and codes, and contractor’s PMI Plan. The QCP shall describe the overall quality approach and quality control inspection system tasks to identify and prevent defective services from occurring or recurring.
As a minimum, the contractor shall: Develop quality control procedures that address the areas identified in the Services Summary and an internal inspection/surveillance system; maintain all quality control records for the duration of the contract and make them available to the government COR, PM or CO within 24 hours upon request; and provide quality control inspector(s) contact information to the CO, PM, and COR for notification of customer complaints, government concerns, or emergency situations. This listing should contain current names and phone numbers, and be updated when changes occur. The contractor shall maintain and update the plan as necessary throughout the period of performance.
2.3. Quality Assurance. The government will inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The COR shall inspect by watching actual task performance, physically checking attributes of the completed tasks, checking management information reports, investigating customer complaints, conferring with facility managers, and otherwise inspecting the tasks or their results to determine whether or not performance meets the standards contained in this PWS. The COR will use the contractor’s work schedule to record surveillance results. Results of the surveillance then become the official Air Force record of the Contractor’s performance. When a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the CO a Corrective Action Report (CAR), for issuance to the contractor.
The contractor shall respond to the CAR IAW instructions provided and return it to the CO within 10 calendar days of receipt.
2.4. Surveillance Methods.
2.4.1. Periodic Surveillance. This method requires the COR to employ a “spot check” style of evaluation based on the contractor’s schedule. Periodic surveillances will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted to 100% surveillance, based on quality trends. Any unsatisfactory inspection (defect) result shall be recorded, and the Contractor shall re-perform the service after notification by the COR. Failing to meet the performance threshold as outlined in the Services Summary (SS) for any of these performance objectives in any one month period shall result in a warning or letter of concern from the CO. Failing to meet the performance threshold as outlined in the SS of these performance objectives in any combination for any two, or more consecutive or non-consecutive months during a contract period shall constitute an immediate Progress Meeting with the multi-functional team.
2.4.2. 100% Surveillance. This method requires the COR to inspect the service each time it occurs. Results shall be annotated on the inspection schedule. Any deficiency shall be documented and the contractor shall re-perform service immediately, if appropriate, or within 24 hours at no increase in contract amount. Any unsatisfactory inspection identified but re-performed acceptably shall still be counted as an unsatisfactory inspection for trending purposes.
2.4.2.1. Receiving two or more unsatisfactory 100% surveillances within a 12 month period may result in unsatisfactory past performance documentation. Continued receipt of unsatisfactory 100% surveillances during the contract period shall constitute a negative trend and the CO may take any appropriate action in accordance with the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance.
2.5. Quarterly Performance Meetings. The Contractor shall be available to meet periodically with the CO and multi-functional team members to discuss any issues with the performance of the services. The COR shall provide a written summary of unsatisfactory inspections and validated customer complaints and provide insight into any identified trends. Minutes will be signed by the CO and distributed.
SECTION III
GOVERNMENT-FURNISHED PROPERTY AND SERVICES
3.0. Government-Furnished Property (GFP). There is no GFP or Facilities provided on this contract. The contractor shall be responsible for the storage and safekeeping of all material to be used in this work.
3.1. Services. The Government will provide adequate shared parking for contractor personnel privately owned vehicles. Utilities: Electricity, gas, water and sewage service as necessary for accomplished of work in accordance with this contract.
3.1.1. Security Forces. The Government will provide general on base Security Forces services.
EAFB Security Forces telephone extension is 911 for emergencies and (661) 277-3340 for routine calls. AFP42 Security Forces telphone extension for emergencies is 911 and for routine calls is (661) 272-6600.
3.1.2. Fire Prevention and Protection. The Government will provide fire prevention and protection. The EAFB Fire Department telephone extension is 911 for emergencies and (661) 277-3643 for routine calls. The AFP42 Fire Department telephone is (661) 272-6740/6741 for fire dispatch and (661) 272-6628 for the Deputy Fire Chief.
