1.1 Scope 5
The Operationally Responsive Space program office is seeking a launch service for 6 ORS-5 SensorSat mission. This contract will consist of a single launch no later than 15 7 May 2017 8
This Performance Work Statement (PWS) defines the Operationally Responsive Space 9 (ORS) program office Contractor requirements to provide launch services for ORS-5 10 SensorSat mission. 11
The Contractor shall provide a launch service for ORS-5 SensorSat that shall be 12 capable of delivering, at a minimum, a total Space Vehicle (SV) mass of 120kg to a 13 minimum orbital altitude of 600 km with an inclination of 2 degrees. See the ORS-5 14 TRD for the complete set of performance/interface requirements. 15
The Contractor shall perform launch vehicle planning, analysis, design, development, 16 production, integration, and testing required for the launch service / transport the ORS-5 17 SensorSat payload to the desired orbit and to satisfy all performance/interface 18 requirements specified in the ORS-5 TRD. 19
1.2 Objectives 20
The objectives of ORS-5 SensorSat launch services are to: 21
a. Provide an affordable, accurate, and on-time delivery of the Operationally 22 Responsive Space ORS-5 SensorSat SV to the specified altitude and inclination. 23
b. Ensure the safety of the public, as well as all personnel, hardware, and property 24 associated with the launch service. 25
c. Incorporate best commercial practices. 26
2.0 Planning 27
a. The Contractor shall be responsible for initiating and ultimately obtaining the 28
Federal Aviation Administration (FAA) licensing necessary to successfully deliver 29 the procured launch service. 30
b. The Contractor shall be responsible for all integration and necessary Range 31 services in order to successfully deliver the launch service. 32
c. The Contractor shall furnish all services required to meet the ORS-5 SensorSat 33 launch requirements including, but not limited to: program management, mission 34 integration, launch site support, ground and flight system safety, and 35 performance assurance. 36
d. The Contractor shall make all arrangements with the responsible authorities for 37 the required launch Range authorization and support for vehicle processing; 38 integrated payload/vehicle processing; launch; and launch site maintenance and 39 modifications, if required. This effort should include any and all Government 40 Furnished Equipment; boosters, handling equipment electrical and/or ground 41 support equipment. 42
e. The Contractor shall include all Contract Data Requirements List (CDRL) items 44 as shown in Table 1 as part of the launch service. 45

f. The Contractor shall provide logistical supplies, services, and hardware support 47 to the post-production, transportation, and launch base operations of the vehicle 48 system. Such support should include, but is not limited to: provision of spares; 49 provision of propellants, liquids, and gases for launch and test; packaging and 50 transportation of the vehicle system; and warehousing and storage. 51
2.1 Program Management 52
The Contractor shall perform the program management tasks required to provide the 53 launch service and satisfy the mission requirements. These tasks shall include as a 54 minimum: 55
a. Conduct launch vehicle program reviews that provide evidence of launch vehicle 57 maturity towards the contracted launch window and to provide the Government 58 with appropriate evidence needed to satisfy milestone payments to the 59 Contractor (CDRL A001)). 60
b. Develop and maintain a master schedule and sub-tier schedules and shall be 61 included as part of all program reviews (CDRL A007). 62
c. Obtain all applicable licenses, permits, and approvals required by federal, state, 63 and local regulatory agencies; and prepare (or support the Government in 64 preparing if necessary for the SV) and submit any environmental impact 65 statements that may be necessary for the provisioning of the launch service. 66 (Approvals required by the SV will be the responsibility of the Government.) The 67 Contractor shall provide reasonable cooperation and support to the government 68 in the process of obtaining, maintaining, and renewing permits and licenses as 69 set forth above. 70
d. Provide resolution of critical problem areas to minimize or eliminate schedule 71 impacts. 72
e. Manage all subcontracts and monitor subcontractor activities to a sufficient level 73 of detail to ensure timely delivery of acceptable components. A report on the 74 performance of subcontractors shall be included as part of any program reviews. 75
f. Provide the recommended mission success criteria prior to the launch, the post-76 launch supporting data, and the Final Post Flight Report (CDRL A005) to enable 77 determination of mission success as defined in the Interface Control Document 78
(ICD) (CDRL A003). 79
g. Make provision for insurance to cover liability for possible damage to 80 Government property and third parties in accordance with the FAA license. 81
h. Pay any taxes and transfer costs required for delivery of the launch service. 82
i. Report ALL contractor labor hours (including subcontractor labor hours) required 83 for performance of services provided under this contract via the secure data 84 collection site (i.e. Contract Manpower Reporting Application). The contractor is 85 required to completely fill in all required data fields using the following web 86 address http://www.ecmra.mil. Reporting inputs will be for the labor executed 87 during the period of performance during each Government fiscal year (FY), which 88 runs October 1 through September 30. While inputs may be reported any time 89 during the FY, all data shall be reported no later than October 31 of each 90 calendar year. Contractors may direct questions to the ECMRA help desk. 91
2.2 Compliance Documents 93
The Contractor shall comply with the following documents: 94
a. Applicable Range Safety Documentation for the selected launch site as 96 determined by that Range. The Contractor shall make available to the 97 Government any required safety documentation that the Contractor provides to 98 the Range. 99
b. ORS-5 Technical Requirements Document (TRD) 100
c. ORS-5 SV/LV Interface Control Document (ICD) 101
3.0 Launch Vehicle Analysis, Design 102
a. The Contractor shall design the launch vehicle, including but not limited to the 103 following subsystems: structures, mechanisms, fluids/propulsion, 104 electrical/electronics, guidance/navigation/control, flight termination, and 105 software. 106
b. The Contractor shall provide an initial estimate of the expected launch vehicle 107 environments that the SV will be exposed to during launch and ascent with 108 updates of these predicted environments given at each major design milestone. 109
c. Analysis required to validate the launch vehicle design shall be documented to 110 the launch vehicle contractor’s standards and delivered to ORS. 111
4.0 Development and Production 112
The Contractor shall implement a test program for qualification of any first flight sub-113 systems required for the launch service and shall include existing systems that are 114 modified, unqualified launch vehicle components, structures, and ground support 115 equipment. 116
The Contractor shall manufacture, assemble, test and transport the launch vehicle and 117 all mission hardware required to provide the launch service and shall provide all 118 materials and equipment necessary for these tasks. Government Furnished Equipment 119 (GFE) as required and once accepted as suitable shall be the contractor’s responsibility 120 for all applicable steps outline above. 121
The Contractor shall develop and produce the following with the launch service: 122
a. A launch vehicle SV adapter with Contractor developed standard electrical and 123 mechanical interfaces in accordance with the mission requirements. See 124 Attachment 1, ORS-5 TRD 125
b. A payload fairing in accordance with the mission requirements. 126
c. Sufficient flight instrumentation to establish that the vehicle launch environments 127 meet the requirements of the SV to LV ICD (CDRL A003). 128
5.0 Integration 129
The Contractor shall coordinate with the Government to develop the ICD (CDRL A003). 130
The Contractor shall provide the necessary services and hardware to integrate the 131 ORS-5 SensorSat SV to their launch vehicle system as defined in ICD. 132
The ICD Requirements Verification Matrix (CDRL A004) shall be contain the data 133 artifacts necessary to demonstrate that the LV service meets the requirements of the 134
LV/SV ICD. 135
The launch vehicle provider shall plan and support a fit check of the SV mating 136 hardware to the launch vehicle interface. This fit check will verify the electrical and 137 mechanical interfaces as documented in the LV ICD (CDRL A003), including successful 138 mechanical mating of the SV separation system and successful separation of the SV-139 provided separation system with LV-supplied command signals. 140
6.0 Launch Operations 141
The Contractor shall identify and secure a launch site to meet the requirements of the 142 launch service. 143
6.1 Checkout and Launch 144
The Contractor shall perform the following: 145
a. Assemble, transport, maintain, checkout, and launch the vehicle and place the 146 SV into the desired orbit. 147
b. Provide and make arrangements for all facilities, supplies, and services required 148 for preparation and launch of the vehicle. 149
c. Identify ground and flight safety vehicle launch constraints. 150
d. Mate the SV, encapsulate, transport, and perform SV to launch vehicle integrated 151 checkout activities necessary to assure launch readiness. (A006) 152
e. Provide and schedule the necessary support services at the launch Range that 153 are required for launch preparation of the launch vehicle, integrated testing with 154 the SV, and launch. 155
f. Integrate the SV procedures with the launch vehicle checkout effort where 156 appropriate and coordinate launch site and safety approvals. The Contractor 157 shall assist the Government with providing all SV checkout procedures and for 158 obtaining the requisite SV safety approvals. 159
6.2 Launch Support 160
The Contractor shall provide access for three Government personnel at the launch site 161 for day of launch participation and 4 SV contractor personnel. Support should be 162 consistent with the Contractor’s day of launch available information, which may include 163 access to real-time telemetry (RF and hardwire), voice communication channels with 164 listen capabilities, video and telephones. The ORS Office shall be the Mission Director 165 with the launch service provider providing the launch segment go-for-launch, the SV 166 provider providing the space segment go-for-launch and the ground system lead 167 providing the ground segment go-for-launch. The Mission Director will then provide the 168 final Go-for-launch to the Range Launch Decision Authority. The Contractor will supply 169 all day of launch documentation (CDRL A002) 170
7.0 Payload Processing Support 171
The Contractor shall provide notification at the Launch Vehicle Readiness Review 172 (LVRR) to coordinate the SV delivery to the launch site. As necessary for the space 173 vehicle, the Contractor shall provide a suitable temporary storage and handling 174 environment suitable to support all pre- and post- SV to LV mating processes. 175
8.0 Safety, Quality, and Security 176
The Contractor shall establish, implement, and maintain risk management, safety, 177 reliability, and quality assurance programs in accordance with AS9100, Aerospace 178 Quality Management System or equivalent. 179 The contractor shall comply with the ORS-5 Security Classification Guide. 181
9.0 Launch Delays 182
The Launch Service Contractor shall provide the ORS Office with 30 days of grace 183 period from the ILC placed on contract at award for launch delays. The ORS Office 184 shall provide 30 days of grace from the ILC placed on contract for LVC delays. If the ILC 185 moves beyond the 30 day grace period, the issue will be handled by FAR 33.2 Disputes 186 and Appeals and Clause 52.233-1. 187
