PROJECT TECHNICAL SPECIFICATIONS AMENDMENT 1
22 MAR 2019
A. Section 2.2 of the Scope of Work is deleted in its entirety and replaced with the following:
2.2 Task 2 – Cleaning of Structural Steel and Related Surfaces at Building 2
The Contractor shall clean all steel and related surfaces as specified herein throughout designated areas of the interior of B2. Structural steel and dust-laden surfaces located above the building floor elevation(s) to, but not including, the underside of the deck, will be cleaned to remove Resource Conservation and Recovery Act (RCRA) metals as specified herein. These surfaces include, but are not limited to piping, steel framing/bracing and related components, electrical bus panels, enclosures and conduit, lighting, HVAC components and ductwork, fences, shelving and associated surfaces. Shelving to be covered will not be moved. There is no requirement to clean shelving that is staying in place. The windows on the north wall of the southern high bay and windows on both the north and south walls of the northern high bay areas require cleaning. The contractor is alerted to the fact that the window glaze is asbestos containing and care shall be taken when cleaning these windows. Contractor is alerted to the fact that painted surfaces are assumed to be lead containing. Contractor will also be responsible for remediating and encapsulating, with an approved encapsulant, approximately 500 sq. ft. of lead painted wall surfaces as ordered by the Government.
Cleaning will include gross cleaning with High Efficiency Particulate Air (HEPA) vacuums fitted with scrapers and/or coarse bristle brushes followed by wet wiping with a cleaning solution to ensure that all dust, debris, bird droppings and other materials are removed from all surfaces identified in the specifications and associated documents.
A final wiping using clean rags wetted with distilled water will be completed before confirmatory sampling is conducted by the Government/Government’s Representative. Work will be considered complete in each work area upon visual inspection by the Government and receipt of favorable confirmatory sampling results. An area shall be deemed “clean as practicable” as defined in Section 2.3.7 below.
The Contractor shall containerize all waste generated by the B2 cleaning operation in labeled 55-gallon drums, lined roll-offs and/or other UN-approved shipping containers. Wastes will be segregated, at minimum, into three streams: 1.Polyethylene sheeting; 2.Rags, debris and PPE;
3.Trash and other related wastes. The Contractor shall add to the label the date on which the waste container was filled. At minimum waste needs to be weighed per phase or per month, whichever comes first. The Government has a scale on site that can be utilized. At the conclusion of the project or as appropriate, waste containers shall be consolidated in B2 at a location to be determined by the Government for waste characterization and disposal in coordination with the COR and Government’s Representative. The Contractor will be responsible for all costs associated with the transport and disposal.
The Contractor will collect daily breathing air samples from at least two (2) of the personnel conducting removal activities to ensure that adequate respiratory protection is being used as further specified in Section 050110 and herein. Samples shall be collected over an 8-hour period, analyzed on a maximum 24-hour turnaround basis, and compared to the NIOSH time weighted

average (TWA) for worker exposure. Upon completion of sampling, samples shall be immediately submitted to an appropriately qualified laboratory for analysis using NIOSH method N7300 (or equivalent) for RCRA Metals including cadmium, chromium and lead. Air samples will also be obtained for Occupational Health and Safety Administration (OSHA) Method 145 for Mercury. Air samples shall also be obtained on a daily basis from at least one (1) worker for particulate mercury by OSHA Method 145. Alternative methods for achieving the necessary data will be considered. If additional sampling is required under OSHA or other applicable regulations, the Contractor shall be responsible for all required sampling and analysis. The Contractor shall provide the Government with all analytical results immediately upon receipt of analytical results from the selected laboratory.
At the completion of work, the Contractor shall prepare a detailed, well organized (including a table of contents and appropriately numbered pages, etc.) completion report to include a description of removal activities, sample locations and sample results. Contractor daily logs, disposal correspondence, profiles, photos and related documentation shall also be included.
