MEMORANDUM FOR WHOM IT MAY CONCERN
SUBJECT: FA9101-18-R-2002, Target Demolition and Disposal Services, Questions and
Answers
1. Will a bigger piece of equipment be required for the targets that have a larger thickness?
a. Possibly; this will be at the discretion of the offeror.
2. Does there need to be different prices for each size target?
a. This will be determined by each offeror. The Government has provided the expected CLIN structure based on total volume.
b. FAR clause 52.204-22, Alternative Line Item Proposal, has been included with the solicitation and offerors are authorized to provide one or more alternative
CLIN structures. For evaluation purposes, all offerors are required to submit offers according to the Government’s established CLIN structure and will be evaluated according to that structure.
3. How do the lifting lugs need to be palletized? Do they need to be banded?
a. The Government has not established any particular method with the exception of being palletized and delivered to Building 1178 on Holloman AFB, NM.
4. When does the Government expect to award?
a. The Government is planning for award no later than November 1, 2018; this date is subject to change.
5. When does the Government expect the first task order to be awarded?
a. The basic contract and first task order will be awarded concurrently.
6. Does the Government expect any additional rubble that needs to be removed with the first task order?
a. No; the requirements for the first task order are established in Attachment 12.
7. Is the Government going to provide any historical or estimated future demolition?
a. Historical data was provided with the request for quote at Attachment 8.
b. Future testing and associated demolition varies from month to month and year to year based on customer testing demands. Currently, the historical data is the most effective measurement of demolition requirements for contractor planning purposes.
8. Are there any known or anticipated environmental issues that need to be addressed?
a. The performance work statement (PWS) identifies appropriate regulations.
Additionally, contractors are expected to abide by commercial standards and regulations, as applicable.
9. Is there a set date on if/when the La Luz Gate will close?
a. The 704th Test Group has been in discussions with the 49th Wing regarding use of the La Luz Gate. A final decision has not been made at this time.
b. Contractors should quote with the assumption that use of the La Luz Gate will not be authorized.
10. What road (50 or 9) is the contractor expected to take coming into and out of the demolition site?
a. Generally, a contractor will utilize Range Road 9 to reach the north end of the
Holloman High Speed Test Track (HHSTT) though this is subject to change.
11. Does the Government have an estimated number of roadblocks or known site closures in place?
a. This information changes frequently. Upon award of a task order, the contractor is required to provide a schedule per PWS paragraph 2.3. In turn, the Government will identify any known dates and times the contractor is not allowed to be on the demolition site due to mission testing.
12. With the urgent target demolitions and disposal, will the contractor be allowed to have equipment on site early?
a. No; urgent demolitions generally occur due to the inability to move the target from the test location to the demolition area. As such, during a test period, no equipment is authorized in the immediate vicinity of the north end of the test track or designated demolition area.
13. Will all targets be laying down for easier demo and removal?
a. Yes, the Government will lay all targets down regardless of location.
b. The PWS, at Attachment 1, Section 3.1.2, has been updated to reflect the following information:
i. “In a routine demolition, the Government will lay all targets down in the pre-defined work area. In the case of urgent demolition, the Government will lay down all targets at the north end of the HHSTT.”
14. Will the 40x40x7 targets be laying down, especially for urgent removal?
a. Yes; the Government will lay all targets down.
15. Will the site visit attendee list be posted
a. Please see Attachment 14.
16. The PWS sections 1.5 and 1.6 discuss the specifics of Place of Performance and Specific
Tasks. These indicate that the materials requiring demolition and removal will be staged at the predefined work area and that disposal of targets is all that is required. Will the
Government, or one of its other contractors, be moving the target debris to the predefined work area or is the government requiring the winning contractor of this RFQ to remove the target material from the target location and transport it to the work area?
a. In the case of routine demolition, the Government will move the concrete targets to the predefined work area. The contractor will be required to demolish the target and remove all refuse from that loaction.
b. In the case of urgent demolition, the contractor will be required to demolish the target in place at the north end of the HHSTT.
c. The predefined work area for routine demolition is approximately 250 yards of the urgent location.
d. The PWS, at Attachment 1, Section 3.1, has been updated to reflect the following information:
i. “3.1 In the case of routine demolition, the Government will move the concrete targets to the pre-defined work area referenced in Section 1.5. In the case of urgent demolition, the contractor will be required to demolish the target in place at the north end of the HHSTT.”
17. If the contractor is required to remove the targets from the target area are there footings below the targets which cannot be damaged?
a. The contractor is not required to move the target outside of refuse removal.
18. Will a hot work permit be required or is there a blanket one already in place?
a. A hot work permit is not required; hot work is not authorized at the site due to safety protocols.
19. What will be the allowable working hours for this site. The urgent volume only allows for seven calendar days for completion, are nights and weekend working hours allowed?
a. Please see Section 4.0 of the PWS and the “ON-BASE PERFORMANCE” section of Attachment 5, Holloman Specific Language. Demolition activities outside of normal duty hours requires advanced approval from the Contracting
Officer, Program Manager, or Contracting Officer’s Representative and must be requested in writing.
20. According to the PWS, access to the site is via Range Road 9, will this require access through a manned gate and if so what are the operational access times for those gates.
Also, will base identification cards be issued or just valid state or federal identification suffice.
a. Contractors are expected to utilize the Holloman AFB Commercial/West Gate for access to the installation. The hours are Monday – Friday, 6:00 am – 6:00 pm for commercial vehicles.
b. The contractor will need to obtain a USAF common access card for installation access.

21. Could other range use, such as White Sands Missile Range (WSMR) tests, shut the work area down during the task order periods of performance and, if so, how will this affect the
Urgent Volume schedule requirements?
a. Yes, WSMR testing can impact activities at the HHSTT.
b. In the event a WSMR test impacts the HHSTT, neither the Government nor the contractor will be authorized work access to the demolition area. This will permit adjustment to the urgent demolition timeframe.
22. Is the HHSTT in an area that may require the use of laser eye protection, and if so will that be provided by the government?
a. No, the demolition area is not in an area that requires laser eye protection.
23. The offers information document states “*Quantity will only be utilized to calculate total evaluated price. Actual quantity will vary by each task order. See historical data for recent quantities”. The historical data does not provide information for the determination of which quantities were Urgent or Routine. Are we to assume any quantity below 12,000 cubic feet was Urgent and any above were Routine, e.g. FY17, June, 12,100 was
Routine?
a. Please review the updated CLIN structure. The small volume quantity at CLIN
0002 is the rough volume of three (3) standard 22x22x4 target. The large volume quantity at CLIN 0006 is a rounded average of the larger volumes from the historical data.

b. The historical data at Attachment 8 has been updated to highlight the orders that were processed as “urgent.”
24. Is the government using the quantities of 12,000 and 40,000 cubic feet for Urgent and
Routine tasks the base line cost associated with each type of event with quantities above the base line cost based on the unit price? E.g. (assumed routine) FY2017, February, 54,331 cubic feet would equate to the base price of 40,000 cubic feet with an additional
14,331 cubic feet billed at the unit rate per cubic foot, while (assumed urgent) FY2017, May, 7,872 cubic feet or FY2017, November, 1,000 cubic feet would equate to the base price of 12,000 cubic feet?
a. The Government has adjusted the pricing/CLIN structure of the requirement in an effort to provide vendors with established parameters for quoting while still allowing the Government to receive all required services in the timeline desired.
25. Narrative DESCRIPTION included with Offeror’s Information states “Services include demolition and disposal of reinforced concrete targets to an off-base location and return of target lifting lugs to Building 1178. PWS page 2, Section 1.6 Specific Tasks states
“Services include disposal of reinforced concrete targets on-site and return of target lifting lugs to Building 1178.
Is it the intent to remove the reinforced targets off-base to an approved location but not necessarily and approved NMED Solid Waste permitted facility?
a. Yes, all material should be disposed of properly and legally off of the installation.
There is no disposal facility on Holloman AFB authorized for contractor use.
b. The PWS, at Attachment 1, Section 1.6, has been updated to reflect the correction as follows:
i. “Services include demolition of reinforced concrete targets on-site, legal disposal of the refuse off of the installation, and return of target lifting lugs to Building 1178 at the HHSTT.”
26. Movement of targets from impact test location to 300’ X 500’ pre-defined staging and demolition area is not well defined or identified in “Section III GOVERNMENT
FURNISHED PROPERTY AND SERVICES.”
Who is responsible for this work?
a. Please see question 16.
27. Do the targets have similar height and width dimensions with the thickness the variable?
What are the typical height and width dimensions?
a. The targets vary in size, volume, and density. Standard targets are generally
15x15x0.83 ft., 18x18x6 ft., 20x20x5 ft., 22x22x4 ft. However, the Government has the ability to have targets manufactured in a number of sizes.
