GEARSS II

Scope & Phasing

In the Bidders Library, PWS 3, PWS 3.5, and 3.6 show GEARSS II scope and phasing. This slide shows that the release of OCX drastically surges the FTE from 23FTE’s to 33FTE’s. This is not mention in the RFP, Acoording to this slide there are no current DCO’s and that Raytheon will absorb the NAO and DCO position in 2024. Can you confirm that this slide is consider non-applicable to the PWS and that the FTE count for 2019 through 2026 are not associated to how the two current are being performed and FTE count.

The GEARSS II contractor is expected to provide NAO and DCO support throughout the OCX trial period, prior to Ops Acceptance. Per the note in the PWS, the timeline for OCX delivery is based on an anticipated delivery of October 2022 (Objective)/October 2023 (Threshold). The OCX trial period is currently scheduled for a six month period after OCX delivery. The Government intends to transition from the NAO to the OCX GSS once OCX is operationally accepted, and the timing of operational acceptance will depend on the results of the Trial Period.

The OCX contractor will provide GSS and DCO SME support during the Trial Period, but is incentivized to transition the OCX support activities to the GEARSS II contract as early as possible. The GEARSS II contractor will not be required to provide support to both AEP and OCX.

Per PWS Sections 3.5 and 3.6, "NOTE: The DCO transition period will be 90 calendar days in length and is expected to complete NLT 02 Feb 2021."

The intent of the slide was to provide potential offeror additional context about the phasing of how AEP will transition to OCX.

The FTE count referenced is notional and does not reflect a minimum FTE, and may be different based on the offeror's critical staffing and technical approach.

The requirements in the PWS account for the necessary activities to support the transition from AEP operations to OCX operations.

I have a concern the attached slide was mistakenly included in the Bidder’s Library because the classification markings show the slide as being PRE-

DECISIONAL / NOTFOR RELEASE.

Can you confirm that the slide was correctly included in the Bidder’s Library?

As certified by potential offerors in DD Form 2345, information regarding the bidder's library is strictly to be used for proposal submission and all information is non-releasable outside of potential offerors without the express consent of the U.S.
