SMC Advisory & Assistant Services (A&AS) Market Research Questionnaire The following are market research questions for the Government to determine the current market dynamics and market availability of A&AS support contractors for SMC/SL. Please answer these questions about your company as they relate to the acquisition requirements stated in the Sources Sought Notice. This data will be used to help Government program managers plan the new follow-on A&AS support contract. The acquisition is anticipated as a Small Business set-aside.

1. In the chart below, enter your company information, circle whether your company is interested in becoming a prime or team member, circle large or small as defined by NAICS code 541611, enter the special category (8a, HUBZone, WOSB, SDVO, etc.) as applicable, and input the number of personnel (or range) currently in your organization who can accomplish the stated requirement and are physically located or can be located close enough to SMC/SL to provide support. Do not count individuals more than once. If teaming is included in your head count, specify the name of the teaming company and indicate which personnel in the chart are/would be employed under the teaming arrangement under Section 3. Under Section 4, provide a list of federal agencies that these individuals have previously or currently support.

3. Explain your teaming arrangements, the number of employees provided by each teaming member and where the employees are located (if applicable):

4. List the federal agencies for which your company provided financial and/or acquisition support and areas in which the support was provided:

5. Based on the questions above, provide a technical capabilities statement briefly describing your company’s ability to provide services in the different areas listed in the Sources Sought Notice. Your answer should be brief and focused on technical knowledge based on the Sources Sought Notice and not general company descriptions.

6. Based on industry experience, what contract vehicles do you find most advantageous to the contractor and the Government for A&AS services contracts (i.e., multiple award vs single award; Blanket Purchase Agreement, IDIQ vs C-type contract; firm, fixed-price, level of effort, time and materials, or other)?

7. Under a potential BPA strategy, the Government is determining whether to use NAICS 541712 (associated with GSA PES) or 541611 (associated with GSA MOBIS). Please list the GSA schedules your company possesses and the corresponding NAICS code. Are there any limitations on the use of either that would impact your participation?

8. If the acquisition were to enable niche qualification(s) in one or more areas, in which area(s) would your company have the most interest?

Relevant Past/Present Performance

1. What is your largest contract for Advisory & Assistance Services (A&AS) where you performed as the prime?

2. Does your company have a Top Secret (TS) cleared facility?

3. What is the extent of your company’s experience in managing personnel with TS and TS/SCI?

4. What is your anticipated use of service employees who would require inclusion of the Service Contract Act (SCA) in this contract versus professional employees?

5. Should cross-teaming be prohibited? If not, what are the standards against which organizational conflicts of interest (OCIs) opportunities and mitigation plans should be evaluated? Please provide any recommended language the Government might use to address OCIs.

6. In your company are there any internal constraints/concerns with submitting firm-fixed price proposals?

7. What contract incentives or combination of incentives should be considered and why? Which would your company prefer: a fixed, incentive, or award fee environment and why? If award or incentive fee, what objectively measured evaluation criteria would be appropriate, especially for advisory and assistance services? Are incentive fees based on cost savings appropriate for an A&AS environment? How will this impact the quality of service provided?

8. What risk areas are associated with this effort? How will your company mitigate each? How could Government mitigate each?

9. What are the specific contract types that may result in a “no-bid” decision by your company?

10. What concerns would your company like addressed regarding contractor-to-civilian conversions?

11. What questions does your company have regarding this contract?

NOTE: This information is for market research only and will not be used for company pre-qualification or qualification for a contract.
