This is a sealed bid solicitation, offers will be publicly opened at that time. Sealed envelopes containing offers shall be marked to show the offeror's name and address, the solicitation number, and the date and time offers are due.

AEDC-H001 DISPOSAL AREAS (JUN 2014)
An approved disposal area is located about 2 miles from the construction site. This area is approved for surplus earth, stone, broken concrete, and building materials waste. Building materials waste also includes containers, dunnage, and other related items.
AEDC-H002 EXISTING UNDERGROUND UTILITIES (JUN 2014)
The location of existing underground utilities as shown on the contract drawings has been taken from as built drawings. There may be underground utilities which are not shown on the contract drawings and these utilities may be dangerous if ruptured. If the Contractor unearths or strikes any underground utility not shown, the excavation work shall cease and the Contracting Officer shall be notified immediately.
The Contractor shall determine with caution the exact location of such utilities and will not proceed with further excavation unless otherwise advised by the Contracting Officer.
AEDC-H003 INSURANCE CLAUSE IMPLEMENTATION (JUN 2014)
The Contractor shall obtain and maintain the minimum kinds and amounts of insurance during performance of this contract as specified by FAR 28.307-2 Liability, and contemplated by FAR 52.228-5, Insurance--Work on a Government Installation, and/or 52.228-7, Insurance--Liability to Third Persons.
AEDC-H004 PRECONSTRUCTION CONFERENCE (JUN 2014)
A preconstruction conference will be held within 30 calendar days after contract award date. The Contractor shall provide the following at the preconstruction meeting:
(1) A detailed total job schedule on AF Form 3064, Contract Progress Schedule.
(2) Submittal items as noted in the specification package
AEDC-H005 PROGRESS SCHEDULE (JUN 2014)
(a) In accordance with FAR Clause 52.236-15, which is incorporated by reference in the Contract Clauses section of this solicitation, the Contractor shall submit three copies of a progress schedule (Air Force Form 3064) for review and approval by the Contracting Officer no later than (30) days before planned start of on-site work. The Contractor shall comply with the procedures for completing the form on the reverse of the Air Force Form 3064.
(b) The Contractor's Progress Schedule shal outline in detail the phasing of the project.
(c) The progress schedule shall outline in detail the phasing of the project. Include the major elements of work, including material submittals and approval, materials procurement, mobilization, and execution of all on-site work, including detailed construction progress milestones.
(d) When requesting payment for materials stored on site, the Contractor shall include stored materials as a separate work element on the progress schedule and submit paid invoices to support the request for payment.
AEDC-H006 REQUIRED INSURANCE (JUN 2014)
Pursuant to FAR clause 52.228-5, Insurance - Work on a Government Installation (JAN 1997) (Deviation) the contractor shall maintain the following minimum amounts of insurance:

AEDC-H007 SAFETY (JUN 2014)
1.0 The contractor shall obtain AEDC/SE coordination to assure adequate safety practices. The contractor shall take or cause to be taken such additional measures as the Contracting Officer may determine to be reasonably necessary for the protection of life and health of employees and other persons and for prevention of damage to property, materials, supplies or equipment. The Contractor shall comply with safety rules (tags and work clearances) the AEDC Support Contractor at interface points of new construction and modifications to existing systems and with AEDC Base Safety Standards
2.0 In addition, Contractor shall comply with FAR 52.236-13, Accident Protection and the Voluntary Protection Program.
2.1 VPP requires that contractors performing on Air Force installations provide their employees safety and health protection equal in quality to that provided to Air Force employees. However, the contractor will be responsible for managing their health and safety program.
2.2 VPP is applicable to contractors whose employees work more than 1000 hours per quarter on an Air Force installation. Applicable contractors are required to flow down VPP requirements to all subcontractors who qualify as applicable contractors under their contract.
2.3 Applicable contractors are required to submit a safety and health plan and corresponding site safety checklist to the Contracting Officer within 10 days after contract award. The plan shall be made available to the installation safety office through the Contracting Officer for acceptance prior to contract performance.
2.4 Applicable contractors are required to submit their TCIR and DART rates prior to contract award.
The TCIR and DART rates will be reviewed and may used to determine contractor responsibility.
2.5 Applicable contractor's performance will be accountable for compliance with their safety and health plan, to include mishap reporting.
2.6 Applicable contractors shall ensure their employees and subcontractors promptly report pertinent facts regarding mishaps involving reportable damage or injury. Applicable contractors will cooperate in any safety investigation, to include toxicology testing.
2.7 Applicable contractors are required to provide their TCIR and DART rates and the OSHA Form 300A to the Contracting Officer by the 15th of January for annual submission in the installation's annual VPP self evaluation report. The information will be provided to the designated VPP Office of Office of Primary Responsibility (OPR).
2.8 Applicable contractors are required to identify the processes and procedures used to track compliance with the Safety and Health Plan.
2.9 Applicable contractors shall review the VPP site URL, <http://www.osha.gov/dcsp/vpp/index.html> to understand VPP and how performance is linked to the AF installation's pursuit of VPP recognition.
3.0 The Contractor Safety and Health Plan must demonstrate a management commitment to employee safety and health. The plan shall include application to subcontractors and shall include the following elements:
3.1 Worksite hazard analysis with base-line hazard identification and required control measures.
3.2 Job site analysis which lists the hazards associated with performing the task and the applied control measures.
3.3 Corrective action plan for identified hazards.
3.4 Inspection program for each worksite to include identifying the individual conducting the inspection and the frequency of inspection.
3.5 Employee hazard reporting procedures.
3.6 Procedures for accident investigation and reporting.
3.7 Emergency response plan including first aid/injury procedures.
3.8 Employee safety and health training requirements and documentation process.
3.9 All applicable safety rules and regulations.
3.10 Roles and responsibilities of management, supervisors, employees and contractor safety coordinator.
DEFINITIONS
Applicable Contractor. A contractor whose employees worked at least 1,000 hours at the site in any calendar quarter within the last 12 months and is NOT directly supervised by the applicant (installation).
Days Away, Restricted, and or Transfer Case Incident Rate (DART). The number of recordable injuries and illness cases per 100 full-time employees resulting in days away from work, restricted work activity, and/or job transfer that a site has experienced in a given time frame.
Total Case Incidence Rate (TCIR) - Total number of recordable injuries and illness cases per 100 full-time employees that a site has experienced in a given time frame.
Voluntary Protection Program - The Voluntary Protection Program (VPP) promotes effective worksite-based safety and health. In the VPP, management, labor, and OSHA establish cooperative relationships at workplaces that have implemented a comprehensive safety and health management system. Approval into VPP is OSHA's official recognition of the outstanding efforts of employers and employees who have achieved exemplary occupational safety and health.
AEDC-H008 SANITATION (JUN 2014)
The Contractor shall provide temporary toilet facilities in a ratio of not fewer than one for each 30 persons or fraction thereof. Connections to existing sanitary sewer manholes may be made. The Contractor shall supply drinking water from connections to the existing potable water system. The Contractor shall take proper precautions to protect the water system from damage and contamination. Any temporary connections made for drinking water or toilet facilities shall be removed by the Contractor in a manner satisfactory to the Contracting Officer before final acceptance of the work.
AEDC-H009 SECURITY RULES AND REGULATIONS (MAY 2014)
Security Rules and Regulations (7 May 2014)
1. SECURITY: The contractor shall be required to comply with all security directives and other security requirements identified in this contract. These requirements apply to all contractors on Arnold AFB in the performance of their contract.
1.1. Pass and Identification Items: The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-Government-owned vehicles. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc.
1.2. For Official Use Only (FOUO): The contractor shall comply with Freedom of Information Act (FOIA) requirements IAW DOD 5400.7-R, FOIA Program, Chapter 4. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
1.2.1. The contractor shall safeguard FOUO information provided under this contract as specified in DODM 5200.01-V4, DoD Information Security Program: Controlled Unclassified Information. CUI is information that does not meet the standards for National Security Classification under Executive Order 13526, dtd Dec 2009, but is pertinent to the national interests of the United States or to the important interests of entities ode the Federal Government, and (ii) under law or policy that requires protection from unauthorized disclosure, special handling safeguards, or prescribed limits on exchange or dissemination.
If lost, misused, compromised or accessed by unauthorized persons could adversely affect US national interest, the conduct of DoD programs, or the privacy of DoD personnel. It comes in many forms; personal data under the privacy Act, personnel records, privileged data (chaplain and judge advocate records), investigative data, scientific and technical information (STINFO), export controlled data (critical technologies), proprietary data, or For Official Use Only data. Sensitive information meets the criteria for exemption from mandatory public disclosure under the Freedom of Information Act (FOIA). For guidance with marking CUI, contact AEDC/TSD-IP at (931) 454-3290.
1.2.2. If access to Controlled Unclassified Information/Export Control/STINFO information is required the contractor shall be required to be registered as a certified government contractor through the Joint Certification Office, Defense Logistics Information Service (DLIS). To request DLIS Certification submit a DD Form 2345, Militarily Critical Technical Data Agreement, to the DLIS, Battle Creek, MI address indicated at the top of the DD Form 2345 along with a copy of the company's State Business License, Incorporation Certificate, Sales Tax Identification Form or other documentation, which verifies the legitimacy of the company. A copy of their DD2345, Militarily Critical Technical Data Agreement, must be provided when issued. Export Controlled Data. Except as allowed by DFARS252.225.7048, Export- Controlled Items and AFMCFARS Supplement 5327.303, foreign nationals shall not have access to export controlled information without an export license. All export control laws as stipulated in both Export Administration Regulation and International Traffic In Arms Regulation must be followed without exception. For guidance in applying appropriate Export Control markings, contact AEDC/XP2 at (931) 454-7329.
1.2.2.1. The contractor must obtain Foreign Disclosure Office (FDO) approval through the Contracting Officer prior to allowing any non-U.S. or un-validated U.S. Lawful Permanent Resident persons access to CUI or export-controlled information. (Also, see DFARS252.225.7048, Export-Controlled Items and AFMCFARS Supplement 5327.303).
1.3. Reporting Requirements: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information.
Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
1.4. Physical Security: The contractor shall be responsible for safeguarding all Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment and materials shall be secured.
1.5. Computer Security (COMPUSEC)/Automated Information System Requirements: If access to unclassified computer systems is required the following requirements apply; Users must be a US Citizen, or receive AEDC or AFMC Foreign Disclosure Office (FDO) approval prior to access being granted; users must complete a GC 591 to request access, requestor must have a favorable NACI, or an approved Interim AIS Request on file, requestor must complete the AF Information Assurance (IA) Training. Users bringing Portable Electronic Devices on base wanting to connect to AEDC computer systems/networks shall comply with established AEDC procedures. The Contractor shall accomplish all Information Assurance tasks identified in; AFPD 33-2, Information Assurance Program, and AFI 33-200, Information Assurance (IA) Management to include all tasks and directives identified therein including, but not limited to; AFSSI 300 Series - COMSEC Equipment, AFSSI 400 Series - COMSEC Operation, AFSSI 700 Series EMSEC, and 8500 Series - IA Implementation, or their replacements. National and DoD level documents shall be used as mandatory directives in lieu of, or in addition to AF directives, as appropriate. The Contractor shall comply with the DOD 5200.2-R, Personnel Security Program; and local host base
COMPUSEC requirements. Ensure employees complete any additional computer security training requirements mandated by the host base.
1.6. Information Security (INFOSEC): Information, regardless of media, shall be controlled and maintained IAW with the NISPOM and guidance provided by the SSA.
1.7. Privacy Act: Comply with AFI 33-332, Privacy Act Program, when collecting and maintaining information protected by the Privacy Act of 1974, Title 5, U.S.C., Section 552a. Remove or destroy official records only IAW Air Force Records Information Management System, (AFRIMS) located on the internet at: <https://www.my.af.mil/gcss-af61a/afrims/afrims/rds/rds_series.cfm>.
1.8. Operations Security (OPSEC): Comply with AFPD 10-11 and AFI 10-701, Operations Security, and DoD 5220.22-R, Industrial Security Regulation (ISR), Chapter 10, local plans and publications.
1.9. Antiterrorism Training: Within 30 calendar days after contract start, all contractor personnel shall complete Antiterrorism Level I training, as required by DODI 2000.16. Newly hired personnel shall complete the Antiterrorism Level I Training within the first 30 calendar days of their employment.
Refresher Antiterrorism Level I training shall be completed and documented annually thereafter. The training is provided at <https://atlevel1.dtic.mil/at/> and also available through Advanced Distributed Learning Services (ADLS), Force Protection Course (ZZ133079) at <https://golearn.csd.disa.mil/kc/main/kc_frame.asp> for AF Portal access or <https://golearn.csd.disa.mil/kc/login/login.asp> for non-portal login.
1.10. Contractor Consent to Background Checks: The Contractor shall not employ persons to perform under this contract if such employee is deemed or identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the Contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by the Tennessee Information Enforcement System (TIES) through the National Crime Information Center. TIES checks will verify if a person is wanted by local, state, or federal agencies. All Contractor and subcontractor personnel must consent to TIES background checks. Contractor and subcontractor personnel who do not consent to a TIES check will be denied access to the installation.
Information required to conduct a TIES check includes: full name, driver's license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The Contractor must have this information ready to provide to the Visitor Control Center, if requested.
1.10.1. Contractors must ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities.
1.10.2. The Contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the Contractor from proceeding with the contract as required.
1.11. Access to Installation During Force Protection Conditions (FPCONs): Gaining accessing the installation will be done IAW the requirements outlined in the local Antiterrorism/Integrated Defense Plan(s). Contractors will also be assigned a mission essential designation IAW requirements contained in Antiterrorism/Integrated Defense Plan(s). Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.
1.12. Property Protection: Property protection for the facility where the Contractors' primary work center is located will be the responsibility of the local facility manager and local Security Manager, or their duly authorized representative IAW AFI 31-101, Integrated Defense, and command/local directives to include AAFB Plan 31-101. The Contractor must safeguard all government-owned equipment and materials in his/her possession or use.
AEDC-H010 TECHNICAL SURVEILLANCE (JUN 2014)
The Government designates the Air Force Project Engineer and the AEDC Support Contractor to perform technical surveillance. They will recommend to the Contracting Officer acceptance or rejection of work under this contract. All references to the "Government representative " within the specification or other project documents shall mean the Air Force Project engineer or the AEDC Support contractor personnel performing technical surveillance on behalf of the Government. As used in the specification or other project documents, the term "construction monitor" shall be understood as referring to the AEDC Support Contractor personnel performing technical surveillance on behalf of the Government.

AEDC-H013 VISIT AUTHORIZATIONS (JUN 2014)
Arnold Engineering Development Complex (AEDC) is a U.S. Government Air Force installation. In accordance with AEDC Installation Security Instructions (ISI-31-101), all visitors to Arnold AFB must adhere to the following guidelines: U.S. citizens and lawful permanent residents are authorized to visit the facility and require a picture ID as identification at the time of visit. Permanent residents are required to present their "Permanent Resident/Alien Registration Card" as their form of identification. Foreign nationals who work in the U.S. must submit their visit request on their firm's letterhead through their AEDC POC to the Foreign Disclosure Office, stating the purpose and length of the intended visit. Two weeks advance notice for processing is required for these visits.

a. Based on data from the National Oceanic and Atmospheric Agency (NOAA), the following number of adverse weather days can be anticipated at Arnold AFB, TN in the month indicated.

Summary of transportation facilities providing access from the site ' Transportation Facilities to AEDC Fenced Area
(1) Highways. U.S. Highway 41A is a paved road passing through Tullahoma, Tennessee. U.S. Highway 41 and Interstate 24 are paved roads passing through Manchester, Tennessee. State Highway 55 is a paved road connecting U.S. Highway 41 and 41A at Manchester and Tullahoma, respectively.
Access to the AEDC area can be gained from State Highway 55 near Tullahoma via new paved highway intersecting U.S. Highway 41, 5.5 miles southwest of Manchester and 3.8 miles from the area entrance, and Interstate 24, 3.5 miles southeast of Manchester and 2.5 miles from the area entrance.
Concrete pavements have been constructed within the AEDC area and may be used subject to the restrictions set forth herein. Access to the sites of work from the paved areas and other routes shall be provided and maintained by and at the expense of the Contractor. The route for equipment which is not permitted to operate on the concrete pavement shall be as approved by the Contracting Officer. No construction truck or trailer vehicles shall be operated upon pavements of the AEDC area except within the following load limitations.
(d) Travel Within the AEDC Area
(1) Streets and Roadways. Streets have been constructed within the AEDC area and may only be used subject to the restrictions set forth herein.
a. A "Special Permit" is required for the movement of all construction equipment, unless hereinafter provided otherwise, which is to be moved over streets or over areas containing underground ducting, piping, or overhead utilities. Application for the Special permit to move heavy equipment will be submitted to the Contracting Officer. Application for such movements will be made sufficiently in advance of the time needed to avoid delays in movement. Only wheel or tire vehicles which fall under the following maximum allowable load limitations may operate without permit upon AEDC streets:

These restrictions permit the operation of fully loaded DW-10's with No. 10 scrapers only on pavements with a maximum allowable load of 33,600 pounds. The axle load for large tire equipment shall be based upon the manufacturer's specified weights for fully loaded equipment.
b. If any equipment exceeds the above load limitations, or any track vehicles are used, the pavement must be protected with earth or fiber at the expense of the Contractor. Compliance with the above requirements does not preclude the Contractor's liability for any damage which results from his travel over AEDC streets.
(2) Other Routes. Routes for use of equipment which is not permitted on AEDC streets shall be as shown on the drawings, or as approved by the Contracting Officer. Access to the sites of work from the paved areas, and other routes, shall be provided and maintained by and at the expense of the Contractor.
(3) Traffic Regulations. The Contractor shall be cognizant of and comply with all AEDC traffic regulations as published and enforced on the AEDC Installation.' Other pertinent information: 'None'
