1. The Government intends to award a firm fixed price single indefinite-delivery indefinite-quantity (IDIQ) contract for 772 ESS/PK contract close-out, office operations support, and administrative support services. The requirement shall be set-aside for a competitive 8(a) contract award. See the 772D Enterprise Sourcing Squadron Contract Close-Out, Office Operations Support, and Administrative Support Services Performance Work Statement (PWS). The place of performance is JBSA Lackland Air Force Base, Building 1, San Antonio, TX.

2. Period of Performance (POP): The period of performance for the basic IDIQ shall be on or around the following:

Base Period:3 March 2017 – 2 March 2018
Option 1:3 March 2018 – 2 March 2019
Option 2:3 March 2019 – 2 March 2020

3. Proposal Submission: The proposal validity period for the proposals shall not be less than 90 days. Proposals offering less than 90 days will be deemed unacceptable and not eligible for award. Instructions for assembling the proposal are provided in the Proposal Instructions.

4. Evaluation Methodology: The Government will evaluate proposals in accordance with FAR 19.806, FAR 19.807, and FAR 19.808-2. This is a Lowest Price Technically Acceptable source selection in accordance with FAR 15.3 and FAR 12.6.

The LPTA evaluation approach process will be as follows:

Step 1 – Rank all proposals by overall total evaluated price. The total overall evaluated price includes the base plus both option years. See the Government provided Excel spreadsheet.

Step 2 - Evaluate the three (3) lowest priced proposals for technical acceptability and price reasonableness. If there are not at least three (3) proposals received under subject RFP then evaluate the number of proposals received for technical acceptability and price reasonableness.

Note: For purposes of efficiency, if more than three (3) proposals are received, only the three (3) lowest priced proposals will be evaluated for technical acceptability. If any of the lowest priced proposals are rated technically unacceptable, the evaluation process will flow down and continue with the next lowest priced proposal, one by one until a proposal is determined technically acceptable or until no proposals remain to be evaluated. If less than three (3) proposals are received then all proposals will be evaluated for technical acceptability.

5. This RFP is subject to FAR 52.232-18 Availability of Funds. Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

6. Questions and Answers: The Offeror shall submit all questions within 13 calendar days after the RFP is posted on fbo.gov. The next day after the RFP is posted is the first calendar day. Questions submitted after 13 calendar days may not be answered. Please submit questions to robert.martinez.29@us.af.mil and natalie.neeb@us.af.mil. All questions and Government responses will be made available on fbo.gov.

7. The Government anticipates contract award without discussions; however the Government does reserve the right to hold discussions if the Contracting Officer determines it is in the best interest of the Government.

Note: The Government calculates a year’s total hours to be 1,920 hours per year. See calculation of hours below.

2,080 hours per year

Offeror(s) shall assume that the Government reviewers have no prior knowledge of their firm, capabilities or experience, and will base their evaluation on the information presented in the Offeror’s proposal that shall stand-alone from all previous submittals and/or proposals. There are page limitations for the subject proposal package. The Offeror shall refer to each specific Factor and Sub-Factor for the published page limitation established for that Factor or Sub-Factor. Offerors shall adhere to the limitations. Any tabs exceeding the maximum page limitation will be removed and not considered.

A fold out page will count as one page (both sides will count as two pages). All proposal information shall be submitted in MS Word and PDF format except for pricing information (Volume II). Pricing information shall be submitted in the Government provided Excel spreadsheet. The proposal shall be submitted with a cover/transmittal letter on company letter head that includes the company name, address, and a specific point of contact (POC). Offerors must ensure that pricing information is only included in Volume II. No pricing information shall be contained in any other volume. EVALUATION CRITERIA

The Government’s technical evaluation team will evaluate the technical proposals on an acceptable or unacceptable basis, assigning one of the ratings described below for each sub-factor. Any sub-factor evaluated as “Unacceptable” will render the entire proposal unacceptable and, therefore, not awardable. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. However, the offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.

FACTOR 1 – Technical

TABLE 1 - TECHNICAL RATINGS

Rating
Description
Acceptable
Proposal meets the minimum requirements of the solicitation.
Unacceptable
Proposal does not meet the minimum requirements of the solicitation.

Sub-factor 1 Transition Approach - the Offeror shall present a clear plan/approach for managing the transition to a contract that minimizes interruption of services to the Government and minimizes the training required for individuals after award. The Offeror must be able to begin performance immediately after contract award.

Sub-factor 2 Understanding of Requirements/Team Qualifications: The Offeror shall present a comprehensive plan that demonstrates the necessary resources to perform the objectives of this contract or the ability to obtain those resources. Offeror must demonstrate technical capability to provide contract support close-out, office operations support, and administrative support services. The Offeror shall document the relevant qualifications of all proposed management, technical onsite and reach back personnel supporting the requirements outlined in the PWS. The proposal shall address the minimum requirements of each labor category. One redacted resume is required for each labor category.

FACTOR 2 – Price The price will be evaluated for reasonableness, balance, and completeness in accordance with FAR 15.404-1. The Government will evaluate offers for award purposes by adding the total evaluated price for all options to the total evaluated price for the basic requirement, which is the overall total evaluated price. Evaluation of options will not obligate the Government to exercise the option(s). The Government expects adequate price competition in accordance with FAR 15.305. In the event the Contracting Officer is not able to determine price reasonableness he/she reserves the right to obtain other than certified cost or pricing data in order to determine a reasonable price.

Unbalanced Pricing: Offerors are cautioned against submitting an unbalanced offer. The Government will analyze offers to determine whether they are unbalanced with respect to price. An example of an unbalanced offer would be if there is a significant difference between proposed labor rates in the same labor category between basic and option periods or the proposed prices from year to year are above what would be considered a reasonable adjustment for inflation. Offeror’s proposals that are determined unbalanced may be rejected.
