Project Number: PNQS20187801 Solicitation Number: FA8903-18-R-0037
13 March 201816 May 2018
Performance Work Statement Long Term Monitoring (LTM), Well Installation, Proposed Plan, and Record of Decision (PP/ROD) at Maxwell AFB, AL
PART A - GENERAL REQUIREMENTS
In carrying out work assignment(s) issued under this contract, the Contractor shall furnish the personnel, services, equipment, tools, materials, vehicles, facilities supervision and other requirements necessary for, or incidental to, the performance of work set forth herein; assure any and all program and/or project related costing information (regardless of its stage in development) is secured, as directed by the Contracting Officer (CO); and be responsible for safeguarding proprietary, and other sensitive information. The Contractor shall be immediately capable of addressing and interpreting all aspects of environmental law and regulation.
Scope Introduction This PWS encompasses the full range of methods, technologies, and supporting activities necessary to conduct environmental restoration/remediation efforts in order to support Long Term Management Monitoring (LTM) and well installation at Maxwell AFB, AL. This project includes the installation of nine new wells and the sampling, analysis, and reporting associated with LTM requirements for four (4) landfills at Maxwell AFB. This contract also includes preparation of a Proposed Plan/Record of Decision PP/ROD for the four (4) landfills.
Support shall be conducted in accordance with all technical and regulatory requirements and a limited range of construction and ancillary services as required in support of those and other efforts as addressed herein. Requirements under this contract will primarily support environmental restoration/remediation, operations and services efforts; but requirements may also include traditional minor construction, demolition, and repair. Stand-alone design and conceptual work plan/implementation work plan (CWP/IWP) are NOT included in the scope of this contract.
Site Descriptions and Histories:
A brief site description and history are provided for each of the four (4) sites below. The included site descriptions do not represent all available information. Additional information is available in site-specific documents on the Air Force Administrative Record at http://afcec.publicadmin-record.us.af.mil/Search.aspx.
LF003 – Landfill 3 (Co-Located with FT002): LF003 was used from 1951 to 1956 for the disposal of Maxwell AFB-generated household garbage, paper, wood, scrap metal, and non-liquid industrial wastes (e.g., waste paints, paint cans, and empty pesticide cans). The landfill is thought to have been a trench, burn, and backfill operation. Waste oils, fuels, and solvents were burned during the fire training exercises; these ignitables were often drummed and stored at the site. Extinguishing agents used included protein foam, aqueous film forming foam (AFFF), and halon. In 1978, the pit was concrete-lined and a drainage system was installed. The sump, oil/water separator, and evaporation pond were also installed south/southwest of the burn pit to collect and treat pit-generated wastes. In 1990, Maxwell AFB discontinued using FT002 for fire training exercises. Investigations at LF003 were conducted simultaneously with those at FT002. Contaminants found at both locations were similar.
LF004 – Landfill 4: Investigation activities at the site, including soil and groundwater sampling, indicated subsurface soil contamination of the pesticide dieldrin, and metals (including arsenic, iron, and manganese) by direct analysis over the allowed ADEM’s MCLs/CALs. Also, it is reasonably assumed that subsurface soils within the landfill boundaries have been impacted by contaminants due to contact with landfilled materials. Additionally, contaminants may exist within the landfill boundaries in media other than soil (i.e. liquid waste, sludge, slurries, etc.). All groundwater COCs (VOCs, SVOCs, metals, and pesticide) within the boundaries of the landfill will be considered as subsurface soil COCs (groundwater contaminant sources). Surface soil is not considered to be contaminated as the landfills were covered with clean fill material from off-site. It should be noted that arsenic, iron, and manganese in the soils and groundwater at and around Maxwell AFB can be associated with alluvial deposits in many parts of central Alabama. Groundwater sampling indicated that shallow groundwater contamination at the site was over the allowed ADEM’s MCLs/CALs. Contaminants over the ADEM’s MCLs in groundwater by direct analysis at this site appear to be the VOCs (including benzene and TCE), SVOCs, natural occurring metals, and the pesticides (including Aldrin, dieldrin, and lindane). Intermediate groundwater north and down-gradient of LF004 had hexachlorobutadiene just above the MCLs/CAL in MMW-489. Based on carbon tetrachloride and PCE exceedances in groundwater compliance wells protective of surface water, consuming fish from the West End Ditch adjacent to the site may be unsafe during extended periods of “no flow” conditions. Surface water, West End Ditch, is used as a conduit for storm water runoff from a large portion of commercial and industrial businesses on the west side of the City of Montgomery, and is a known non-point source of periodic contamination. The most recent work at landfill LF004 and an overview of all of the landfills is available on the Air Force Administrative Record (AR#1129 Maxwell Data Gap Sampling and AR#895 Final ARBCA Evaluation of the Landfills 4, 5, and 6).
LF005 – Landfill 5: Investigation activities at the site, including soil and groundwater sampling, indicated subsurface soil contamination (including iron, lead, and manganese by direct analysis) over the allowed ADEM’s MCLs/CALs. In the best case, the data would be misleading. All groundwater COCs (VOCs, SVOCs, metals, and pesticide) within the boundaries of the landfill should also be considered as subsurface soil COCs (groundwater contaminant sources). Surface soil is not considered to be contaminated as the landfills were covered with clean fill material from off-site. It should be noted that iron, lead, and manganese in the soils and groundwater at and around Maxwell AFB can be associated with alluvial deposits in many parts of central Alabama. Delineation and association of the abovementioned contaminants to any particular site may be incorrect and misleading. Groundwater sampling indicated that shallow groundwater contamination at the site was over the allowed ADEM’s MCLs/CALs. Contaminants over the ADEM’s MCLs in groundwater by direct analysis at this site appear to be VOCs (including benzene, MTBE, and TCE), SVOCs, the metals (including lead), and pesticides. Based on the nature of landfilling and the materials within, this direct chemical analytical data by no means represents a complete assessment of the groundwater at the site and may only represent scattered or isolated pockets of groundwater contamination. Consuming fish from the West End Ditch adjacent to the site may be unsafe during extended periods of “no flow” conditions, based on carbon tetrachloride and PCE exceedances in groundwater compliance wells protective of surface water. Surface water, West End Ditch, is used as a conduit for storm water runoff from a large portion of commercial and industrial businesses on the west side of the City of Montgomery, and is a known non-point source of periodic contamination. There may also be additional risks, from contaminants that may exist within the landfill boundaries in media other that soil and groundwater solution (i.e. liquid waste, sludge, slurries, etc.). Work at landfill LF005 and an overview of all of the landfills is available on the Air Force Administrative Record (AR#1129 Maxwell Data Gap Sampling and AR#895 Final ARBCA Evaluation of the Landfills 4, 5, and 6).
LF006 –Landfill 6: Investigation activities at the site, including soil and groundwater sampling, indicated subsurface soil contamination (including arsenic, manganese, and iron by direct analysis) over the allowed ADEM’s MCLs/CALs. All groundwater COCs (VOCs, SVOCs, metals, and pesticide) within the boundaries of the landfill will also be considered as subsurface soil COCs (groundwater contaminant sources). Surface soil is not considered to be contaminated as the landfills were covered with clean fill material from off-site. It should be noted that arsenic, manganese, and iron in the soils and groundwater at and around Maxwell AFB can be associated with alluvial deposits in many parts of central Alabama. Groundwater sampling indicated that shallow groundwater contamination at the site was over the allowed ADEM’s MCLs/CALs. Contaminants over the ADEM’s MCLs in groundwater by direct analysis at this site appear to be the VOC vinyl chloride, SVOCs, the metals arsenic, iron, lead, and manganese, and pesticides. Based on the nature of landfilling and the materials within, this direct chemical analytical data by no means represents a complete assessment of the groundwater at the site and may only represent scattered or isolated pockets of groundwater contamination. There may also be additional risks, from contaminants that may exist within the landfill boundaries in media other that soil and groundwater solution (i.e. liquid waste, sludge, slurries, etc.). Work at landfill LF006 and an overview of all of the landfills is available on the Air Force Administrative Record (AR#1129 Maxwell Data Gap Sampling and AR#895 Final ARBCA Evaluation of the Landfills 4, 5, and 6).
