RFP QUESTIONS / RESPONSES

FA8903-18-R-0037

Provide Long Term Monitoring, Well Installation, Proposed Plan and Record of Decision at Maxwell AFB, Alabama 5 June 2018

1. Question: In Response #73, please confirm that government is requesting all of the analytes contained in ADEM 335-13-4 Appendices I and II for the groundwater sampling events in the updated PWS (16 May 2018).

Answer: Both lists of analytes will be required until it is demonstrated there are no hazardous waste present in the landfill.

2. Question: Additionally, the updated PWS is calling for RCRA 13 metals but Appendices I of ADEM 335-13-4 has 16 metals indicated. Please provide the exact list of metals that government is requesting.

Answer: See revised PWS dated 4 June 2018 which is attached.

3. Question: Please confirm that this is a 5 year (60 month) POP as indicated in Responses #56 and #62 and not a 2.5 year (30 month) POP as indicated in Responses #2, #13, #39 and #51.

Answer: PoP is 30 months from date of award. Also see response to question #8 below regarding the number of Tier I meetings that the contractor will be required to attend.

4. Question: If government confirms that this is a 2.5 year (30 month) POP then the responses #23, #39, #51, #53, #56, #58, #62 and #67 will need to be revised with only a 30 month timeframe to complete the work elements contained in the updated PWS (16 May 2018).

Answer: PoP is 30 months from date of award.

5. Question: Responses to Questions #39, #51, #53 and #58 indicate that "Annual Monitoring will continue during the PP and ROD preparation for the duration of the POP" beyond the two years of semi-annual sampling contained in Section 6.10.5, part B of the updated PWS (16 May 2018). Please indicate the total number annual sampling events and analytical parameters that are being requested so that we may plan field activities and refine our cost estimate.

Answer: The analytical parameters required are listed in ADEM 335-13-4 Appendices I and II. Assuming a 30-month POP, the contractor should be able to conduct at least four semi-annual rounds of sampling.

6. Question: Response to Question #25 indicates that the ARBCA Evaluation Report is the only document available supporting the selected remedy. AR#895 only encompasses Landfills 4, 5 and 6. Can the Government direct potential bidders to another AR available document that includes the site risk evaluation (ARBCA or equivalent) for Landfill-3 which has received regulatory concurrence from ADEM for a selected remedy?

Answer: The characteristics of Landfill 3 are included in the Data Gap Sampling Report (AR#1129).

7. Question: Additionally, in Response to Question #25, the available copy of AR#895 is only in draft form and there is no indication in the AR that the document was ever reviewed by AFCEC, USACE or has received regulatory concurrence from ADEM for the selected remedy? Can the Government direct potential bidders to another AR available document that indicates the site risk evaluation for Landfill-4, 5 and 6 has received regulatory acceptance by ADEM to be compliant with the CERCLA process?

Answer: Although it is labelled a draft, use this document as background.

8. Question: Comment 56 on the RFP Questions/Responses for Maxwell AFB LTM, Well Installation, PP and ROD states that there are four quarterly Tier 1 meetings over five years and one public meeting for the Proposed Plan. The contract is only for 30 months (2 1/2 years). Is the winning contractor expected to attend meetings 2 1/2 years after completion of the project or is the number of meetings 11 (10 quarterly plus the PP meeting)?

Answer: No. The contractor is only required to attend 11 meetings (1 kick-off meeting, 10 quarterly progress meetings, and 1 during the Proposed Plan) over the course of the 30 month PoP.
