APPENDIX A STATEMENT OF REQUIREMENTS (SOR)
1.0 LEGAL nOTICE
The Government will provide such data which could reasonably be secured and which is customarily provided. Extreme accuracy is not guaranteed, nor is perfection in these documents implied. The Contractor shall expect that there may be some omissions, discrepancies, and conflicts within the documents and with the actual field conditions encountered. The contract therefore requires significant supervision and engineering efforts by the Contractor in order to help resolve such issues when they arise
2.0 GENERAL REQUIREMENTS
It is solely the responsibility of the Contractor to verify the location, including the elevation, of all underground utilities, whether active or abandoned, that may be encountered in the course of performing the Contract. The Government will assist Contractor by making available all information it has available to it with respect to the location of underground utilities. Information provided to the contractor with respect to the location of utilities as depicted on drawings, including G-Tabs, is only schematic and may not accurately depict the location of utilities.
Additionally, upon request the Government may mark the location of underground utilities.
However marking of lines by the Government, does not constitute a warranty that all utilities have been properly marked and located. Nor does it relieve the Contractor from its responsibility for locating utilities.
3.0 Overview for Osan AB, South Korea.
The Contractor shall provide a complete and fully functioning system per applicable API 510, API 570, ASME/ANSI B31.3, ASME Section VIII Code, UFC 3-460-01, and UFC 3-460-03 and specifications per intent of associated documents. The Contractor shall furnish all services including, but not limited to, the following scope items: Field engineering, start-up and commissioning activities, labor, materials, supplies, construction equipment and tools, scaffolding, supervision, transportation, unloading, temporary storage facilities, and all incidentals required for completion of all work in a serviceable and fully operational manner.
The Contractor shall validate all repairs and requirements before repairs have been accomplished; provide all necessary equipment; and perform all associated system preparation, draining, purging, system/energy isolation and waste product disposal necessary to perform the tasks below.
The Contractor shall sample pipes for Lead-Based Paint (LBP), Hexavalent Chromium (Hex- Chrome), and Asbestos Containing Materials (ACM). The Contractor shall sample coatings to be repaired by randomly selecting which exterior pipe to sample. Pipe wrapping shall not be required to be tested. The Contractor shall report results as part of a separate Inspection Report.
The Government does not anticipate positive testing for LBP, ACM, Hex-chrome, or other toxic compounds on the fuel facilities. Positive tests for LBP, Hex-Chrome, or ACM will be resolved through the request for information (RFI) process. (Quantity: Three coating samples per facility; one ACM sample per facility.)
Constructability Review /Field Verification Site Survey. The Contractor shall perform thermal relief cascade analysis and fuel A/E design effort to evaluate and repair thermal relief installation wide. The analysis shall perform a cascading pressure relief assessment and determine revised Thermal Safety Valve (TSV) set points at existing TSV locations and set points of additional TSVs. The set points and locations of TSVs shall prevent valves from opening during normal operation, yet still prevent an over-pressure event when main valves are closed. The analysis shall also determine if existing Product Recovery Tanks (PRT)s are adequate. Conduct this study prior to installing any new thermal relief IAW API and UFC guidelines.
All new PRV’s and TSV’s shall be 1-inch, and shall also include all required appurtenances to include 1-inch welded branch connection, 1-inch ball valve with lockable handle, 1-inch blind flange, 1-inch flanged tee, 1-inch weld neck flange.
