FA8903 16 R 0034
22 DEC 2016 to 04 JAN 2016
CONTRACTOR InquiriesGOVERNMENT Response

1.“… this is a new requirement or is there an incumbent contract/contractor currently performing the same or similar work? If so, are you able to provide a contract number and the vendor’s name? The current contract number is FA8903-13-D-0001. The contractor is STS Systems Integration (SSI).

2.“Does the Combined Synopsis/Solicitation under solicitation number FA8903 16 R 0034 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government?” Yes, solicitation number FA8903-16-R-0034 contains requirements similar to the current contract. The current contract number is FA8903-13-D-0001. The contractor is STS Systems Integration (SSI).

3.Is there an incumbent contract in place? If so who is the company and how many FTE’s are supporting this current effort? The current contract number is FA8903-13-D-0001. The contractor is STS Systems Integration (SSI). There are approximately 30 contractor employees currently supporting the requirement.

4.Under sub-factor 2, it states that one redacted resume is to be included for each of the three labor categories. Do these three resumes count towards the 10 page technical volume limit? No, the redacted resumes (1 page each) do not count toward the page limit.

5.In the price model, we are to provide pricing for one FTE, correct? That is correct. Each labor category listed on the pricing spreadsheet is for one FTE (i.e.) 1 FTE for contract close-out, 1 FTE for office operations support, 1 FTE for administrative support. As indicated in the RFP letter the Government calculates a year's total for one FTE to be 1,920 hours.

6.Is there an incumbent to this contract? If so, what was the previous contract award number, amount and incumbent name? The current contractor is STS Systems Integration (SSI). The current contract number is FA8903-13-D-0001 and the award amount was NTE $8,106,170.00.

7. Are there current employees filling this position that might intend on remaining with a new contractor? Please see FAR clause 52.222-17 Non-displacement of qualified workers. This clause is included in the solicitation.

8. PWS - Can the Government estimate how many Contract files are there to be closed? At this time there are approximately 20,000.

9. PWS - What types and how complex are these Contracts? (Example: Are these services, commodities or construction contracts? Are their values over TINA threshold? Is there associated property to be disposed?) The contracts are services and construction. The total value and complexity varies. TINA does apply to some of the contracts. It is possible a few of the contracts will require property disposal.

10. RFP - The Government calculates a year’s total hours to be 1,920 hours per year. Are these the overall hours expected to be distributed among the three CLIN efforts (Contract Close-Out, Office Operations Support; Administrative Support) or are they anticipated to cover one CLIN effort per year? No, 1,920 hours is not expected to be distributed among the three (3) CLIN efforts. 1,920 hours per year is for one (1) contract close-out, 1,920 hours per year is for one (1) office operations support, and 1,920 hours per year is for one (1) administrative support.

11. Are the current requirements in the current contract’s PWS the same as this? If no, how do they differ? Solicitation FA8903-16-R-0034 is similar to the current requirement/PWS.

12. Is the current contract period’s workload comparable to expected workload under this solicitation? Yes

13. Is the incumbent eligible to prime this solicitation? This is a competitive 8(a) set-aside all contractors meeting this
criteria are encouraged to submit a proposal.

14. When does Lackland anticipate it will award this contract? The Government anticipates contract award prior to the period of performance start date which is 3 March 2017.

19. What is the estimated number of task orders/delivery orders that the ID/IQ contracts will generate? The estimated number of task orders is not available at this time. The Government anticipates cutting a task order for 2 contract close-out FTEs immediately after award of the basic IDIQ. This task order will meet the minimum ordering requirement.

20. Are task orders/delivery orders to be close at their completion date or the completion date of the associated ID/IQ contract? The task orders/delivery orders are to be closed at their completion
date.

21. Will contracts using simplified acquisition procedures be included in the workload? If so, what percent of the contracts will be of this type? The Government will assume you mean what percentage of contracts will use FAR Part 13 simplified acquisition procedures. This information is not available at this time.

22. RECOMMENDATION: Recommend that the Solicitation make this line item a single fixed priced line for one year to process an annual number of contracts, plus or minus 10%, with negotiated adjustments to the cost if number of contracts exceed or fall below the margins. This would eliminate the requirement to issue task orders for this line items since it can be exercised at the time of award of the contract with knowledge of the annual cost of the services. FA8903-16-R-0034 is a solicitation. This is not a request for information. Recommendations to change the solicitation/requirement will not be considered.

23. RECOMMENDATION: It is recommended one report of all contracts in the closeout process and the status of each be provided monthly rather than a monthly report for each task/delivery order. This would eliminate the need to track contractor’s personnel labor category information in the Monthly Status Report since the line item is a fixed priced item. FA8903-16-R-0034 is a solicitation. This is not a request for information. Recommendations to change the solicitation/requirement will not be considered.

24. RECOMMENDATION: It is recommended that a line item to pick up the unfinished contracts from the current contractor if the current contractor is not required to deliver the unfinished contracts be added. It is also recommended a line item to provide for the delivery of the contract files at the end of the contract performance period to the follow-on contractor if other than the current contractor. FA8903-16-R-0034 is a solicitation. This is not a request for information. Recommendations to change the solicitation/requirement will not be considered.

25. RECOMMENDATION: It is recommended that this line item should not be included in the Services Summary which is used to track contractor’s performance for task orders awarded against the basic contract. Performance should be on the basis of the number of contracts processed and the number of contracts closed for the designated period.

• Line item two, Office Operation Support, contains a variety of efforts, requiring various skills and levels of experience. The Solicitation provides in the Ordering Procedures that “the Contracting Officer will provide the Contractor a request for a certain number of full time equivalents (FTE) at the task order level”. However, in order to provide a fixed daily, monthly and annual cost as required by Appendix 04, the contractor needs to have some guidance for Office Operation Support work load in the form of the annual number of hours by labor classification that can be expected. This would also help ensure that all solicited contractors are bidding on the same level of work. Can an annual number of hours by labor classification be proved?

• Line item three, Administrative Support, also contains a variety of efforts, requiring various skills and levels of contract administration experience. The Solicitation provides in the Ordering Procedures that “the Contracting Officer will provide the Contractor a request for a certain number of full time equivalents (FTE) at the task order level”. However, in order to provide a fixed daily, monthly and annual cost as required by Appendix 04, the contractor needs to have some guidance for Office Operation Support work load in the forma of the annual number of hours by labor classification that can be expected. This also helps to insure that all solicited contractors are bidding on the same level of work. Can an annual number of hours by labor classification be proved?

FA8903-16-R-0034 is a solicitation. This is not a request for information. Recommendations to change the solicitation/requirement will not be considered. To ensure contractors are proposing on the same level of work the Government provided a pricing spreadsheet. Each labor category listed on the pricing spreadsheet is for one FTE (i.e.) 1 FTE for contract close-out, 1 FTE for office operations support, and 1 FTE for administrative support. As indicated in the RFP letter, the Government calculates 1,920 hours per year for 1 contract close-out labor category, 1,920 hours per year for 1 administrative support labor category, and 1,920 hours per year for office operations support labor category.

How to determine the nature of the request? What is the call volume per day/week/month? Will Government provide scripts to answer phone call?
The contractor will need to determine the "how" to understand the nature of the call/request. The call volume varies daily/weekly/monthly. Contractor should expect to answer an average of 5 phone calls a day. The Government will not provide a script.
